Council Present:Mayor John Mondy, Councilman Joel Scott, Councilwoman Reta Allen, Councilman Eric Hogue,
Councilman Merrill Young,Councilman J.C. Worley and Councilman Chris Trout.
Planning and Zoning Commission Present: Michael George, Tony Snider, Gary Wiseman, Steve Ahrens, Carter
Porter,and Bill Chapman.
Zoning Board of Adjustments Present: Jeff McCoy, Derek Green, Gerald Clark, Weldon Bullock, and Mike
Phillips..
Staff Present: Anthony Johnson, City Manager; Mindy Manson, Assistant City Manager; Brady Snellgrove,
Finance Director; Richard Abernathy, City Attorney; Chris Holsted, City Engineer; Mike Sferra, Director of
Development Services; Claude Thompson,Planner and Barbara Salinas, City Secretary.
Presentation by Mr. Richard Abernathy, Roeder, Boyd and Joplin, regarding the Open Meetings Act, Public
Information Act and Conflict of Interest.
Mr. Abernathy provided an overview of the Open Meetings Act,Public Information Act and Conflict of Interest as
it applies to all of the Council and Board and Commission members. Mr. Abernathy provided copies of the Open
Meetings Act for reference to be made available to all city advisory boards.
1. Hold the second of two Public Hearings for the Annexation of 10.9 acres of land and being part of
the Francisco De La Pena Survey,Abstract 688, and being a re-survey of all of a 22.039 acre tract
as conveyed to Gary P. Williford and wife, described by deed dated September 14, 1961, recorded
in Volume 587,Page 253 of the Deed Records of Collin County; save and except a 11.055 acre tract
of land conveyed to David Walden by deed recorded in Volume 1845,Page 813 of the Deed Records
of Collin County; located on the west side of Kreymer Lane and including 1053 S.Kreymer Lane.

Ms. Mindy Manson provided Council with a brief background of the annexation request explaining the required
process as required by state law.
The Mayor opened the Public Hearing and asked that anyone wishing to speak in favor or opposition of the
proposed annexation to please come forward, state their name and address for the record and limit their comments
to three minutes. With no response the Mayor then closed the public hearing.

the Francisco De La Pena Survey, Abstract 688; located on the west side of Kreymer Lane and
including 1033 S.Kreymer Lane.

the Francisco De La Pena Survey, Abstract 688; generally located on the east side of S. Kreymer
Lane and including 1036 S.Kreymer Lane.

process as required by state law.
The Mayor opened the Public Hearing and asked that anyone wishing to speak in favor or opposition of the
proposed annexation to please come forward, state their name and address for the record and limit their comments
to three minutes. With no response the Mayor then closed the public hearing.

Thorpe Planning and Development Services were present to provide those in attendance with the intent and
explanation of the Planning and Zoning Subdivision Process.
Members of the Council,Planning and Zoning Commission and Board of Adjustments were allowed to participate
in a question/answer dialogue session regarding the topics presented.
