1. Consider and Act Upon Approval of a Contract with a Security Consultant,
as Needed to Assist with the Purchase and Installation of a Direct Alarm
Monitoring System.
Executive Summary
Currently in the City of Wylie,both citizens and businesses who utilize alarm systems contract with
a private alarm company to monitor said alarm for a monthly fee. The alarm company notifies the
Police Communications Center when an alarm is activated. Our Communications personnel
dispatch appropriate Police/Fire Units in response to the alarm. Approximately 30-40% of all
Police calls are alarms,and better than 99%of alarm calls are false.
While the private alarm companies do provide a service, the City clearly provides the majority of
the services needed and has almost all of the Capital investment and overhead costs associated with
providing those services. However,the private alarm company collects all of the fees or revenue
generated. This system adds an unnecessary link in the communications process that increases
public safety response times. An alternative for the City is to invest in our own direct alarm
monitoring system and begin monitoring alarms for a monthly fee.

2. Consider and Act Upon Awarding Bid for the Construction of Interim
Drainage Improvements Along Valentine Park Creek.
Executive Summary
In April 1997, The Hogan Corporation was authorized to prepare a Storm Drainage Study to
identify and address problem drainage situations within the City. The study recommended interim
and final improvements to address the various drainage problems and prioritized the projects
based on potential for damage and cost. The Valentine Park Creek project was ranked first on the
priority list&the urgency of this project prompted Council to authorize The Hogan Corporation
to prepare plans and specifications for interim improvements in this area. Council amended the
annual budget to include a$70,000 line item for the interim improvements. Sealed bids were
opened and read aloud on August 13, 1998. The apparent low bid submitted by Tri-Con Services,
Inc.was$137,390.50. A detailed scope of the project as bid is included along with a breakdown
of bid prices with your Item 2. materials.
Board/Commission/Staff Recommendations
The Hogan Corporation and Staff recommends award of this contract to Tri-Con Services,Inc.
based on their low base bid in the amount of$137,390.50. However,it should be stipulated in
the authorization of the contract that no work will be done prior to the issuance of a Change Order
to reduce the scope of work and contract amount to meet the City's budgetary needs.
3. Consider and Act Upon the Final Acceptance of the Construction of
Kreymer Lane Paving and Drainage Improvements from State Highway
78 to Brown Street and Provide Authorization for Final Payment to
Morrow Construction Company in the Amount of$99,916.51 and Accept
the Project as Complete.
Executive Summary
• Morrow Construction Company was awarded the contract for the construction of Kreymer Lane
paving and drainage improvements from Hwy.78 to Brown Street at the September 8, 1997 City
Council Meeting. This project was part of the 1995 Bond program for paving improvements.
Construction began on September 8, 1997 and was substantially complete within the allotted
contract time,extended due to weather. Kreymer Lane was open for traffic in late December,
1997, a final walk through conducted by City Staff and members of The Hogan Corporation on
July 16, 1998 and a punch list was prepared from the walk through and presented to the residents
in an informal meeting that evening. All items identified have been addressed at this time. All
work performed was in compliance with the plans and specifications and is acceptable to City
Staff and the Engineer. The fmal construction cost,including Change Order No. 1,($16,668.08)
was$822,858.48.
Board/Commission/Staff Recommendations
Staff recommends final acceptance of the project and final payment to Morrow Construction
Company in the amount of$100,366.51. The contractor has satisfactorily fulfilled the terms of
the contract.

of McCreary Road Just South of Southfork Mobile Home Park and Being
All of a 45.3768 Acre Tract out of the Moses Sparks Survey, Abstract No.
849, City of Wylie, Collin County, Texas.
Executive Summary
The applicant is requesting rezoning on 45.3768 acres in order to develop the property with a
master planned single family residential community. Public Comment Forms were mailed to
sixty-four(64)property owners within 200 feet of this request. No Public Comment Forms have
been returned.
Board/Commission/Staff Recommendations
At the August 3, 1998, Planning and Zoning Commission meeting, the Commission voted
unanimously to table this case to August 17, 1998,as the applicant indicated that the conceptual
plan would be revised to minimize the variance request for lot area. At the August 17, 1998,
Planning and Zoning Commission meeting,the Commission voted unanimously to table this case
to September 8, 1998,in order to give staff and the Commission an opportunity to review the
revised conceptual plan. Specifically, the Planning and Zoning Commission packets did not
include a revised conceptual plan as the applicant did not submit revisions to staff until Friday,
August 14, 1998. The Planning and Zoning Commission packets were delivered accordingly to
Commission members on Thursday,August 13, 1998.
Staff recommends to table to the September 8, 1998,joint City Council and Planing and Zoning
Commission meeting due to the fact that the Planning and Zoning Commission has not taken
action or made a formal recommendation to the Council concerning this request. The
Departments of Public Works, Fire, and Community Development concur with this
recommendation.
5. Consider and Act Upon the Appointment of an Ad Hoc Member to the
Planning and Zoning Commission.
Executive Summary
The Planning&Zoning Commission has been serving as the designated Impact Fee Advisory
Committee for the purpose of reviewing the existing Water& Sewer Impact Fees as well as
examining the option of implementing Street Impact Fees. The resignation&replacement of Ray
Capley now necessitates the appointment by the Council of an Ad Hoc voting member to the
Commission,serving only in that capacity when the Commission acts as the Advisory Committee.
At the August 11 Regular Meeting of the Wylie City Council,it was moved and seconded to Table
this item until the August 25 Regular Meeting for Council's consideration. Council will need to
remove from the Table before any discussion and/or subsequent action is taken. Council may
convene into Executive Session under Section 551.074,Personnel Matters,before taking action
on this item. Council will then reconvene into Open Session for any action as a result of the
Executive Session.

