CALL TO ORDER
Announce the presence of a Quorum.
Mayor Eric Hogue called the meeting to order at 8:00 a.m. with the following Wylie City Council
members present: Mayor Pro Tern Kathy Spillyards, Councilwoman Diane Culver, Councilman
David Goss, Councilman Nathan Scott, Councilman Bennie Jones (arrived at 8:14 a.m.), and
Councilman Rick White.
Staff present included: City Manager, Mindy Manson; Finance Director, Linda Bantz; Library
Director, Rachel Orozco; Public Services Director, Mike Sferra; Police Chief, John Duscio; Fire
Chief, Randy Corbin; City Engineer, Chris Hoisted; Human Resources Manager, Lynn
Fagerstrom, and City Secretary, Carole Ehrlich. Many support staff were present.
INVOCATION & PLEDGE OF ALLEGIANCE
Mayor Eric Hogue gave the invocation and Parks Superintendent Robert Diaz led the Pledge of
Allegiance.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Council regarding an item that is not listed on the Agenda. Residents must provide their
name and address. Council requests that comments be limited to three (3) minutes. In addition, Council is not
allowed to converse, deliberate or take action on any matter presented during citizen participation.
Several citizens spoke during citizen's comments regarding the proposed FY 2012/2013 budget.

• FY 2012-2013 Budget Discussion and Department Presentations to Council
The following departments gave proposed budget expenditure overviews and answered
questions regarding line items within their FY 2012/2013 budget.
Finance Department
Municipal Court
Human Resources
Utility Billing
Police Department/Animal Control
Parks/Rec—All funds
Planning
City Secretary
Library
WFR/Communications
Engineering
City Manager
City Council
Another work session for departmental budget overviews is scheduled as part of the July 10,
2012 regular city council meeting and a called work session for July 13, 2012 for further overall
discussion of the proposed FY 2012/13 budget.
RECONVENE INTO OPEN SESSION
Take any action as a result from Work Session.
The mayor reconvened into regular session at 12:15 a.m.
ADJOURNMENT
A motion was made by Councilman Goss, seconded by Councilman Jones to adjourn the
meeting at 12:16 p.m. A vote was taken and the motion passed unanimously.
