CALL TO ORDER
Mayor Jim Swartz called the City Council Meeting to order, August 12, 1997 at 7:00
p.m. with the following Councilmembers present: John Mondy, Wanda Sparks, Cleo
Adams, Joel Scott, Reta Allen and J. C. Worley. Staff members present were: Mike
Collins, City Manager, Mindy Manson, Assistant to the City Manager, Susan Shuler, City
Secretary, Mike Phillips, Director of Community Development, Jack Jones, Supt. of Public
Works, Brady Snellgrove, Finance Director, Sgt. Billie Myrick and Chief Bill Rushing,
Police Dept.
PRESENTATION
Chief Bill Rushing presented Michelle Rusk with an Outstanding Service Award.
He stated she is receiving this award for helping save the life of a woman in Balch Springs.
He said she had received a call from a lady who had been talking with the woman through
the internet when she learned that the woman was contemplating bodily harm to herself.
He also said that with little information to go on, Michelle's determination and desire to
help, resulted in the location of the woman. He said the woman's life was saved due to
Michelle Rusk.
ACTION ITEMS
Appoint Replacement to the Zoning Board of Adjustments
Allen nominated Ken Ryburn, currently an alternate on the Zoning Board of
Adjustments to fill the unexpired term and appointed Jeff McCoy as an alternate. Mondy
seconded the motion. The motion was voted on and passed unanimously.
Approval of an Ordinance Amending the Budget for Fiscal Year 1997
Snellgrove gave an overview of the budget amendments. He stated the
amendments were as follows:
City Sec. - $1,550 need for increase in election expense
Combined-General Fund
$8,540 - removal of underground storage tanks at the Old Service Center
$4,000 for the General Fund portion of the voice mail system

$2,230 for the General Fund portion of the postage metering machine
$105,700 for legal expense on the Parker Lawsuit
$5,000 for Long Term Disability
Police Department
$12,160 for the hiring of 2 patrol officers under the COP grant
$750 for advertising for the 2 COP grant officer positions
$3,000 for wearing apparel and equipment for the new officers
$1,000 for special services
$41,000 for the overtime budget
Utility Fund - Combined Services
$8,540 for the Utility Fund portion of the removal of the underground storage tanks
$2,000 for the Utility Fund portion of the voice mail system
$2,230 for the Utility Fund portion of the postage metering machine
$1,000 for the Utility Fund portion of Disability Insurance
Mondy asked why the police department is needing an additional $41,000 for
overtime that would bring the department up to $102,500 for overtime for the year.
Rushing stated that the 10 hour deployment did not start until June. He said he can not
control overtime when an officer is called to court at Collin County. He also said training
is required in order to keep their certification. He said if there are programs at the schools
and other community events, then overtime is required. He stated that now that the
department has a training co-ordinator (Adm. Sgt.) to co-ordinate training.
Swartz would like a comparison for three months in October to see how the overtime
is going in the Police Department. Collins stated that they would get a handle on the
overtime.
STAFF REPORTS
Collins stated many calls have been received by Akin Elementary parents for
crosswalks and crossing guards. He said that currently solutions were being discussed
by the Police Department and the City Secretary. He also stated that a concerned parent
is preparing a petition to present to Council at the next Council meeting.
Collins said that an inspector has been hired and will start work on August 25, 1997.
Collins also said that bid openings for the intersection of FM 544 and FM 1378 were
opened and the bids were very favorable.
Snellgrove said that the Municipal Court has had a record number of cases. He
said the Municipal Court revenue is about $250,000 a year and the court cost are about
$80,000.

to Receive Information and Question Employees Regarding Pending Litigation, City of

ADJOURNMENT
As there was no further business to come before Council for consideration, the
meeting was adjourned.
