Call to Order
Mayor John Mondy called the Worksession to order, June 4, 1998, 1998 at 6:40 p.m. with
the following Councilmembers present: Joel Scott, Reta Allen, Lavern Ramsey, Merrill
Young, Chris Trout. Mayor Pro Tern J.C. Worley was absent. Staff members present
were: Mike Collins, City Manager, Mindy Manson, Assistant to the City Manager; Tobin
Maples, Planning Director and Barbara Salinas, City Secretary.
Executive Session
Mayor Mondy then adjourned into Executive Session under Section 551.071 for discussion
on a matter in which the duty of the attorney to the Governing Body under Texas
Disciplinary Rule of Professional Conduct of the State of Texas clearly conflicts with this
chapter.
Reconvene into Open Session
No action taken as a result of the Executive Session.
Presentations
Council heard presentation from three consulting firms who submitted bids for review of
the Comprehensive Plan. The first firm to offer a presentation to Council was, Wallace
Roberts & Todd.
Mr. Donal Simpson, Director and Mr. Rick Leisner, Director of Planning & Urban Design
with Wallace Roberts &Todd (WRT), Dallas, gave Council a brief introduction to their firm
and key personnel. Mr. Simpson and Mr. Rick Leisner briefed Council on project
experience and key projects issues and a provided a suggested schedule for completion.
Mr. Simpson and Mr. Leisner were both then available for questions from Council.
In response to Council's concerns, Mr. Simpson stated that they were aware of the
concerns of the community with regard to railroad issues and industrial growth. Some of
the other cities that WRT has worked with in the past have been Flower Mound, Rowlett,
Coppell, and Bellaire.

Mr. Simpson stated that other areas that they have worked with shared situations similiar
to Wylie such as railroad traffic and lake area development. Mr. Simpson stated that the
firm believes that public participation is a very important part of the process. He concluded
that the City of Wylie has the opportunity to become the City it wants to be, but it will take
time to develop.
Mayor Mondy thanked Mr. Simpson and Mr. Leisner for their presentation.
The second consultant firm to make a presentation to Council was the firm of Stanland and
Associates. Mr. Ray Stanland and Mr. Jody Short, Lee Engineering, Inc gave Council a
brief introduction of their firm. Mr. Stanland discussed the firms approach to developing
the Comprehensive Plan as well as the criticial attributes of a comp plan. They outlined
four phases, 1) project initiation; 2) community needs assessment & goal setting 3) comp
plan development and 4) implementation strategies. Mr. Stanland outlined the need to
determine the State of the City and Community needs assessment and goal setting. Mr.
Stanland also emphasised the importance of community participation through workshops,
focus groups and interviews.
Cities that Stanland and Associates has worked with in the past include, Lewisville, Keller,
Kleburg and the City of Dallas. Mr. Stanland concluded his presentation and was then
available to Council for questions.
Mayor Mondy thanked Mr. Stanland and Mr. Short for their presentation.
The third consulting firm to make a presentation to Council was Dunkin, Sefko &
Associates, Inc. Mr. Dan Sefko and Ms. Sherry Sefko gave Council a brief introduction of
their firm. Mr. Sefko stated that the firm of Raymond Turco and Associates, Public Opinion
and Research Consultants, had worked with their firm on many projects and would be a
part of the team should the city chose their firm to review the comprehensive plan. Mr.
Sefko stated that if the city prefers to use their consulting engineer, The Hogan
Corporation, they would work with the them, but did have other resources if for some
reason they did not wish to use the city's consulting engineer. Team experience include
the cities of Copperas Cove, Marble Falls, Midland, Frisco, Cedar Hill, McKinney, Rowlett,
to name a few.
Mr. Sefko explained the firms Project Appoach which includes meeting with city staff, the
Planning and Zoning Commission and Council to develop structure, schedule and citizen
participation and identify project issues. The firm would prepare a baseline study, goals,
objectives and policies; prepare plan recommendations and implementation strategies.
He stated that they would develop a Public Participation Strategy to include staff
involvement, workshops, neighborhood workshops, and public hearings.

Some of the important issues outlined by Mr. Sefko were, the protection of exisitng
neighborhoods, Infill Housing, economic development, environmental quality & community
image, corridor sutdies, and expansion & public services in the cities Extra Territorial
Jurisdiction. Mr. Sefko was then available for questions from Council.
Mr. Sefko addressed Council's concerns with regard to past experiences. Mr. Sefko stated
that what he has learned from experience with other cities, specifically Frisco, is that
population estimates can be way off. In response to council, he stated that the trends are
that cities appear to be process oriented, involving the community in the process and that
generally people are concerned with the environmental image of its community and want
asthetically pleasing areas to live.
When asked about the time frame, Mr. Sefko responded that one year appears to be a
good time frame for completion. If it takes less than a year, you may not receive a
balanced consensus. He felt it was important to spend time with the community. He felt
that If you take longer than one year, participants tend to loose interest. Mr. Sefko
estimated approximatley 3-4 neighborhood meetings to be held at locations away from the
complex. Mr. Sefko concluded by stating that he hoped to be working with the City of
Wylie on the review of the Comprehensive Plan.
Mayor Mondy thanked Mr. Sefko for his presentation.
Mr. Mike Collins, City Manager stated that staff hoped to bring forward their
recommendation for council's approval at the first meeting in June.