Background
Current Alarm Monitoring System
Currently in the City of Wylie, if a citizen or a business wants their alarm monitored they must contract
with a private alarm company. The private alarm service charges a monthly fee to monitor the alarm and
notify the City of Wylie Communications Center if the alarm goes off. The City of Wylie communications
personnel dispatch the appropriate Police and/or Fire units who respond to the alarm and take whatever
action is needed. Better than 99% of alarm calls are false. Thirty to forty percent of Police calls are
alarms.
While the private alarm companies do provide a service, the City of Wylie clearly provides the majority
of the services needed and has almost all of the Capital investment and overhead costs associated with
providing those services. However, the private alarm company collects all of the fees or revenue
generated. This system adds an unnecessary link in the communications process that increases public
safety response times.
Proposed Direct Alarm Monitoring System
An alternative for the City of Wylie is to invest in our own direct alarm monitoring system and begin
monitoring alarms for a monthly fee.
Drawbacks
• Initial startup cost of$100,000 - $135,000.
Covers costs of alarm monitoring equipment.
• Increased liability risk.
The City assumes liability if an alarm is missed in the same manner as the City
assumes liability if a 911 call is missed.
Advantages
• Improved service delivery, direct alarm monitoring removes a link in the
communication chain. Monitoring alarms directly allows our 911 Operators
to know exactly what type of alarm it is;burglary, robbery, fire, etc and dispatch
the appropriate public safety units without delay. Private alarm monitoring
services often take 10 to 15 minutes to relay alarm information to Wylie's 911
Operators. By eliminating that communication link, the City of Wylie can
reduce response times 50 to 80%.

Advantages
Reduced public safety response times can lead to increased apprehension and
clearance rates on crimes, reduced fire damage, and saved lives. A study
conducted in Cedar Rapids, Iowa indicated an increase in the burglary clearance
rate from 17 to 32% in structures that were direct alarm monitored. The Highland
Park Police Department implemented direct alarm monitoring which resulted in
significant reductions in response times and increases in the rate of apprehension
and conviction.
• Cost Recovery - currently 30 to 40% of Police and Fire calls are false alarms.
Answering these alarms is a tremendous cost to the City. Currently private alarm
companies assume a very small percentage of the cost, provide a very small
percentage of the service and receive all of the financial benefit. By implementing
direct alarm monitoring the City of Wylie can recover some of the costs of
providing these services and use the additional revenue to improve public safety
staffing and equipment.
Consulting Services
Because of the complex and technical nature of alarm monitoring equipment, bid specifications, bids,
and the number of options available, Council may want to consider employing a consultant to help
implement this project.
The consultant recommended (Sam Martin) is the only local consultant who has completed this type
of project. Mr. Martin was the consultant employed by the only two cities in the State of Texas that
have direct alarm monitoring currently implemented; the Cities of Highland Park and Woodliegh.

