01-06-1909 (City Council) Minutes Wylie Texas Jan 6 1909 The Town Council of the Town of Wylie met in regular session on Jan 6 at Gallagher's drug store Mayor Baskette presiding. On roll call the following officers responded; J.B. Baskette,A. Brown,J. W. Arris,J.A. Hammette, L.L. Gant, and C.J. Gallagher. Minutes of previous meeting read and adopted. Report of A. Brown read and approved. Report of J.W. Arris Tread read and referred to finance committee/ E.G. Vardaman appeared in behalf of A.G. McAdams&Co and asked for permission to build as follows; 50 ft. front facing north on Oak St. over 70 ft from Ballard Ave East. Said building to have 16 ft. wall in front, to be 30 ft deep with 13 ft wall on south and steel siding on outer building,flat felt roof with parapet walls,windows on west and south to have steel shutters and same permitted by vote of council. Moved and seconded that Sect draft an ordinance making it unlawful for any person or persons to molest or provoke idiots or lunatics. The following 30 days notices were ordered served; All propertyowners from Oak St south to Santa Fe walk on east side of Ballard Ave, and from Ballard Ave east on Oak St as far as burned in recent fire. Moved &seconded that sect be instructed to investigate law in regard to storing hay in warehouses. The following accounts were allowed; Housewright Hammett(buckets lost in fire) 3.25 A.G. McAdams&Co. material etc 28.55 A. Brown salary ex officio&tax col hauling 40.70 Frank Wilson labor .75 Chas Bishop work on well 1.25 J.S. [the following printed ordinance from newspaper pasted into minute book] ORDINANCE Prohibiting the Teasing, Provoking, or Irritating Any Person of Unsound Mind in the Town of Wylie. The following ordinance was adopted by the Town Council at its last regular meeting February 3, 1909: Be it ordained by the Board of Alderman of the town of Wylie: If any person shall tease, provoke or irritate or engage in teasing, provoking or irritating any person of unsound mind or any idiot, lunatic or insane person he shall be deemed guilty of a misdemeanor and shall be fine in any sum not exceeding twenty-five ($25) dollars.
