CALLED CITY COUNCIL MEETING
MINUTES
SEPTEMBER 7 , 1989
The City of Wylie City Council met in called session on
Thursday, September 7 , 1989 at 7 :00 p.m. in the Council
Chambers at the Municipal Complex , 2000 Hwy 78 N. , Wylie,
Texas. A quorum was present and the meeting had been posted
in the time and manner required by law. Those present were
Mayor Pro-Tem Bud Naish, Councilmembers John Akin, Jim
Swartz, Steve Wright , Ortie Messenger , Pat Stemple, City
Manager Charles Norwood, Finance Director James Johnson , and
Administrative Assistant Candi White . Mayor Trimble was
absent .
Councilman Akin gave the invocation which was followed by
the Pledge of Allegiance.
Mayor Pro-Tem Naish called the meeting to order .
CONDUCT A PUBLIC HEARING ON A PROPOSAL TO INCREASE TOTAL TAX
REVENUES FROM PROPERTIES ON THE TAX ROLL IN 1990 BY 5 .99
PERCENT. City Manager, Charles Norwood explained to the
council and citizens that a public hearing was required by
law if the tax rate was to increase more than three percent .
He also said there would be a public hearing on the budget
the following Tuesday, September 12, 1989 . Mr . Norwood said
this was his 27th budget to prepare, but his first for the
City of Wylie and added that he was very pleased with it .
Mr . Norwood moved to a flip chart he had prepared to outline
the major changes in the budget that would substantiate a
tax increase. He said that he was proposing to raise the
tax rate from .5125 to .555 and explained that the following
items contributed to that increase:
1 . Warrant Officer - cost of $34 ,000 or 1 3/4 cents.
2 . Street Work - cost of $75 ,000 or 2 3/4 cents . Mr .
Norwood explained that 9 to 10 miles of streets could
be seal coated with this $75 ,000 , but this was based on
Collin County providing the labor .
Mayor Pro-Tem Naish asked what the City would do if the
County didn' t provide the labor . Mr . Norwood said that
there would still be $75 ,000 to use on streets , but the City
wouldn' t be able to do as much work. Councilman Akin added
that he felt very confident that the County would work with
the City on the seal coat program.
3 . Equipment , such as a slope mower to maintain ditches , a
pick up for the code enforcement department , tire
changer for the garage , sprinkler system for the park,
and FAX machine - cost of $27 ,000 or 1 cent .
4 . Two police patrol units - cost of $28 ,000 or 1 cents .
5 . Twelve to eight hour shifts for police officers - cost
of $33 ,000 or 1 1/4 cents .
6 . Workers compensation and employee insurance - cost of
$34 ,000 or 1 1/4 cents .
Mr . Norwood continued, explaining that he had randomly
selected several homes in the community and compared the
taxes at the present rate to those at the proposed rate as
follows :

Councilman Akin added that senior citizens were also given
$30 ,000 exemption.
Mr . Norwood said that at the public hearing the following
week he would have more detail on the budget itself . He
said that last year ' s budget was used to build the current
budget . Mr. Norwood added that the 1988-89 budget was lean,
therefore the 1989/90 was also lean but some had been added
to it. He said he felt there was a good foundation and no
fluff in the budget .
Mr . Norwood said that an outline of additions to the budget
were as follows:

Mayor Pro-Tem Naish said that the funds were increased for
the Librarian' s salary since the City had to pick up the
funds that were paid by the Meadow' s Foundation in the
previous budget. He also said that funds were increased for
employee training , as well as for the park employee' s salary
for a full year rather than six months as in the previous
budget .
City Manager , Charles Norwood outlined other changes in the
budget as follows :
1 . Council Reserve increased from $58 ,500 to $88 ,000 .
2 . Increase in Merit Pay from $28 ,800 to $43 , 925 .
3 . Debt Service from $429 ,000 to $508 ,725 .
4 . Library Increase from $26 ,740 to $57 , 250 .
Mr . Norwood said his objective was to build on the 1988
budget , and felt if the City could get through 1989/90 ,
there might be some breathing room in the 1990/91 budget .
Mr. Norwood closed his presentation saying he felt that .555
was reasonable when considering the type programs that were
being proposed. He added that he was open to all questions
from the public .
Councilman Akin said he was impressed with the budget and
felt that council may have overlooked things in the past
while trying to cut too thin in order to help the taxpayers ,
but sometimes they may get penny wise and dollar foolish.
He added that he was glad to see the police officer ' s change
to eight hour shifts, the purchase of police cars, and
especially the street program. Councilman Akin added that
the City needed to get the wastewater problems out of the
way.
Mayor Pro-Tem Naish thanked Mr . Norwood and the City staff
for their budget preparation as it was much easier than the
previous year . He added that the shoring material and air
packs would be purchased from the utility budget and that
they weren ' t currently planning to raise utility rates .
Mr. Norwood said that the City was suffering somewhat in the
utility fund due to the cool weather and rain. He added
that the wastewater system was the only real burden on the
utility fund and that would be approximately $2 ,000 ,000 .
Mr. Norwood said that he hoped when the bids came in, the
job could be done for less . He added that San Antonio
Savings had already agreed to help, and that alone would
save approximately $400 ,000 .
Mr . Norwood said one of the projects in the utility fund was
to paint the water tower . He said if the tower had to be
replaced, the cost would be $250 ,000 , rather than a cost of
$50 ,000 to paint it , which would make it last an additional
ten years . Councilman Swartz explained that it wasn' t just
a simple paint job on the tower , but painting inside and out
for protection . Councilman Wright added that the council
had talked about an on going maintenance program.
Mayor Pro-Tem Naish said they had also talked about
budgeting funds every year so that funds would be available
to paint the tower every ten years . Mr . Norwood agreed that
emphasis should be placed on planning. Councilman Swartz
added that he felt they were already moving that way in the
budget .
Councilwoman Stemple added that she liked the budget and
felt they were doing much for the citizens . Councilman Akin
felt that the fact that there were very few citizens at the
public hearing indicated that the citizens were trusting the
council more to make sound decisions . Councilman Wright
agreed that they were holding themselves accountable to the
citizens .

Citizen, Lois Swartz told the council that she felt the lack
of people in the audience showed trust in the council and
that in just one year they had gotten some roads paved and
some good programs started .
Mayor Pro-Tem Naish said he would rather the chambers be
packed with people so they would know what their money was
being spent for . He added that the people he had asked
about attending said they weren' t going to because they
trusted the council .
Councilman Messenger said he wanted to echo what all had
said about the way Mr . Norwood had presented the budget . He
said it was imperative that the budget contain new programs
and a reasonable tax rate.
Mr . Norwood said he had a good staff to work with. He
explained that each department head submitted a budget to
him and he interviewed each department head and trimmed
their budgets and then submitted them to the council . He
added that he had prepared 27 budgets and had never had a
council work so hard on one. He told them they were to be
complimented for their interest and that the citizens were
also to be complimented .

The City of Wylie City Council met in called emergency
session on Thursday, September 7 , 1989 at 8 : 00 p.m. in the
Council Chambers at the Municipal Complex , 2000 Hwy 78
North, Wylie, Texas . A quorum was present and the meeting
had been posted in the time and manner required by law.
Those present were Mayor Pro-Tem Bud Naish, Councilmembers
John Akin, Jim Swartz, Steve Wright , Ortie Messenger , Pat
Stemple, City Manager Charles Norwood, Finance Director
James Johnson, and Administrative Assistant Candi White .
Mayor Chuck Trimble was absent .
Mayor Pro-Tem Naish called the meeting to order .
CONSIDER AUTHORIZATION FOR CITY MANAGER TO PURCHASE A 6"
PUMP FOR WASTEWATER LIFT STATIONS FOR USE IN EMERGENCIES.
City Manager, Charles Norwood explained to the council that
the City needed a 6" pump to be used to by pass lift
stations and pump directly into mains. He said that there
had been another emergency situation at the Southfork Lift
Station that day, and the pump was necessary to avoid buying
addition pumps for the lift stations or renting trucks at
$100 .00 per hour. Mr . Norwood said he was asking that
council authorize him to purchase the 6" pump for
approximately $15 ,000 .
Mayor Pro-Tem Naish asked if the pump would fit all lift
stations . Mr. Norwood said it could be plugged into all of
them. Councilman Akin asked how long it would take to get
the pump installed when an emergency existed. Mr . Norwood
said it would take approximately 30 minutes . He continued
explaining to the council that it had been necessary for the
city to submit a game plan to the Texas Water Commission
regarding sewer by-passes. Mr . Norwood said that two
trucks would be sent to stop any spillage until the pump
could be plugged in. He added that in the game plan the
city was getting specifications for a telecommunications
system that would notify the police department when there
was a problem with the lift station . .
Councilman Wright questioned the possibility of the police
checking the lift stations during patrol until the
telecommunication system was installed. Mr. Norwood said
the police could probably go by and check the lift stations ,
but they still might overflow five minutes after the police
left .
Mayor Pro-Tem Naish felt there was some kind of alarm needed
at the Southfork lift station since there had been many
problems there. Councilman Swartz suggested a bell of some
kind that could be heard at the Southfork Mobile Home Park.
Mr . Norwood said there would be an alarm in the new system.
He stressed that he had the City Engineer, Ron Homeyer
checking on specifications for a telecommunication system.

