M. AGREEMENT BETWEEN THE CITY OF WYLIE AND GARLAND YMCA The following agreement serves as a general guideline establishing commitments by the City of Wylie , and the Young Men' s Christian Association (YMCA) of Garland in an effort to access the best available resources and talents to provide the best available sports and recreation program for all the citizens of Wylie. THE CITY OF WYLIE agrees to: ---- provide a fulltime park maintenance person for maintaining all park areas and facilities including mowing, repairs, trash pickup, grading and preparing fields, watering and extension of sprinkler system, weeding, seeding and maintenance and operation of pavilions, concession stands, restrooms , dugouts, backstops , goals and playground areas ---- pay all monthly utilities, including electric, water and sewer and sanitation bills ---- assign a team of local citizens to participate in an annual sustaining membership drive in Wylie for the YMCA ---- make available to the Garland YMCA the Community Center for daily sports and recreation activities for Wylie citizens. GARLAND YMCA agrees to: ---- provide daily staffing for the Wylie Community Center to provide sports and recreation activities to Wylie citizens ---- set up a Wylie All Sports Committee comprised of Wylie citizens to oversee all sports and recreational activities within Wylie ---- provide staffing for organizing and scheduling all sports activities in the Wylie Community Park including game day striping and final preparation of fields ---- set up competitive rates for all sports and recreational activities in Wylie and provide access to the Garland YMCA Center for Wylie citizens Chuck Trimble, Mayor ATTEST : Carolyn Jones, City Secretary Garland YMCA TO: MAYOR AND CITY COUNCIL FROM: JOHN PITSTICK, CITY MANAGER DATE: SEPTEMBER 2 , 1988 SUBJECT: WORK SHOP TO DISCUSS EMERGENCY AMBULANCE SERVICES AND CITY WIDE SPORTS AND RECREATION PROGRAM ON WEDNESDAY, SEPTEMBER 7 , 1988 AT 6 : 30 P.M. IN THE CITY MANAGER ' S CONFERENCE ROOM I realize City Council normally doesn' t like to meet on Wednesday, but there are two items that staff needs some direction on quickly. The formal establishment of the YMCA in Wylie for scheduling and organization of all sports needs to be discussed quickly with soccer and football season upon us . We have no formal agreement with WSA or YMCA and don' t have staff to oversee a sports and recreation program. It is important that we have better control over the use of our parks through a formal agreement. We will discuss the options available to the city Wednesday night . Another item of deep concern is the availability of Lifeline to continue as our emergency ambulance provider . We hope to present options Wednesday night for improving this situation. I appreciate your time and efforts during this busy time and hope we can get back to a normal meeting schedule in the near future.
