Call to Order
Mayor Mondy called the City Council Meeting to order,Tuesday,March 30, 1999 at 6:00 p.m. with the following
Councilmembers present: Joel Scott,Reta Allen,Lavern Ramsey,Merrill Young,J.C. Worley and Chris Trout.
Staff members present were: Mike Collins, City Manager; Mindy Manson, Assistant to the City Manager;
Stanton Forester,Traffic Engineer and Barbara Salinas,City Secretary.
Worksession
Capital Project Update
Reconstruction of South Ballard& Traffic Control Plan.
Mr. Stanton Forester addressed Council and provided a diagram of the area for reconstruction of South Ballard.
Mr. Forester presented an option to close Ballard from South of Butler and North of Stone for approximately
three months in order to have the project completed prior to the start of school,as opposed to allowing traffic flow
on Ballard and extending the completion time into the start of the 1999-2000 school year. Access would be
available to residents only,prohibiting thru traffic.
Mr. Forester presented a traffic control solution by creating a couplet to assist traffic flow during the
reconstruction. This would consist of routing North and South bound traffic on Birmingham and East and West
bound traffic on 544/Kirby would be two lanes, one way flowing to the FM544/SH78 intersection. State
Highway 78 would remain as is.
There was some concern regarding the shift of traffic to the residential streets such as First and Second Streets
that closing Ballard might cause. Council expressed concerns of narrow streets, added traffic and speeding. Also
discussed was the timely completion of the project and ensuring proper notification to all business and residents
that will be effected.
Council agreed that it would be advantageous to the Community to expedite the project by closing Ballard for
a three month period and re-routing traffic as suggested in order to complete prior to the start of the 1999-2000
school year.
With no further discussion,the Worksession was adjourned at 6:45 p.m.