A motion was made by Councilman Akin to authorize the City
Manager to purchase a 6" pump for wastewater lift stations
for use in emergencies. The motion was seconded by
Councilman Swartz. The vote was as follows : Mayor Pro-Tem
Naish - in favor , Councilman Akin - in favor, Councilman
Swartz - in favor , Councilman Wright - in favor , Councilman
Messenger - in favor , Councilwoman Stemple - in favor. The
motion carried with all in favor .

PLANNING AND ZONING WORKSHOP
MINUTES
SEPTEMBER 11 , 1989
The Planning and Zoning Commission met in a called session on
Monday, September 11 , 1989, in the Council Chambers of the
Municipal Complex . A quorum was present and notice of the
meeting had been posted in the time and manner required by law.
Members present were Chairman Brian Chaney, Vice-Chairman Bart
Peddicord, Cecelia Wood, Bob Skipwith and Bobby Jennings. Staff
member present were Code Enforcement Officer Roy Faires and
Secretary Debbie Fletcher. Jim Ferguson was absent.
Chairman Chaney called the meeting to order.
DISCUSSION_TO__PREPARE FOR JOINT_ MEETING WITH CITy__COUNCIL'
Chairman Chaney said he would like to suggestions from the Board
about items for discussion with the Council . The first itef-,�
would be to find out from the Council if they would be interesteg
in a simple landscape ordinance.
Mr. Chaney mentioned that by the first of the year he would line
to have an overall Emergency Preparedness Plan ready for the
Council ^ s approval . Therefore, he would like a to have a general
discussion of a wide range Emergency Preparedness Plan and t:--.
inform the Council we are awaiting books regarding this subject .
Ms. Wood asked if the Emergency Plan would involve aiding
citizens during a hostage situation, such as if a neighborhocd
haE to be evacuated? Would the plan provide a relocation are�
and provisions for these families? Mr. Faires stated hostaLe
situations are strictly a police matter. What we are talking
about is an Emergency Plan for such situations as toxic spills,
tornados and fires. Ms. Wood replied the same type of setup
could be used for hostage relocation. Mr. Faires said the same
facilities could be used for relocation during a hostagE-
situation or any other evacuation of families from their homes.
Ms. Wood said it could also be used during floods. Mr . Peddicord
agreed and added that some people have problems getting out of
town during flooding .
Mr . Faires said since he is the Emergency Preparedness
Coordinator sometime in the future he will probably suggest
having a stockpile of cots, blankets , and etc. in case of a
tornado or some other natural disaster .
Mr. Chaney said he like to have Landscape Flan and Emergency
Plan as agenda items, if the Council hasn' t already setup an
agenda. Any other topics could be setup as General Discussion
items.
Mr. Chaney asked if there was anything else the Board would like
to discuss with the Council . Ms. Wood said she would be
interested in knowing how the Council feels about the growth
pattern for the city because it appears the city is doing away
with a central location for city facilities- Mr. Fair-'es said it
has been approved by the Council and the Board to diversify using
cluster zoning around various intersections. This has been
reflected on our land use map.
Ms. Wood said you get mixed signals because there is always tel
about revitalizing the downtown area. Mr . Chaney said we could
make sure the. Council is still comfortable with the land use plan
and zoning.
Ma. Wood asked if the Council had any problems with the Boards
opinio'! of ETJ . Mr . Fairer_• said the Board feels very strongly
e.bo!ut. protecting ETJ, as does this Board.

WHEREAS, CareFlite, a 24-hour emergency helicopter ambulance system that serves
the residents of North Central Texas in a 110-county area , will have
completed ten years of service on October 1, 1989 ; and,
WHEREAS, CareFlite, an air emergency intensive care unit designed to bring
patients requiring immediate emergency treatment at a major medical
center from less populated areas, became fully operational on October
1, 1979; and,
WHEREAS, the program, based at Baylor University Medical Center of Dallas,
Harris Methodist Fort Worth, Methodist Medical Center of Dallas and
Presbyterian Hospital of Dallas, has transported more than 10,000
patients in its ten years of operation; and,
WHEREAS, with its speed and its specially trained crew of pilots, nurses and
paramedics, CareFlite minimizes total transport time for critically
ill patients which results in increased patient survival; and,
WHEREAS, the helicopter is enroute to the scene within five minutes after
receiving the call , stabilizes the patient on the scene and transports
the patient to t` e hospital within minutes; and,
WHEREAS, CareFlite is operated by North Central Texas Service, Inc. , a
nonprofit organization; and,
WHEREAS, in recognition of the tenth anniversary of service of CareFlite to
the metroplex and to North Central Texas; and,
NOW, THEREFORE, I , Chuck Trimble, Mayor of the City of Wylie do hereby designate

