03-04-1997 (City Council) Minutes Minutes of the Wylie City Council March 4, 1997 CALL TO ORDER Mayor Jim Swartz called the Special Called City Council Meeting to order, March 4, 1997 at 6:30 p.m. with the following Councilmembers present: Wanda Sparks, Cleo Adams, Joel Scott, Reta Allen, John Mondy and J. C. Worley. Staff members present were: Mike Collins, City Manager, Mindy Manson, Assistant to the City Manager, Susan Shuler, City Secretary, Mike Phillips, Director of Community Development, Brady Snellgrove, Finance Director, and Greg MacLean, Consulting Engineer. EXECUTIVE SESSION Executive Session was held at 7:30 p.m. under Section 551.072 Deliberations about Real Property and 551.075 Conference with Employees to Receive Information and Question Employees regarding pending litigation, City of Parker v. City of Wylie, Cause No. 219.458.96, District Court of Collin County, Texas 219 Judicial District. Executive Session was held under Section 551.072 Deliberations about Real Property for the Wastewater Treatment Plant. Mayor Swartz announced that the closed meeting ended at 7:56 p.m. and reconvened into open meeting. WORKSESSION DEVELOPMENT ISSUES Mayor Swartz stated that there are many areas of the City that are now in need of drainage improvements. Swartz asked how are we going to deal with issues that come before Council. Collins stated that The Hogan Corporation may do a Work Order Study to do a study of drainage issues of the entire city. MacLean stated that there are areas of town that have specific areas because of being a nuisance. He stated that there are urgencies that need to be identified and prioritize. Swartz asked do we pay for it or does the citizen pay for these issues. Mondy stated that perhaps we have enough problems to warrant a bond election to correct the problems. Swartz said that the areas needed to be recognized and solutions are needed. Collins stated that Council will evaluate each and every drainage issue and will be determine what they can spend on the projects. IMPACT FEE ORDINANCE UPDATE Collins gave an overview of the impact fees and the citywide benefit. He said what Minutes of the Wylie City Council, March 4, 1997, Page 1 was prepared is the current water rates and the 10 year CIP's which is the basis for the Impact Fees due to the LUE's. He said that Council may decide that the maximum rate is too high and you may not want to charge this amount. Snellgrove gave an overview of the comparison of monthly bills for water and sewer service in selected area cities. He stated that it was based upon an 8,000 gallon consumption. He also gave a comparison at the 15,000 gallon consumption. He also presented a comparison in rates for water and sewer combined from 2,000 gallons to 100,000 with Wylie and Sachse having the highest water rates. Swartz asked if Council could get a 10 year history for water and sewer rates so that a comparison could be made. Snellgrove stated that the sewer amount is fixed once the 15,000 gallon comsumption is reached. He said the water consumption is what is driving the rates. He also stated that the rates have not had to be raised in the last 4 years. He also said that on commercial rates Wylie is in line with other cities for the sewer rates. MacLean gave an overview of the 10 year CIP cost projection of water system. He said when calculating the sewer cost projection for the next 10 year CIP cost. He said the big ticket item for sewer projections would be the wastewater treatment plant, which would be a 4 million gallon a day capacity plant.. He said that there is an agreement with St. Paul to provide wastewater treatment when they are ready to go on line. He said the Murphy agreement is to provide wastewater treatment if they have an overflow. Mondy asked if the plant is inspected regularly. MacLean said they are monitored very closely. He stated that within 10 years the City of Wylie the estimated population would be increased by 7,500. Mondy asked what the population increase would be for the school. Collins stated that for every two lots sold there would be one child, which would be about 1,500 children to the school system. Worley asked if the estimate was taken into consideration for apartment buildings. Phillips stated that they were taken into consideration. MacLean said a 10 year Capital Improvement was done for Impact Fee purposes but the Impact Fee Committee should meet on a regular basis. Snellgrove gave an overview of the impact fee versus the marginal living unit equivalent (MLUE). He illustrated the impact fee amount, the MLUE revenue, the MLUE revenue required, the MLUE revenue shortfall, the Revenue shortfall per MLUE, the monthly sewer bill increase, the 10 year debt monthly sewer bill increase, and the 20 year debt monthly sewer bill increase for sewer and water rates. He said the maximum proposed sewer fee would be $1,412 and the maximum proposed water fee would be $700, with the MLU being 5,646. Collins stated this is only dealing with the debt service requirement and not dealing with raising the water and sewer rates. He stated the current rates are a combined amount of $1,100. MacLean stated the issue is do you have those wanting to develop pay upfront for the water and sewer rates or would the citizens pay for those coming into the City. STAFF REPORTS Swartz stated that there was a concern that the food for the library renovation Minutes of the Wylie City Council, March 4, 1997, Page 2 reception would not be adequate for the First Lady of Texas. Collins stated that he would look into improving the food for the reception. Allen asked what was going to be done with Cottonbelt. MacLean stated that there were options to the problem one being, making it a one way street, another acquiring right of way and making the intersection safer and the other option is to make this a cul-de-sac. He said his suggestion would be to come in with a cul-de-sac. CITIZEN PARTICIPATION There was no citizen participation. ADJOURNMENT As there was no further business to come before Council for consideration, the meeting was adjourned.
