CALL TO ORDER
Mayor Jim Swartz called the City Council Meeting to order January 13, 1998 at 6:30
p.m. with the following Councilmembers present: John Mondy, Wanda Sparks, Cleo
Adams, Joel Scott, J. C. Worley and Reta Allen. Staff members present were: Mike
Collins, City Manager, Mindy Manson, Assistant to the City Manager, Susan Shuler, City
Secretary, Brady Snellgrove, Finance Director, Jack Jones, Supt. of Public Works, Mike
Phillips, Building Official, and Tobin Maples, City Planner.
PROCLAMATION
Mayor Swartz read a proclamation declaring January as School Board Recognition
Month. He presented the proclamation to Mr. Bill Collins, President of the School Board
Trustees. Mr. Collins thanked the city for the recognition and the partnership between the
two entities.
PRESENTATIONS
Presentation by the Library Board on the Recommended Internet Policy
Tom Proctor and Shirley Burnett, members of the Library Board, gave an overview
of the Internet Policy. Proctor said that the library will provide a valuable research tool and
service for public use. Burnett stated that the City Attorney and the City Manager had
reviewed the policy and the advisory board had approved the policy. She said each user
will be required to sign a waiver form. Mignon Morse, Library Director, stated that the
library will be receiving a grant to help with the cost of the service. Burnett said that the
Library Board had decided they would like to purchase privacy screens for the computers.
Collin County Child Abuse Law Enforcement Task Force
Lt. Billie Myrick of the Wylie Police Department stated that the primary concern is
the security of the citizens. He said the most vulnerable citizens are our children.
Myrick introduced Investigator Chuck Ruckles and Lt. Jerry Klahr of the Collin
County Child Abuse Task Force. Lt. Klahr stated that this task force has the resources
and expertise to provide social, medical and law enforcement in child abuse cases. He
said that the task force consist of a full time investigator, case workers from Child
Protective Services who are assigned to the case, a child advocate, a therapy liaison and
a volunteer from the advocacy center to help in the care of a child. He also said that a

district attorney is available to prosecute if needed. Investigator Ruckles said the grant
would be over a five year period. The first year cost nothing. The second year's cost is
based on the population of the city(10,000) times 16% (the at risk population) times $1.75,
which amounts to $2,800 for the second year. Subsequent years expenses could increase
by 20% per year.
Myrick also stated that there would be a program at the high school on January 21,
1998 at 7:00 p.m. on Drug Awareness for the community. He said a similar program was
given to the high school students in December.
CONSENT AGENDA
1) Approval of Minutes from the December 9 Council Meeting and December
11 Joint Worksession with the Wylie Independent School District
2) Approval of an Agreement with Collin County Child Abuse Law Enforcement
Task Force
3) Approval of a Resolution and Interlocal Agreement between Dallas County
and City of Wylie for the Reconstruction of County LineNinson Road
4) Final Acceptance of the Construction of the 12" Water Main along McMillen
Road and Authorization for Change Order No. 2 and Final Payment to XIT
Paving and Construction, Inc. In the amount of$24,679.33
7) Final Plat for the Newport Harbor, Phase III Subdivision submitted by Centex
Homes located North of the Intersection of FM 1378 an FM 3412 (Brown)
Adams asked that item 5 be pulled and Worley asked that item 6 be pulled. Sparks
made the motion to approve the consent agenda items with items 5 and 6 pulled. Scott
seconded the motion. The motion was voted on and passed unanimously.
RESOLUTION NO. 98-1 BY THE WYLIE CITY COUNCIL AUTHORIZING THE MAYOR OR CITY

ACTION ITEMS
Final Payment of $3,502.16 to Quantum Contracting, Inc. For Community Park
Parking Lot Project
Adams asked when the parking lot was completed. Manson stated that the
approximate time was in August. Adams wanted to know if it had been inspected because
there was a crack about eight inches deep and swell that holds water. Jones stated that
Quantum used crushed concrete material that is compacted so that when it dries it sets up
like concrete. He said all the specs came back to the cities specifications but that the
ground is like a clay gumbo and it will crack. He also said that a crack seal and asphalt
will be applied. He said that the warranty will take hold if the parking lot falls apart and
reasonable cracks in the structures. He feels that the company will uphold their warranty.

