CALL TO ORDER
Announce the presence of a Quorum.
Mayor Eric Hogue called the meeting to order at 7:00 p.m. with the following Wylie City Council
members present: Mayor Pro Tern Red Byboth, Councilwoman Kathy Spillyards, Councilwoman
Diane Culver, Councilman David Goss, and Councilman Bennie Jones. Councilman Rick White
was absent.
Staff present was: City Attorney, Courtney Kuykendall (via telephone conference); City
Manager, Mindy Manson, and City Secretary, Carole Ehrlich.
INVOCATION & PLEDGE OF ALLEGIANCE
Mayor Eric Hogue gave the tinvcation and City Secretary Carole Ehrlich led the Pledge of
Allegiance.

EXECUTIVE SESSION
Recess into Gaya Session in.eomplia*,,;:with Section 551.001, et.seq. Texas Government Code,
to wit:
§§ 551.071 Consii ' ►'k • ttornev; A meeting with City Attorney regarding a
matter(s) in which the duty of the City Attorney under the Texas Disciplinary Rules of
Professional conduct of the State Bar of Texas conflicts with the Open Meetings Act
regarding:
• Receive legal advice from City Attorney related to the Hanover Development
Agreement.

Mayor Hogue reconvened into Open Session at 7:14 p.m.
RECONVENE INTO OPEN SESSION
Take any action as a result from Executive Session.
A motion was made by Councilwoman Spillyards, seconded by Mayor Pro Tern Byboth to
authorize the City Manager to execute an agreement between the City of Wylie and Lavon 593
Land Investment Partners, L.P. A vote was taken and the motion passed 5-1 with Mayor
Hogue, Mayor Pro Tern Byboth, Councilwoman Spillyards, Councilwoman Culver and
Councilman Goss voting for and Councilman Jones voting against with Councilman White
absent.
ADJOURNMENT
With no further business before the Wylie City Council, a motion was made by Councilman
Goss, seconded by Councilman Jones to adjourn the meeting at 7:15 p.m. A vote was taken
and the motion passed 6-0 with Councilman White absent.