Financial Considerations
The consulting fee is $120.00 per hour not to exceed $13,800.00, including $1,000.00 advance payment.
Should Council approve the proposed consulting agreement, a budget amendment would be required
to fund this expense in the Police Department's contractual services budget.
Direct alarm monitoring project costs are expected to be $105,000 to $135,000 based on the consultants
experience. See attachment for Revenue and break even projections. Staff anticipates that the cost of
the monitoring system would be financed through a municipal lease purchase agreement with a term of
3 to 5 years.
The City of Wylie currently has approximately 600 alarm permits issued, and show an average increase
of approximately 15 per month. If 25% convert to direct alarm monitoring initially and 50% of new
alarm permits choose Direct Alarm Monitoring at a $25.00 monthly fee, we can reasonably expect a
yearly revenue at $72,000 to $80,000 per year, by the time we are 1.5 to 2 years into the project. (25%
conversion of existing alarms and 50% sign up of new alarms are estimates made by the City of
Woodliegh after analyzing their alarm permits)

The City of Wylie, Texas is seeking a security consultant to assist in developing a program to
monitor residential burglar and fire alarms for homes located in the city.
History
The City of Wylie is a predominantly residential community located in Collin County. There is
no iUr/ii1L.:larll monitoring program OperaitiA by the city.
Approach
Martin Security Resources proposes to perform consulting services that would include the
following:
• Meeting with city representatives to review the concepts for residential monitoring
• Identlying products needed to establish a monitoring center
• Development of equipment specifications
• Conducting a pre-hid conference for venders
• Evaluating bid responses and recommending successful bid

• Periodic review of installation process and participation in final acceptance

Background
Martin Security Resources was formed February 1991 by Samuel P. Martin after twenty-two
years in the proprietary security field. Mr. Martin holds a BS in Criminal Justice and a Masters
in Business Administration. As an independent security consultant, Mr. Martin has performed
security surveys in various locations around the country. Mr. Martin is a frequent author and
lecturer on security topics and has received national and international awards.
Experience
St. Elizabeth Hospital, Beaumont, Texas- Conducted a survey of the hospital campus including
parking lots and developed a master plan for correction of existing problems as well as preparing
for future growth. This survey led to an ongoing relationship that has included the specification
of security technology equipment. Sister Mary Fatima McCarty is the Administrator for the
hospital- 409/892-7171.
Plano independent School District, Plano, Texas- Developed the approach and specified the
security technology for the school administration building and later their entire 46 schools in the
district. Ken Bangs, Security Director was the contact person- 972/519-8 i 11.
Methodist Hospital, Hattiesburg, Mississippi- Conducted a survey to develop a baseline for

Charleston Area Medical Centers, Charleston, West Virginia- Performed surveys for the three
healthcare facilities, all parking structures, classrooms, daycare center and credit union.
Recommendations formed a master plan which has been used for over three years. P.J. Osborne,
Security Director, was the contact person- 304/348-5588.
Irving Independent School District, Irving, Texas- Worked with school administration and a
parent's committee to develop a master plan based on a survey of the thirty-three campuses in the
district. The program was focussed on internal and external threats to the schools. Joan Sears,
School Board President, was the contact person- 214/251-2077.
Town of Highland Park, Highland Park, Texas- Developed the specifications for the upgrade of
the existing alarm system that monitors 1,100 homes in the Town by the Department of Public
Safety. Darrell Fant, Director of Public Safety was the contact person- 214/559-9326.

Fees
The fee would be based on my hourly rate of`t.120 per hour not to exceed $13,800 which would
include an advance payment of$1,000. Normal expenses for the project such as printing,
telephone use and mailing are included in the fee. Expenses for out of town travel, if needed,
would be billed directly. If the client desires further services outside the scope of this proposal,
then a separate agreement can be arranged.

Background
In April 1997, The Hogan Corporation was authorized to prepare a Storm Drainage Study to identify

improvements to address the various drainage problems and prioritized the projects based on potential
for damage and cost. The Valentine Park Creek project was ranked first on the priority list. The
urgency of this project prompted Council to authorized The Hogan Corporation to prepare plans and
specifications for interim improvements in this area. Council amended the annual budget to include a
$70,000 line item for the interim improvements.
Sealed bids were opened and read aloud on August 13, 1998. The apparent low bid submitted by Tri-
Con Services, Inc. was $137,390.50. The scope of the project as bid included interim channel
improvements to the channel between Ballard Avenue and Memorial Drive, a new culvert under
Memorial Drive, and channel improvements to the lower section of the creek from Memorial Drive to
Muddy Creek. However, the proposed scope of this project will be limited to the channel improvements
between Ballard and Memorial only. (The original projected budget for this project was approximately
$70,000.) Bids were taken on the overall channel work proposed in order to give the City the option
of performing as much work on the channel as possible, based on the bids received. A detailed
breakdown of bid prices are attached for reference.
In order to incur the least amount of confusion and inconvenience to the property owners, the contractor
will be required to comply fully with the terms and conditions as specified in the Contract documents.
These items will be addressed at the preconstruction meeting and required of the contractor:
1. Submit a detailed construction sequence plan including parking and project schedule for review
by the Engineer and Staff.
2. Coordinate through City Staff a meeting with the adjacent property owners to discuss the
proposed plan and schedule and make adjustments if necessary.

