City Council Agenda Page 1 WYLIE CITY COUNCIL CONSENT AGENDA COMMUNICATIONr/t June 23, 1998 issues: Consider and act upon a Preliminary Plat for the Park Road Elementary School Addition, proposed by Glenn Engineering Corporation for Wylie Independent School District, generally located at the northeast corner of FM 1378 and McMillen Road and being all of a 10.799 acre tract and all of a.574 acre tract out of the Charles Atterbury Survey, Abstract No. 22, City of Wylie, Collin County, Texas. Background: The preliminary plat under consideration is for the Park Road Elementary School Addition. The applicant is preliminary platting 11.373 acres in order to develop the property with an elementary school. The property is currently vacant, unplatted, and zoned for SF-A (Single Family Attached) uses. Other Considerations: • Staff has reviewed the proposed plat and found it to be in compliance with the Subdivision Regulations and other pertinent ordinances of the City of Wylie. Financial Considerations: The preliminary plat application fees have been waived. Commission Recommendation: At the June 1, 1998, Planning and Zoning Commission meeting, the Commission voted by 5-1 to favorably recommend this case. Commissioner Clark was absent. Staff Recommendation: Approval The Department's of Public Works, Fire, and Community Development concur with this recommendation. WYLIE CITY COUNCIL ACTION AGENDA COMMUNICATION June 23, 1998 Issue Consider and act upon appointments to the Ambulance Advisory Board, Construction Code Board, Library Board, Parks and Recreation Board, Parks and Recreation 'Facilities Development Corporation Board, Planning and Zoning Commission, Zoning Board' of Adjustments and the Wylie Economic Development Corporation for those whose terms expire in July of 1998. Background Article 8, Section 1A of the City Charter authorizes the City Council to appoint members to serve on boards, commissions and committees to help carry out the functions and obligations of the City. The City Council has prescribed the purpose, composition, function, duties, accountability and the tenure of each board, commission and committee. The City placed a Board and Commission application form in the Wylie News that ran consecutively for the first two week in May. As applications were received, a questionnaire was mailed to the applicants for their completion and return prior to the week of June 15, 1998. For the second year, an interview panel consisting of three council members was formed and applicants were personally contacted to schedule an informal meeting with the Council Review Panel. Staff followed up with a reminder mailed prior to the interview date. Council members Joel Scott, Reta Allen and Chris Trout volunteered to serve on the interview panel and will have conducted approximately twenty one interviews at the conclusion of the process. The Panel met with applicants on Tuesday, June 16 and concluded the interviews on Thursday, June 18. Applicants were asked a series of questions developed last year that helped them to understand the applicants philosophy about the Community as well as why they wished appointment to a City Board or Commission. The Council feels that this process is helpful to them in making appointments and offered an opportunity to understand some of the visions the applicants have for the community. A description of each City board and commission is listed with the application form. A list of boards/commissions with members whose terms are expiring has been updated and corrected for your information and provided as an attachment. Council received a complete packet with all applications and questionnaires at the Meeting of June 9, 1998. Action Agenda Communication 1998 Appointments to Board& Commissions Page 1 Financial Consideration The board, commission and committee members are not compensated by the city as stated in the City Charter under Article 8, Section 3 C. Other Consideration Under Article 8 of the City Charter, the City Council has the right to create, establish or appoint boards, commissions and committees as it deems necessary to carry out the functions and obligations of the city. Prior to the Special Election on May 2, 1998 to amend the existing City Charter, Article 8, Section 1 B read "No person shall be appointed to or serve on more than two (2) boards, commissions or committees at any given time. Any person serving on the planning and zoning commission shall be precluded from simultaneously serving on a any other board, commission or committee of the City." Proposition No. 16 amended Article 8, Section 1 B of the City Charter by a majority vote of the qualified voters of the city. Article 8, Section 1 B now states, "No person shall be appointed to serve on more than two (2) permanent boards, commissions or committees at any given time." The last sentence has been deleted. The board hears appeals regarding determinations of the Zoning Administrator, and considers action concerning non- conforming uses. Library Board Consists of 7 members who meet on the 2nd Monday of every month and advise the Council on library services and programs. Parks and Recreation Board A 7 member board which meets the 4th Monday of every month and advises the Council on acquisitions, maintenance,operation and use of parks, playgrounds,and open spaces. WYLIE CITY COUNCIL ACTION