Call to Order
Mayor Mondy called the City Council Meeting to order, Tuesday, December 8, 1998 at 6:00 p.m. with the
following Councilmembers present: Joel Scott,Reta Allen, Lavern Ramsey, Merrill Young, and Chris Trout.
Mayor Pro Tern Worley was absent.
Staff members present were:Mike Collins,City Manager; Mindy Manson,Assistant to the City Manager; Brady
Snellgrove, Finance Director; Tobin Maples, Planning Director; Greg MacLean, Hogan Corporation, Chris
Holsted,Hogan Corporation and Barbara Salinas,City Secretary.
Worksession
Update of Various Capital Projects
North Texas Municipal Water District Water Transmission Main Construction- South Ballard
Mr. Randal Dobbs,North Texas Municipal Water District,provided Council with an update on the District's
Transmission Line. Mr. Dobbs gave an explanation of the placement of Main including the size and the
sequence of events. He was then available to Council for questions.
There was discussion on the issue of the trees and the number of trees that will impacted with this project. Mr.
MacLean,Hogan Corporation, explained that attempts to save some trees could still cause damage to the root
system and also that the digging equipment required will require a 20'clearance and this may cause tree damage
as well. Mr. MacLean explained that the trees lost could be replaced in the parkway/median areas.
There was discussion on the plans for driveway approaches and sidewalks. Council expressed concern regarding
the provision of a sidewalk for pedestrians along south Ballard. Mr. MacLean explained the problems with the
lack of right of way to provide sidewalks on both sides of Ballard and estimated approximately$18-20,000 per
side.
Mr. Collins stated that staff will need direction from Council on the design, and the issues of the trees and
sidewalks. He also suggested that we develop a plan to advise the public of the project. Mr. Dobbs concluded
the discussion stating that once initiated,the project is a 6-9 month project with approximately 4 months of a one-
way detour and that he appreciated the partnership with the city and working with our staff.
Provision of Sewer Service to Wylie Extra Territorial Jurisdiction
Mr. Tobin Maples, Planning Director, Mr. Greg MacLean and Mr. Chris Holsted of the Hogan Corporation,
addressed this item. They advised Council on the availability and options for future provisions of water and
sewer to specific properties, some which are currently under consideration for annexation.
Wastewater Treatment Plant
Mr. Collins gave Council a brief update on the status of the Wastewater Treatment Plant. Mr. Greg MacLean
addressed Council and offered information comparing the existing plant capacity versus a new plant and the
potential it offers existing and future development.

Mr.MacLean stated that this project has a two and a half to three year time line and introduced the Hogan team
prepared to work on the project,including Mr. Larry Fuson,Mr. Chris Hoisted,and Mr. Pat Hogan,all of whom
have valuable work experience to offer this project.
1999 Bond Program-Potential Projects
Mr. Collins addressed this item. He stated that if it is Council's desire to hold a Bond Election in late March,
Council would need to form a Bond Advisory Committee with a time line of completion by February in order for
ballot language to be prepared before the special election. The Mayor stated that Council would discuss the issue
of a bond election after December.

Mr. Collins reminded Council that the Meeting scheduled for December 15 is scheduled for 5:00 p.m. As there
was no further business to come before the Council,the meeting was adjourned.
