Wylie City Council Meeting
Budget Worksession
July 7, 1998
Call to Order
Mayor John Mondy called the City Council Meeting to order, July 7, 1998 at 7:00 p.m. with
the following Councilmembers present: Reta Allen, Lavern Ramsey, Merrill Young, J.C.
Worley, and Chris Trout. Councilman Scott was absent. Staff members present were:
Mike Collins, City Manager, Mindy Manson, Assistant to the City Manager; Brady
Snellgrove, Finance Director and Barbara Salinas, City Secretary.
Executive Session
The Mayor moved to convene into Executive Session Under Sections 551.071
Consultation with City Attorney; and 551.075 Conference with Employees to discuss
issues regarding the future development of Spring Creek Parkway.
Reconvene into Open Meeting
No action was taken as a Result of the Executive Session.
The Mayor recognized Mrs. Patricia Nettery, Wylie resident, who wished to address
Council prior to the scheduled Budget Worksession. Mrs. Nettery expressed her concerns
regarding the drainage problem in Presidential Estates, specifically behind her residence
on Washington. Mrs. Nettery explained the dangers of stagnant water and collection of
debris as they directly attribute to an infestation of mosquitoes, and recently attracted
children who play in the area. Mrs. Nettery provided photos and a chronological order of
events. She stated that attempts were made by Mr. Jones and Mr. Daddio to clear and
clean area using rock and gravel, but this is only a temporary solution to the existing
problem. She asked Council to consider including the cost of a permanent solution in the
Budget.
Mr. Collins explained that the storm drainage takes the water to the Southwest corner and
will then drain to the Muddy Creek basin. He further explained that water is not flowing
and pooling in this area. Mr. Collins stated that to fund a permanent solution would take
approximately $60,000.
Mrs. Nettery thanked Council for their time.

Worksession
Overview of the General and Utility Funds for FY98-98.
Mr. Brady Snellgrove presented the 1998-99 Budget Overview and revenue projections.
Mr. Snellgrove presented overhead display of the Schedule of Estimated Ad Valorum for
the next five (5) years. He gave a detailed analysis of the five year projection.
Mr. Snellgrove gave an overview of the General & Utility Fund Statement of Revenues and
Expenditures. A colorized pie chart was displayed to indicated departmental percentage
increases from 1994 to 1998. City Manager Mike Collins stated that they hope to show in
future budget worksessions, departmental comparisons from other cities to note where
their increases may compare to ours.
City Manager, Mike Collins concluded the worksession by stating that on July 21 Council
would hear individual departmental budget presentations.
Adjournment
As there was no further discussion to come before the Council, the meeting was
adjourned.
