Budget Worksession
July 15, 1997
CALL TO ORDER
Mayor Jim Swartz called the City Council Budget Worksession to order, July 15,
1997 at 7:00 p.m. with the following Councilmembers present: Wanda Sparks, Cleo
Adams, Joel Scott, Reta Allen, John Mondy and J. C. Worley. Staff members present
were: Mike Collins, City Manager, Mindy Manson, Assistant to the City Manager, Susan
Shuler, City Secretary, Mike Phillips, Director of Community Development, Brady
Snellgrove, Finance Director, Mignon Morse, Library Director, Jack Jones, Superintendent
of Public Works, Pam Gidney, Finance Dept., Sgt. Billie Myrick, Police Dept., Chief Bill
Rushing, Police Dept. and Chief Shan English, Fire Dept.
WORKSESSION
Collins gave an overview of the budget process. He stated that the need for
personnel had to be considered over the need for operational expenses. He also stated
that the exempt employees would be willing to take no merit pay increases in order to have
the personnel needed. He said that each department head would give a review of their
department and their department request. He also noted that the capital budget items
requested by each department had been cut.
Snellgrove gave an overview of the revenues and expenditures. He then explained
the current and proposed departmental staffing and the City's retirement plan.
LIBRARY DEPARTMENT
Morse stated that the Library Department was basically operating on the same
operational budget. She stated that the one of the major highlights for the 1996-1997
budget was-the renovation of the Library. She also stated that the library is currently
preparing for the internet services. Morse outlined the accomplishments for 1997 and the
objectives for the 1998 budget. She said the major budget items were books and audio
visual equipment. She also said that their was a 36% increase in the circulation rate in the
first eight months and there was an increase in the number of items processed. Worley
questioned the need for a full-time employee at $12.50 per hour. Mondy questioned
whether the City could piggy back on Plano's automated circulation system.
FIRE DEPARTMENT
English gave an overview of the Fire Department. He gave highlights of

accomplishments for 1997 such as initiating 12 hour shifts with two crews and added three
cadet firefighters and additional part-time positions. He said the objectives for 1998 were
to expand the part-time firefighter program at mid-year and to add a modular office at
midyear. Adams questioned some of the items under tools and equipment. The question
was also asked when there would be the need for a new fire truck and another fire station.
POLICE DEPARTMENT
Rushing gave an overview of the department. He stated the accomplishments of
1997 and the objectives for 1998. He explained that the construction that is proposed is
needed to separate the area to hold juveniles. Adams stated that he would like to see the
traffic accident analysis software added back in the budget. Mondy questioned the
overtime budget. Rushing stated that it was necessary for relief staffing, call outs, court
times and miscellaneous events. Mondy asked about the wearing apparel uniform
allowance. He also questioned the need for a clothing allowance and the fuel allowance.
There were also questions about the breakdown on gas cards and the tracking system.
Questions were also asked about food supplies and about doubling the car fleet.
ANIMAL CONTROL
Phillips gave an overview of the animal control department. He gave an update on
the accomplishments of 1997 which included the reliable, professional coverage of after
hours and weekend call-outs by training additional City employees. He also stated that
the Animal Control Officer has had advanced certification training. Phillips said the
objectives for 1998 were the need for restroom facility since the Service Center relocated.
The construction will also include the addition of a covered side entrance into the pen area
of the shelter and covers for the outside dog runs. He said plans are being made to
disseminate literate and promote spaying and neutering of pets and the adoption of
homeless animals. Phillips explained that the large increase for the department was the
overtime budget. He said the night call personnel workload has been heavy.
CITIZEN PARTICIPATION
There was no citizen participation.
ADJOURNMENT
As there was no further business tocome before Council for consideration, the
meeting was adjourned.