Adams was concerned that the city would have the same trouble that we have had with the
community center contractor.
Adams made the motion to approve the final payment with the stipulation that Jack
Jones oversees the project and if the weather cooperates that it is completed in thirty days
with no retaliation on Mr. Jones. Allen seconded the motion. The motion was voted on
and passed unanimously.
Designating the Wylie News as the Official Publication of the City for a Single Year
Worley was concerned that the paper does not give enough coverage to the school
and city. He is concerned that reporters are not here prepared to take pictures. Mondy
would like the City Manager to set up a panel discussion with the school, Chamber, city
and other groups that benefit the city. Worley made the motion to table this item. Allen
seconded the motion. The motion was voted on and passed unanimously.
PUBLIC HEARINGS
First of Two Public Hearings for the Annexation of 3.21 Acres out of the Richard
Newman Survey, Abstract No. 660, Collin County, Texas and Being Part of the
195.939 Acre Tract of Land Described in Deed to Belco Equities, Inc.
The public hearing was opened and with no public comment, the public hearing was
closed.
Public Hearing to Receive Input Regarding a Grant Application to the Texas Parks
and Wildlife Department
Bob Stoffels with Dunkin Sims Stoffels Inc. gave an overview of the grant
application for the development of the Park/Athletic Field. He said that the State has
indicated that in order to obtain funding, the total points received must increase from the
current total of 60 to at least 80. He said the grant has been amended to reflect elements
that have the potential for a high number of points such as the proposed Hike & Bike Trail,
educational/governmental contributions, private donations, preservation and conservation,
nature area and greenbelt linkage. He also said that the city will be participating with
Dallas County on the southern portion of the Hike & Bike Trail and another segment of the
Trail will be developed as a part of the Woodbridge Development.

Approval of a Resolution Authorizing the Application for a Grant from the Texas
Parks and Wildlife Department
Scott made the motion to approve the resolution authorizing the application for a
grant from the Texas Parks and Wildlife Department. Adams seconded the motion. The
motion was voted on and passed unanimously.
RESOLUTION NO. 98-2 OF THE CITY OF WYLIE, TEXAS, HEREINAFTER REFERRED TO AS
"APPLICANT", DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING
FOR, AND ON BEHALF OF THE "APPLICANT" IN DEALING WITH THE TEXAS PARKS &
WILDLIFE DEPARTMENT, HEREINAFTER REFERRED TO AS "DEPARTMENT", FOR THE
PURPOSES OF PARTICIPATING IN THE TEXAS RECREATION & PARKS ACCOUNT GRANT
PROGRAM, HEREINAFTER REFERRED TO AS THE "PROGRAM"; CERTIFYING THAT THE
"APPLICANT" IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE
"APPLICANT"MATCHING SHARE IS READILY AVAILABLE;AND DEDICATING THE PROPOSED
SITE FOR PERMANENT PUBLIC PARK AND RECREATIONAL USES.
Approval of a Resolution Amending the Current Investment Policy
Snellgrove gave an overview of the amendments to the current investment policy.
He stated that the legislature made many changes in requirements for local governments
in the Public Funds Investment Act.
Scott made the motion to approve the resolution to amend the current investment
policy. Worley seconded the motion. The motion was voted on and passed unanimously.

Shuler stated that this was part of the land in the Sachse Boundary Agreement.
Two public hearings have been held.

STAFF REPORTS
Collins stated he will be attending a Chamber Board retreat at Sanden on Thursday
afternoon, January 15, 1998.
Collins said that staff will be asking TxDot the status of Highway 78 at the quarterly
meeting on the widening of roadway and general updates. He said that the city can not
get any commitments from them and that they will ask whoever is in charge of the project
to come and speak before Council. Mondy suggested that a copy of the request be sent
to Florence Shapiro's office.
Collins said that there is a contractor on site at the hospital. Remodeling is starting
to take place.
Collins said that the Police Chief candidates have been narrowed to five finalist and
interviews will be conducted on January 21, 1998. He said he anticipated a selection will
be made by the end of the month.
Snellgrove said the auditors will be in to conduct an audit and will be here for about
three weeks.
Manson said that the Community Center has had the chalking around the windows
and roof area and the leak at the storage area. She said work still needs to be done on
the porch and contractor will be contacted. She also said that the sign should be put up
within 7 - 10 days.
Manson also said that the lights at the community park are being worked on. She
also said that the soccer fields west side of the park still needs some earth work.
CITIZEN PARTICIPATION
Bret Fouker, Anchor Drive - He said water pressure has been poor. He was
told that there would be loop put in to help the water pressure. Jones said that the loop
would be about April or May. He also said that the alleys also have water standing at the
end of the Schnooer Bay and Anchor.

ACTION ITEM
Award Ambulance Contract/Emergency Medical Services
Randy Strozye from East Texas Medical Services stated that they submitted a
proposal to provide zero subsidy contract which would exceed the minimum service level
requirements of the RFP. He also stated that there would be a membership fee of$48.00
annually. He said that there will be two ambulances covering 16,000 people and if they
need more they will bring in more ambulances. Shan English, Fire Chief, stated that a
joint ambulance service interlocal agreement with the surrounding cities of St. Paul,
Murphy, Lucas and St. Paul has been signed. A committee will be formed with Wylie
having two members, and the other cities will have one member until they reach a
population of 10,000.
Scott made the motion to award the ambulance contract to East Texas Medical
Services. Allen seconded the motion. The motion was voted on and passed unanimously.
