09-16-1997 (City Council) Minutes Minutes of the Wylie City Council Meeting Worksession September 16, 1997 CALL TO ORDER Mayor Jim Swartz called the Special Called City Council Meeting to order, September 16, 1997 at 7:00 p.m. with the following Councilmembers present: Wanda Sparks, Cleo Adams, Joel Scott and Reta Allen. J. C. Worley and John Mondy were absent. Staff members present were: Mike Collins, City Manager, Mindy Manson, Assistant to the City Manager, Shan English, Fire Chief and Brady Snellgrove, Finance Director. WORKSESSION Snellgrove reviewed the definitions for the budget accounts. He gave different examples of accounts that begin with 54 are from the maintenance account and 56 is from the leasing/maintenance account. He also explained the difference in Travel and Training and Professional Training. Sparks had questions about the budget concerning department differences from the first proposed budget given to Council in July. Allen asked if the budget reflected funds for a new crossing guard to be provided for Akin. Collins stated that Chief English was in attendance to answer any questions concerning the Fire Department. Allen didn't feel like the paramedics should be trained since all firemen are EMTs. She said the cost of each student was $1,300. Chief English explained the need for paramedics. He said the training for EMT's is about $400. He said the paramedics would be three full time firefighters. Sparks asked what the Capital replacement is for in the Fire Department. Snellgrove said it was the depreciation value for replacement of fire equipment such as fire trucks, attack trucks and the command vehicle. Adams asked if there had been bids taken on the building for the fire department. English stated that the firemen are looking into building the addition to the building themselves. He said they had several volunteers who were willing to help on the building. Adams stated he wanted the paramedics training pulled from the budget. Allen stated she also wanted the paramedics training also pulled. Scott stated that he would like for it to stay in the budget. He said that if the training would assist in the saving of a life, he would like them to have the training.
