Call t0 Order
Mayor Pro Tern Worley called the Special Called Meeting of the Wylie City Council to order,Monday,December
21, 1998 at 6:00 p.m. with the following Councilmembers present: Joel Scott, Reta Allen, Lavern Ramsey,
Merrill Young,J.C.Worley and Chris Trout. Mayor Mondy was delayed.
Staff members present were:Mike Collins,City Manager;Mindy Manson,Assistant to the City Manager; Brady
Snellgrove,Finance Director and Barbara Salinas,City Secretary.
Invocation
Councilman Scott was asked to give the invocation.
Pledge of Allegiance
Councilman Young was asked to lead the Pledge of Alligiance.
Executive Session
Mayor Pro Tern Worley convened into Executive Session at 6: 07 p.m. in accordance with Chapter 551.
Government Code,Vernon's Texas Codes Annotated(Open Meeting Law). Section 551.071,Discussion with
City Attorney on a matter concerning Kansas City Southern Railroad in which the duty of the attorney to the
governmental body under the Texas Disciplinary Rule of Professional Conduct of the State of Texas clearly
conflicts with this Chapter; and Section 551.075 Conference with City Employees to review information from
employees concerning Kansas City Southern Railroad; and Sections 551.071 Consultation with City Attorney;
and 551.075 Conference with Employees to Discuss Issues Regarding the Future Development of Spring Creek
Parkway.
Reconvene into Open Meeting
No action was taken as a result of the Executive Session.
Citizens Participation
There was no one who came forward for citizens participation.
Proclamations & Presentations
Mayor Mondy invited the Council to join him in declaring Tuesday,December 22 as Christopher Michael Ryan
Day in Wylie,Texas in recognition of his achievement of Eagle Scout and the presentation of said Proclamation.
Chistopher was present to accept along with his parents Dr. and Mrs. Mike Ryan,his brother Zachary and his
grandparents,Mr. and Mrs. Bill LeCocq.

ITEMS FOR INDIVIDUAL CONSIDERATION
Public Hearing
1. Consider and Act Upon a request from The Kansas City Southern Railway Company and
Tolmak,Inc.,for approval of a zone change from A(Agricultural); B-1 (Business); SF-A(Single
Family Attached); SF-2 & SF-3 (Single Family Residential)to B-1 (Business)and I (Industrial)
for the property generally located at the northeast corner of Spring Creek Parkway and SH 78
and being all of a certain 202.392 acre tract out of the Francisco De La Pina Survey,Abstract No.
688,City of Wylie,Collin County,Texas.
Mayor Monday reconvened the recessed Public Hearing from the December 15 Regular Meeting. Councilman
Scott made a motion to table Item No. 1 until January 26,the second regular meeting of the Wylie City Council.
Councilman Trout seconded the motion. A vote was taken and the motion passed, 7-0.
Agreements and Appointments
2. Consider and act upon a formal agreement between Collin County,the City of Wylie and the
Kansas City Southern Railway Company.
Councilman Scott made a motion to table Item No.2. Councilman Trout seconded the motion. A vote was taken
and the motion passed, 7-0.
3. Consider and act upon the approval of a formal agreement between Collin County and the City
of Wylie regarding State Highway 78 Right of Way.
The Mayor asked that Item 3 be removed from the agenda.
4. Authorizing the City Manager to enter into a two-year Contract with Foerster Engineering for
an amount not to exceed$96,000.
Councilman Young made a motion to authorize the City Manager to enter into a contract with Foerster
Engineering for a one year contract for an amount not to exceed$50,000. Councilman Scott seconded the motion.
A vote was taken and the motion passed,7-0.
Staff Reports
City Manager,Mike Collins explained the toys that filled the rear of the Chambers stating that city employees
would be volunteering their time to wrap for the Blue Santa Program. Mr. Collins invited any and all present to
remain and help.
Adjournment.
As there was no further business to come before the Council,the meeting was adjourned.