AGENDA COMMUNICATION June 23, 1998 Issue: Consider and Act Upon Adopting a Resolution to reimburse certain capital expenditures with proceeds from future debt revenues. Background: The City Council has received detailed information regarding specific capital projects, including Fire Station 1 and 2, the 911 System, etc. The City of Wylie intends to issue a seven (7) year tax note to finance certain capital projects and computer systems expenditures. The amount of the tax exempt obligations will be $1,060,000. Financial Considerations The use of tax notes are being proposed because they provide the most economical method of financing of the capital projects and computer systems. The use of the tax notes will provide the best alternatives in considering changes in Ad Valorem taxes. The description of the uses for the debt included in the resolution has been structured to allow flexibility in use of the proceeds. For instance, if the City receives a grant for the Police CAD System, the monies could be used for the Fire Reporting system, computer/software systems for other departments or other equipment. All of the projects, systems and equipment are items the City will be purchasing early in the time span of the tax notes financing. Background: The City has solicited competitive sealed bids for the addition of living quarters and office space to the existing Fire Station No. 1 and for the construction of Fire Station No. 2. The base bid specifications were for wood frame and brick veneer construction. Alternate bids were solicited for pre-engineered metal buildings with brick veneer, concrete tilt wall construction for Station 2 and for asphalt in lieu of concrete paving for the Station 2 parking lot. Bids were received from four pre-qualified general contractors. A bid tabulation is attached. The low bidder is Gibbs Construction of Garland, with a total base bid of$674,000 for both stations. Staff has instructed the contractor to explore any and all cost reductions which might be achieved through value engineering of the projects. Gibbs Construction has proposed a number of modifications which could be made without compromising the original floor plan, size or functional design of the two stations. Among the suggested modifications would be the use of pre-engineered metal buildings with brick veneer for both stations and changing the office/living quarters at Station 1 to a detached building separate from the existing structure. The attached transmittal letter from Gibbs describes these and other value engineered modifications. The suggestion to eliminate the cost of performance and payment bonds is unacceptable, due to the statutory requirements for bonding on public works. Adding the $11,000 cost of bonding the jobs back into the construction cost results in a total of $608,959 for both projects. Financial Considerations Staff proposes to fund the construction of both projects by including the capital expenditure in a seven year tax note to be issued at 4.6 % interest. The cost of the land for Station 2 is not eligible for reimbursement from tax note proceeds because the expense was incurred more than 60 days prior to the Reimbursement Resolution. The land cost will be reimbursed from current funds which include $48,000 originally appropriated for the ambulance service subsidy, $12,000 budgeted for the lease of a modular building at Station 1 and $16,300 which will be transferred from various General Fund expenditure accounts. Earth Work-We suggest 2' of select fill at new garage area with the office/living addition being construction on the existing prepared soil. Landscape-We would change from a wood construction concept to a metal building with masonry veneer. The new project would separate the garage buildings from the living/office structures. The new project would separate the garage buildings from the living/office structures at ballard location. The Country Club location can be separated or connected. Doors, Frames & Hardware- The overhead doors would remain, the exterior will be hollow metal and the interior would be pre-hung wood door units. Drywall - The interior walls would be metal stud construction. Paint - All interior walls will be textured and painted. Ceiling- They will be acoustical lay-in. Insulation - The exterior wall, restroom walls and ceiling would be insulated at living/office areas. Flooring - The floors will be VCT throughout the living/office area and the floor at new garage will be sealed concrete. Plumbing- Will be as indicated with the exception of eliminating the drain at the garage, due to it's size. Due to it's size water could drain out the door when cleaning garage. HVAC - Living/Office areas will have 10 tons of new HVAC system, exhaust fans at restrooms. The new garage will have 1 (ea) unit heater. Electrical - The concept is the same as indicated in bid documents Construction Type- The construction type would be V not V one hour. Bonding- The cost of bonding would be eliminated. Gibbs Construction, Inc. has completed every project it has ever started for the past 16 years. The work paid would be in place every month before payments are made and lien waivers would be provided every month to insure construction bills are paid. The above concepts will allow both facilities to be constructed under the goal of $600,000.00. The final product