CALL TO ORDER
Mayor Pro Tern John Mondy called the City Council Meeting to order, May 6, 1997
at 7:00 p.m. with the following Councilmembers present: Cleo Adams, Joel Scott, Reta
Allen, J. C. Worley and Wanda Sparks. Mayor Jim Swartz was absent. Staff members
present were: Mike Collins, City Manager, Mindy Manson, Assistant to the City Manager,
Susan Shuler, City Secretary, Brady Snellgrove, Finance Director, Jack Jones, Supt. of
Public Works, Greg MacLean, Consulting Engineer with the Hogan Corporation, Billie
Myrick, Sgt. Police Dept. and Bill Rushing, Police Chief.
CANVASS OF ELECTION
Shuler stated that normally the election would be canvassed at this time but due to
the canceling of the election on March 25, there would not be a canvass.
OATH OF OFFICE
Shuler administer the oath of office to Joel Scott, Place 1, John Mondy, Place 3 and
J. C. Worley, Place 5.
ELECTION OF MAYOR PRO-TEM
Worley made the motion to appoint John Mondy as Mayor Pro-Tern. Allen
seconded the motion. The motion was voted on and passed unanimously.
WORKSESSION
COPS Grant
Rushing stated that on April 1, the City was notified that they would receive the
COPS Grant in the amount of $149,108.50 to be used in the hiring of two police officers
for the current fiscal year (1996-1997). He stated that the grants will be made for up to
seventy-five percent of the total salary and benefits of each new officer, over a three year
period and up to a maximum of$75,000 per officer, with the remainder to be paid by local
funds. He said funding will begin on the date of the award or on the date the new officers
have been hired, whichever is the later and will be paid over the course of the grant. He

said through the funding of the grant, the City of Wylie would realize an overall savings of
$447,325.50 which would only be realized if the City is successful in being awarded grant
funding to supplement the cost of six officers. Rushing further stated that any funding
provided by the U. S. Department of Justice is restricted to the payment of salary and
benefits only. He said grant funding cannot be used to cover any cost incurred as the
result of overtime or for equipment needs.
Collins stated that the COPS Grant would be brought to Council at the May 13
Council Meeting.
S. H. 78 Corridor Study/Zoning Category Reclassification
Manson stated that Council had instructed staff to initiate an evaluation of the
existing commercial zoning districts contained within the Wylie Zoning Ordinance. She
said the request was generated from discussion regarding a zone change request for a B-2
commercial district on State. She stated that there are two primary areas which need to
be reviewed, 1) how the policies contained with the Comprehensive Plan guide the
appropriate location for the different types of land uses; 2) the way in which the various
types of commercial zoning districts are designated within the Zoning Ordinance; and what
are the different districts and specific types of uses permitted within each district.
Manson stated that the City needs to be prepared to respond to KCS if the rail is
pulled out along S. H. 78. Scott asked if a study should be done along the FM 544
corridor. Mondy stated that we need a plan not only for S. H. 78 but for FM 544 and other
areas.
Collins stated that with money that is used for a planner, they could use it for a RFP
to hire a consultant to evaluate the areas.
Capital Bond Projects
MacLean gave an overview of the bond projects completed, in the process or in the
future. He gave a review of all the contractors, the jobs they have completed and what
type of service was rendered.
Snellgrove gave an overview of the original projected costs of the projects and the
actual costs of the projects. He said to date the total revenues have been $237,826 and
total project costs have been $223,460.
STAFF REPORTS
Adams asked if a property owner on FM 544 has a permit to build or add on to his
property. Mondy and Worley would like something done to improve the conditions on FM
544 to the Old Potter Place.

Council requested Fire Inspection Reports similar to the report/update on
inspections like the code enforcement report.
CITIZEN PARTICIPATION
There was no citizen participation.
ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting was adjourned.
