Worley and Councilman Chris Trout. Staff Present: Anthony Johnson, City Manager; Mindy Manson, Assistant City Manager; Brady Snellgrove, Finance Director; Shan English,Fire Chief; Claude Thompson,Planner;and Barbara Salinas, City Secretary. Fire Chief Shan English made a presentation recognizing Ben Jackson as Firefighter of the Year and to James Warren as Paramedic of the Year as awarded by VFW Post 2195. Mayor Pro Tern Scott provided a brief presentation regarding the Quite Zone Workshop attended in Richardson. He described the installation of a device that communicates with the train engineer prior to the approach of a signalized intersection that the intersections warning devices are operational, if so, the engineer does not blow the horn, if the indicator does not show that all is operational, the horn is sounded. Councilman Scott stated that the residents are extremely pleased with the results of the Quite Zone solution to the noise associated with the horns. Councilman Scott stated that the costs vary from $30,000 to $300,000 per intersection, which includes poles and signalization. APPROVAL OF AN ORDINANCE 1. Consider and act upon an ordinance of the City of Wylie,Texas,declaring unopposed candidates in the May 5, 2001 General City Election, elected to office; canceling the election; providing a severability clause; and providing an effective date. The intent of this ordinance is to cancel the election and declaring the candidates elected to office, as all candidates are unopposed, in accordance with Subchapter C,Chapter 2 of the Election Code. Councilwoman Allen made a motion to approve the ordinance of the City of Wylie, Texas, declaring unopposed candidates in the May 5, 2001 General City Election, elected to office; canceling the election; providing a severability clause;and providing an effective date. Councilman Worley seconded the motion. A vote was taken and the motion was approved, 7-0. JANI 1.t 1 2. Consider and act upon a Final Plat for the Greenway Addition, proposed by Pate Engineers, for the property located at the southeast corner of FM 544 and Westgate Way, and being all of a certain 27.4852 acre tract situated in the Duke Strickland Survey, Abstract No. 841 and the E.C. Davidson Survey, Abstract No. 267, City of Wylie, Collin County, Texas, and being a portion of that certain 49.7438 acre tract of land conveyed to John P. Pennington Investments, Inc., as recorded in Volume 2893,Page 788 of the Deed Records of Collin County, Texas. He stated that at the March 20, 2001 regular meeting of the Planning and Zoning Commission,the Commission voted 6-0 to favorably recommend. He stated that staff also recommends approval. Mr. Thompson stated that the representatives were present. There was some discussion with regard to surrounding development on the site plan and exits onto FM544. Councilman Worley made a motion to approve the Final Plat for the Greenway Addition, proposed by Pate Engineers,for the property located at the southeast corner of FM 544 and Westgate Way, and being all of a certain 27.4852 acre tract situated in the Duke Strickland Survey, Abstract No. 841 and the E.C. Mr. Claude Thompson, Planner, provided a brief background on the Final Plat for McCreary Road Elementary School Addition. He stated that at the March 20, 2001 regular meeting of the Planning and Zoning Commission, the Commission voted 6-0 to favorably recommend. He stated that staff also recommends approval. Mr. Thompson stated that the representatives were present to address any questions or concerns. Councilman Trout made a motion to approve the Final Plat for the McCreary Road Elementary School Addition, being all of a certain 10.3431 acre tract situated in the Moses Sparks Survey, Abstract No. 849, City of Wylie, Collin County, Texas, and being a portion of a 45.3768 acre tract of land conveyed to the Wylie Independent School District as recorded in the County Clerks File No. 98-0009496 of the Land Records of Collin County, Texas. Councilman Hogue seconded the motion. A vote was taken and the motion was approved, 7-0. 4. Consider and act upon a Preliminary Plat for the Walgreens-Wylie Addition,being all of a certain 5.244 acre tract situated in the S.B. Shelby Survey,Abstract No. 820, City of Wylie, Collin County, Texas, and being all of a certain tract of land conveyed to Rushin Lumber and Manufacturing Company, Inc. as recorded in Volume 843, Page 43, a certain tract land conveyed to Rushin Lumber and Manufacturing Company, Inc. as recorded in Volume 2793,Page 266, a certain tract of land conveyed to Rushin Lumber and Manufacturing Company,Inc. as recorded in Volume 828, Page 303,and a certain tract of land described as Tract I and all of a certain tract of land described as Tract II conveyed to JCM Partners,L.P. recorded in the County Clerks File No. 96-0045040,of the Deed Records of Collin County,Texas. Mr. Claude Thompson provided a brief background on the Preliminary Plat for the Walgreens Wylie Addition. He stated that at the March 20, 2001 regular meeting of the Planning and Zoning Commission, the Commission voted 6-0 to favorably recommend. He stated that staff also recommends approval. Mr. Thompson stated that the representatives were not present this evening. Mr. Thompson displayed the elevation for the proposed Walgreens Store. There was some discussion with regard to lot and store size and common access area as the site develops. Mr.Thompson stated that requirement of dedicated fire lanes and the purchase rather than lease of future site pads may address the common access concerns. Councilman Hogue made a motion to approve the Preliminary Plat for the Walgreens-Wylie Addition,being all of a certain 5.244 acre tract situated in the S.B. Shelby Survey, Abstract No. 820, City of Wylie, Collin County, Texas, and being all of a certain tract of land conveyed to Rushin Lumber and Manufacturing Company, Inc. as recorded in Volume 843, Page 43, a certain tract land conveyed to Rushin Lumber and Manufacturing Company, Inc. as recorded in Volume 2793,Page 266,a certain tract of land conveyed to Rushin Lumber and Manufacturing Company, Inc. as recorded in Volume 828, Page 303, and a certain tract of land described as Tract I and all of a certain tract of land described as Tract II conveyed to JCM Partners, L.P. recorded in the County Clerks File No. 96-0045040,of the Deed Records of Collin County, Texas. No action was taken as a result of the Executive Session.