will serve its intended usage without compromise. Jackson, Calloway, College, Citizens, and VV. Kirby. Background Sealed bids were opened and read aloud on June 11, 1998. Only one bid was received on the project. The base bid submitted by C.D. Pugsley, Inc. was $354,378.47. The bid package for this project also included five alternate packages. The original bond budget for the miscellaneous streets project was approximately $604,750. The Hogan Corporation has evaluated the bid and checked the bidder's qualifications. Due to a rounding error in the math, the actual total amount of the bid is $354,541.84. A copy of the bid form submitted is attached for your reference. The base bid includes approximately 10,000 linear feet of concrete curbs and gutters and over 30,000 square feet of sidewalks and replacement of concrete drive approaches. Alternate 1 is for removal of existing curb and gutter, sidewalks, and driveway approaches, and removal and replacement of mailboxes. Alternate 2 is for miscellaneous concrete alley repairs. Alternate 3 is for removal of existing alleys. Alternate 4 is for reinforced concrete pavement repairs and Alternate 5 is for removal of existing pavement. Background The telecommunications equipment that currently serves the City's E-911 system is at least ten years old and has reached the point of technical obsolescence. The system has been discontinued by the manufacturer, Hewlett-Packard, and replacement parts are no longer available. Frequent service calls are required to maintain E-911 service and GTE technicians have kept the system operational by "robbing" parts from surplus systems that have been scrapped by other entities. As of September, 1998, Hewlett-Packard and GTE will cease providing technical support for this equipment. The Texas Public Utility Commission's implementation of local telephone number portability has created another functional limitation of the existing 911 system. Telephone number portability allows residents who move to Wylie from other area cities to keep the same number they had in the other city, even though the exchange prefix differs from the Wylie area 442 or 429. This local number portability is not compatible with the City's existing 911 routing system. Consequently, new residents relocating to Wylie from another city who keep their same "portable" phone number may be unable to reach the Wylie Public Safety Dispatch Center by dialing 911. To address this situation, a committee was formed to evaluate the City's options for the procurement of a new 911 system. After exhaustive research, the committe concluded that the best interest of the City would be served by purchasing the CML Technologies system offered by GTE. The primary reasons for recommending the GTE/CML system are: (1) The CML system utilizes state-of-the-art digital technology. (2) The CML system allows the dispatcher to answer both radio and telephone calls through the same headset device, enabling the dispatcher to keep a caller on line to monitor the status at the reporting location while simultaneously dispatching the appropriate public safety personnel. Action Agenda Communication Approval of Purchase-911 System Page 1 Background -continued (3) The committee believes it is advantageous to purchase the 911 system hardware from the local exchange telephone company that provides the 911 network and database. (4) The GTE/CML system is included on the State of Texas cooperative purchasing program which satisfies the requirements for competitive bidding. The total cost of the new 911 system is $63,149.78, including installation and training. Prepaid maintenance and system support costs would total $38,660.00 for the first five years. To further enhance the emergency communications system, GTE will be upgrading the 911 database and ANI/ALI network. The database fees and technical support costs for the improved database and network are $26,952 annually, an increase of approximately $7,000.00 over the current cost of 911 service. The increase is due, in part, to the growth in the number of access lines in the database. Financial Considerations The combined cost of equipment and prepaid technical support for the new 911 system is $101,809.78. Staff has explored various financing options. GTE Leasing Corporation has quoted a monthly lease/purchase payment of$2,025.00 for 60 months, with a 7.19 % interest rate. Competitive municipal lease/purchase proposals have been solicited from two other financing institutions with rates of 5.46 % and 5.77% and monthly payments of$1,942.00 and $1.957.00, respectively. Staff proposes, however, to fund the purchase of the system by including it in a 7-year tax note at 4.6 % interest. The 911 service fee revenue that is remitted to the City by GTE and other providers of land line and cellular phone service is collected for the sole purpose of maintaining and improving the 911 emergency communications system. Current revenue is adequate to cover the cost of this financing arrangement. Other Considerations The GTE/CML 911 system is on the State of Texas cooperative purchasing program which satisfies the statutory competitive bid/proposal requirements of Chapter 252.021 of the Local Government Code. The City can, therefore, purchase the system without going through the time consuming RFP process. Board/Commission Recommendation N/A.