Dear Mayor Trimble:
The City of Hondo believes that the State of Texas is in
need of additional correctional and mental health treatment
institutions to maintain law and order throughout the State and
to help facilitate the treatment and rehabilitation of inmates at
correctional and mental health institutions. We are writing to
enlist your support to help ensure that these goals are met .
As you are probably already aware, the 71st Legislature
enacted Senate Joint Resolution 24 which proposes an amendment to
the Texas Constitution for the issuance of general obligation
bonds for acquiring, constructing or equipping correctional
institutions, youth correctional institutions and mental health
and mental retardation institutions. SJR 24 will appear on the
November 7 , 1989 general election ballot as Proposition No. 8 .
We are enclosing a Resolution, which the Hondo City Council is
scheduled to adopt on September 14 , 1989, supporting the passage
of Proposition No. 8 . We ask that your City consider adopting
the draft Resolution at your next meeting and joining us in
support of Proposition No. 8 . If your council adopts the
Resolution, please send me a copy at the above address.

RESOLUTION IN SUPPORT OF PROPOSITION NO. 8
FOR FUNDING CONSTRUCTION OF NEW CORRECTIONAL
FACILITIES; AND PROVIDING AM EFFECTIVE DATE
WHEREAS, Governor Clements called for the construction of
additional prison beds in his legislative
requests; and
WHEREAS, the Texas Board of Corrections requested funding
for construction of additional prison beds; and
WHEREAS, The Texas Legislature appropriated funds for the
construction of additional prison beds; and
WHEREAS, Senate Joint Resolution 24 was enacted during the
71st Legislative Session; and
WHEREAS, SJR 24 proposes an amendment to the Texas
Constitution providing for the issuance of general
obligation bonds for acquiring , constructing , or
equipping corrections institutions , youth
corrections institutions, statewide law
enforcement facilities, and mental health and
metal retardation institutions; and
WHEREAS, SJR 24 will appear on the November 7 , 1989 general

The City is currently paying a contribution rate of 3 .21% of
monthly salaries into the Texas Municipal Retirement System.
This percent is based on a 1 . 5 to 1 matching. If the City
increases matching up to 2 . 0 to 1 , the contribution rate
will increase to 3 .46% . This would amount to a small
increase over the years contributions as follows :
Base salaries with no over time $1 ,155 ,079.
TMRS - current rate 3 . 21% $37 , 078 .03 for year 1990
TMRS - increased rate 3 .46% $39,965 .73 for year 1990
Difference for the year 1990 $ 2 ,887 . 70

RETIREMENT SYSTEM, "UPDATED SERVICE CREDITS"
IN SAID SYSTEM FOR SERVICE PERFORMED BY
QUALIFYING MEMBERS OF SUCH SYSTEM WHO
PRESENTLY ARE IN THE EMPLOYMENT OF THE CITY
OF WYLIE; PROVIDING FOR INCREASED PRIOR AND
CURRENT SERVICE ANNUITIES FOR RETIREES AND
BENEFICIARIES OF DECEASED RETIREES OF THE CITY;
AND ESTABLISHING AN EFFECTIVE DATE FOR SUCH
ACTIONS; AND AN ORDINANCE PROVIDING FOR
INCREASED MUNICIPAL CONTRIBUTIONS TO THE
CURRENT SERVICE ANNUITY RESERVE AT
RETIREMENT OF THE EMPLOYEES OF THE CITY OF
WYLIE, TEXAS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS:
Section 1. Authorization of Updated Service Credits.
(a) On the terms and conditions set out in Sections 63.401 through 63.403 of Title 110B,
Revised Civil Statutes of Texas, 1925, as amended, each member of the Texas Municipal
Retirement System who has current service credit or prior service credit in said System in
force and effect on the 1st day of January, 1989, by reason of service in the employment of
the City of Wylie, and on such date has at least 36 months of credited service with said
system, shall be and is hereby allowed "Updated Service Credit" (as that term is defined in
subsection (d) of Section 63.402 of said title) in an amount that is 100% of the "base Updated
Service Credit" of the member (calculated as provided in subsection (c) of Section 63.402 of
said title). The Updated Service Credit hereby allowed shall replace any Updated Service
Credit, prior service credit, special prior service credit, or antecedent service credit
previously authorized for part of the same service.
(b) On the terms and conditions set out in Section 63.601 of said title, any member of
the Texas Municipal Retirement System who is eligible for Updated Service Credits on the
basis of service with this City, and who has unforfeited credit for prior service and/or current
service with another participating municipality or municipalities by reason of previous
service, and was-a contributing member on January 1, 1989, shall be credited with Updated
Service Credits pursuant to, calculated in accordance with, and subject to adjustment as set
forth in said 63.601.
(c) In accordance with the provisions of subsection (d) of Section 63.401 of said title,
the deposits required to be made to the Texas Municipal Retirement System by employees of
the several participating departments on account of current service shall be calculated from
and after the date aforesaid on the full amount of such person's earnings as an employee of
the City.

