SEPTEMBER 19, 1995
CALL TO ORDER
Mayor Jim Swartz called the meeting to order with the following Councilmembers
present: Reta Allen, Cleo Adams, Joel Scott, and J. C. Worley. Steve Wright and John
Mondy were absent.
PROCLAMATION -JENNY ROAN'S 100TH BIRTHDAY
Barbara Colburn, granddaughter of Jenny Roan accepted the Proclamation for her
100 year old grandmother. Mrs. Colburn expressed her appreciation to all who have
honored her on her 100th birthday.
PUBLIC HEARING TO CONSIDER CONCEPTUAL PLAN-PROPOSED PLANNED
DEVELOPMENT OF BIRMINGHAM PARK BY WYLIE BILCO INC.
Public Hearing was opened with no public response. Mike Collins, City Manager
explained that due to no recommendation by Planning and Zoning, Council would not be
able to take any action. Scott made the motion to pass the public hearing to another day
certain, being October 24, 1995. Adams seconded the motion. Motion was passed
unanimously.
RESOLUTION 95-28 APPROVING THE FY 1996 COMMUNITY SERVICES FACILITIES
CAPITAL IMPROVEMENTS PLAN AND THE FY 1996 MULTI-YEAR PLAN UTILIZING
THE 4B SALES TAX
Collins explained that there is a major long term issue that should be considered
when considering for approval the FY 1996 Community Services Facilities Capital
Improvement Plan and the FY 1996-1998 Multi-Year Plan. The project budgeted would
be the Community Center, the Library Expansion, and the Central Park Complex. Collins
stated by bringing this before Council, it will enable the planning to go forward. Worley
made the motion to pass the resolution. Allen seconded the motion. Motion was passed
unanimously.
STAFF REPORT
Collins stated that Wylie Bilco would be meeting with staff.
Collins will give an update on the conceptual plan for the Service Center and at the
October 10th Council meeting.

Collins also stated that at the October 10th Council Meeting, Physicians Regional
would be making a presentation and give Council an update on the hospital.
Collins stated that a new secretary for the City Manager's office, Barbara Salinas
would be starting October 3rd.
ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting adjourned.
