December 11 , 1997
CALL TO ORDER
Mayor Jim Swartz called the Joint Worksession with the City Council and Wylie
Independent School District to order December 11, 1997 at 7:00 p.m. with the following
Councilmembers present: John Mondy, Cleo Adams, Joel Scott, and J. C. Worley.
Members of the Park Board and Planning and Zoning Commission were present. Staff
members present were: Mike Collins, City Manager, Mindy Manson, Assistant to the City
Manager, Susan Shuler, City Secretary, and Mike Phillips, Building Official. Bill Collins
with the Wylie Independent School District Board of Trustees to order.
Joint Use Athletic Field Complex- City of Wylie/WISD
Manson gave an overview of the Joint Use Athletic Field Complex which contained
baseball fields, soccer fields, and a walking path. She stated that the baseball fields will
not be age specific. She also stated that the City would again apply for the Texas Parks
and Wildlife Grant. The location of the football stadium was discussed. Discussions were
also held about the joint shared parking and the two entities agreed to share the expense
of the concrete lot. Manson said that there will be approximately 300 parking spaces. The
shared parking lot will be west of the 4-plex adjacent to the new park and football stadium.
Updates on Residential Development in Wylie
Phillips gave an overview of the residential developments. He gave an overview
of lots under construction and the current lot inventory. He also reviewed strong interest
properties that have been discussed. He stated that the building permits for this year
increased from the previous year.
WISD Master Plan - School Facilities/Development Standards - Future School Sites
Dr. John Fuller, Superintendent of the WISD gave an overview of the WISD Master
Plan. He reviewed the school facilities and the development standards. He said that the
school district would like school facilities to share in parking facilities with the
neighborhood parks. He also said that the WISD would like to get a location in the
Woodbridge Development. Fuller also stated that WISD is maximizing state funding. He
said in order to maintain the $1.50 per student must have an increase in student
population and the property value maintain at $128,000 to $150,000.
Mondy asked what is City/School doing to orchestrate bond issues in the future.

Fuller said that good communication and being very aware of the competition for funds
would be necessary for both entities to work together. He said that growth will dictate
bond elections.
Fuller stated that the WISD co-op's with Plano ISD for the alternate school, which
is a school for behavioral students. He said they currently co-op with McKinney for various
classes that are offered in McKinney and not Wylie.

As there was no further business to come before Council for consideration, the
