Call to Order
Mayor John Mondy called the Worksession to order, Tuesday, May 26, 1998 at 6:30 p.m.
with the following Councilmembers present: Joel Scott, Merrill Young, J.C. Worley, and
Chris Trout. Councilwoman Reta Allen and Councilman Lavern Ramsey were absent.
Staff member present was: Barbara Salinas, City Secretary.
Mayor Mondy stated the purpose of the meeting was to discuss goals and objectives for
the Wylie City Council. The members present discussed and listed all city departments
and their primary job functions within the organization. Implementing a monthly report from
all city departments was discussed as well as the current organizational chart and the
importance of its effectiveness in order for the City Manager to perform his job. Council
felt that if Staff could be provided departmental direction through the City Manager, then
that department would internally develop Organization, Communications, Time
Management, Efficiency, Productivity, and Accountability.
Council had some discussion on points of concern with regard to customer service within
departments. They felt strongly about the type of service we offer our customers, the
accuracy of the information we provide and the productivity levels attained. Council asked
to be provided a copy of the customer service survey that was recently anonymously
conducted within the city offices.
The Mayor expressed an interest in meeting with the City Manager this week to further
discuss goals and objectives.
Council then discussed the Project List and time frame listed by each project manager.
With few exceptions, those present agreed with the time frame given by staff. Those
project that Council had comments or questions regarding are as follows:
• Councilman Worley asked to be provided with a copy of the Contractors time line
for completion of Kreymer Lane.
• Council asked that "Comprehensive Code Enforcement" be further defined.

• Councilman Trout asked that a letter of thanks be sent to Eubanks for their
assistance in resolving the situation with regard to the "Soccer Field-standing
water" area.
• Council had concerns regarding the "Downtown Traffic Study" and wanted to
ensure that a meeting was to be scheduled with the Downtown Merchants and
suggested moving the completion date to June of 1998.
• "Comprehensive Street, Alley, Sidewalk Inventory" - Council suggested that Mr.
Jones visit with BFI, since some of the damage may have been caused by their
vehicles.
• "School Site.." - Further define.
• "Customer Service Program" - Further define.
Council discussed the possibility of moving up the delivery of not only Council Agenda
Packets, but for Planning &Zoning Commission as well to allow more time for preparation
for the meetings. Councilman Scott discussed preparation of terms of office for the 1999
General Election, and suggested that we have in place prior to the election. Council
members asked for an updated list with Council to include Voice Mail Boxes.
Council members were reminded of the Worksessions on Thursday, June 4, and Saturday,
June 6 with agendas and information to follow.
