WYLIE CITY COUNCIL WORK SESSION
Monday, November 5, 2001 - 6:00 p.m.

Council Present:Mayor John Mondy, Councilman Joel Scott, Councilwoman Reta Allen, Councilman Eric Hogue,
Councilman Merrill Young, Councilman J.C. Worley and Councilman Chris Trout.
Staff Present: Anthony Johnson, City Manager; Mindy Manson, Assistant City Manager; Brady Snellgrove,
Finance Director; Clause Thompson,Planner and Barbara Salinas,City Secretary.
V Discussion related to the zoning ordinance and zoning map.
Mr. Anthony Johnson, City Manager explained the intent and purpose of the worksession by stating that after
several worksession, this was Council's opportunity to address any questions and or concerns with staff in
preparation for the November 13, 2001 regular meeting. Options include agreement and adoption of the proposed
zoning map or arrive at a compromise that addresses the concerns and intent of the Council
Mr.Thompson reminded Council that this is a transition and one time process and that all attempts will be made to
make it as comfortable as possible. He also stated that the zoning must be based on the comprehensive plan and
the zoning is needed to implement the plan.
Discussion among Council with regard to the zoning ordinance and map included concerns of original intent
regarding rezoning property that will effect future uses and expansion of existing business,under the new plan. If
adopted, business that choose to expand must expand to new standards, as the intent of the plan was to raise the
standards, realizing that it was the intent of the Council to do this without creating a hardship. There was
discussion on amending and the time line factor.
After more discussion regarding specific expansion and use concerns, options were to proceed and accept, come
up with specific direction or begin the process again, or send back to the Commission for further study. There was
further discussion on uses within districts as opposed to Specific Use Permitting. Ms. Manson referred Council
specifically to a handout provided by Mr. Thompson that provided a definition of what the use is and Specific Use
Permitting allowable.
It was determined that Council provide a list of questions and or concerns to Mr. Johnson by Wednesday so that
issues may be addressed prior to Tuesdays meeting. Councilman Hogue asked the City Manager to provide all of
Council with a list of all concerns submitted.
With no further discussion,the meeting was adjourned at 7:30 p.m.