Section 2. Increase in Retirement Annuities.
(a) On terms and conditions set out in Section 64.203 of Title 110B, Revised Civil
Statutes of Texas, 1925, as amended, the City of Wylie hereby elects to allow and to provide
for payment of the increases below stated in monthly benefits payable by the Texas Municipal
Retirement System to retired employees and to beneficiaries of deceased employees of this
City under current service annuities and prior service annuities arising from service by such
employees to this City. An annuity increased under this Section replaces any annuity or
increased annuity previously granted to the same person.
(b) The amount of annuity increase under this Section is computed as the sum of the
prior and current service annuities on the effective date of retirement of the person on whose
service the annuities are based, multiplied by 70% of the percentage change in Consumer
Price Index for All Urban Consumers, from December of the year immediately preceding the
effective date of the person's retirement to the December that is 13 months before the
effective date of this ordinance.
(c) An increase in an annuity that was reduced because of an option selection is
reducible in the same proportion and in the same manner that the original annuity was
reduced.
(d) If a computation hereunder does not result in an increase in the amount of an
annuity, the amount of the annuity will not be changed hereby.
(e) The amount by which an increase under this Section exceeds all previously granted
increases to an annuitant is an obligation of this City and of its account in the municipality
accumulation fund of the Texas Municipal Retirement System.
Section 3. Effective Date. Subject to approval by the Board of Trustees of Texas
Municipal Retirement System, the updated service credits and increases in retirement
annuities granted hereby shall be and become effective on the 1st day of January, 1990.
BE IT FURTHER ORDAINED BY THE CITY COUNCIL OF WYLIE, TEXAS:
That effective January 1, 1990, for each month of current service thereafter rendered
by each of its employees who are members of the Texas Municipal Retirement System, the
City will contribute to the current service annuity reserve of each such member at the time
of his or her retirement, a sum that is 200% of such member's accumulated deposits for such
month of employment; and said sum shall be contributed from the City's account in the
municipality accumulation fund.

AGREEMENT BETWEEN THE CITY OF WYLIE
AND WYLIE SPORTS ASSOCIATION
The following agreement serves as a general guideline
establishing commitments by the City of Wylie, and the Wylie
Sports Association (WSA) in an effort to access the best
available resources and talents to provide the best
available sports and recreation program for all the citizens
of Wylie.
THE CITY OF WYLIE agrees to:
---- provide a full time park maintenance person for
maintaining all park areas and facilities including mowing,
repairs, empty all trash containers, grading and preparing
fields , watering and extension of sprinkler system, weeding,
seeding and maintenance and operation of pavilions,
restrooms, dugouts, backstops, goals and playground areas
---- pay monthly utilities, including field lighting and
electric bills up to $1700 . per year , all water and sewer
and sanitation bills
WSA agrees to:
---- oversee all organized sports activities within the
Wylie Community Park
---- schedule all sports activities in the Wylie Community
Park
---- provide game day striping and final preparation of
fields in the Wylie Community Park
---- be responsible for operating the concessions at the
Wylie Community Park
---- be responsible for game day litter pickup to assure
trash is properly placed in proper containers
---- provide to the City of Wylie a fee schedule for each
sport and a current copy of scheduled events to be posted at
the Wylie Community Center

---- upon request WSA will provide the City of Wylie a
seasonal financial statement on activities under its
jurisdiction
---- provide an annual contribution to the City of Wylie of
$3 ,000 . to be paid quarterly beginning January 1, 1990 and
each year thereafter , to be solely spent on park and
recreational improvements to the Wylie Community Park.
This agreement will be reviewed prior to June 1 , of each
year .

MR. DRAIN' S GRANDFATHER HAS THE
WORKSHOP WHERE MOUNSE WORKED AFTER
HAVING HIM TEAR DOWN THE GARAGE.