3. Prepare a form letter of notification to be used to inform affected owners of any construction
related activities which may affect access. This letter must be reviewed by staff prior to issuance.
4. Deliver letter of notification to affected parties 48 hours in advance of specified construction
activity. A copy must be simultaneously submitted to the City and Engineer.
5. Notify the City's Inspector as soon as possible as to any changes or problems which may affect
the progress of the project.
6. All other public utilities and services must be notified by the Contractor prior to construction.
7. Prepare the monthly pay request and review it with the City Inspector prior to submittal to the
Engineer for further processing.
8. Coordinate with Staff and the Engineer monthly progress meetings to be held at the site to
review monthly progress and discuss any changes or problems.
9. Fully comply with all other aspects of the Contract Documents. This includes job site safety,
public notifications, etc.
10. The full and complete responsibility for compliance with the contract documents is the
contractor's. It is the City's and Engineer's responsibility to enforce the terms of the contract.
If the contractor does not or will not comply, the City and Engineer may then enforce the terms
of the contract as stated.
Financial Considerations
This project is part of the 1997 FY Budget, as amended. Drainage improvements to Valentine Park
creek is budgeted for $70,000 in the amended FY 1998 Budget.

On August 13, 1998,bids were received at the office of the City Manager and then publicly opened and read aloud
for the construction of the above referenced project. During the process of the bid opening,the bid bonds or
cashier's checks included with each bidder's proposal were reviewed,and all appeared to be acceptable.
The proposals submitted for this project have been thoroughly reviewed in our office. Nor errors were found that
would alter the position of the bidders. Two(2)bids were received,and the apparent low bid was submitted by Tri-
Con,Inc. in the amount of$137,390.50. A detailed bid tabulation of all of the bidders is attached for your
reference.
It is our understanding that the City has budgeted$70,000 for this project. The plans and specifications were
intentionally prepared to include a scope that would include improvements for the entire length of the channel.
This way,the City could award the contract and deduct specific portions,as needed,to stay within the budgeted
project cost. Mr. Jack Gipson,with Tri-Con has been contacted regarding this matter,and has agreed to work
with the City to adjust the scope of work to meet the City's budget requirements. The portion of the work covering
the channel between Ballard Avenue and Memorial Drive(original project scope)will not be reduced,diminished,
or affected in any way by the proposed reduction in scope.
The Hogan Corporation has received and reviewed the information and references provided by Tri-Con Services,
Inc. We have contacted several of the references provided and all have indicated they would use Tri-Con again.
We have successfully completed several projects with Tri-Con in the last five years,and Tri-Con has done work in
Wylie also.
Based on this information,we have no hesitancy in recommending award of the construction contract to Tri-Con
Services,Inc.,in the amount of the base bid of$137,390.50. We do,however,recommend that the City attach a
stipulation to the authorization that a Change Order will be issued prior to authorization to proceed,which will
reduce the overall scope of work and contract amount as agreed.

Improvements from Hwy. 78 to Brown Street and Provide Authorization for Final Payment to Morrow
Construction Company in the Amount of$100,366.51 and Accept the Project as Complete.
Background
Morrow Construction Company was awarded the contract for the construction of Kreymer Lane paving
and drainage improvements from Hwy. 78 to Brown Street at the September 8, 1997 City Council
Meeting.
This project was part of the 1995 Bond program for paving improvements. The original scope of the
project included paving improvements and miscellaneous drainage improvements along Kreymer Lane.
During the design of this project, it was discovered that the existing drainage facilities in the vicinity
were inadequate per the City's current drainage requirements. In fact, the existing system needed to be
doubled in capacity in order to meet the City's minimum requirements. Therefore, the scope of this
project was expanded to include not only the paving, but also large diameter underground drainage
pipes.
This project also included the extension of sewer mains from the Wyndham Estates subdivision into the
Wylie Ranch East Subdivision, and the construction of drainage swales and the replacement of some
driveway culverts to improve the drainage conditions in the Wylie Ranch East Subdivision.
Construction began on September 8, 1997 and was substantially complete within the allotted contract
time. The final contract time was extended due to weather related delays in January, February and
March of this year. The paving was complete and Kreymer Lane was open for traffic in late December,
1997. A final walk through was conducted by City Staff and members of The Hogan Corporation on
July 16, 1998. A punch list was prepared from the walk through and presented to the residents in an
informal meeting that evening. All items identified have been addressed at this time. All work performed
was in compliance with the plans and specifications and is acceptable to City Staff and the Engineer. The
final construction cost, including Change Order No. 1, was $822,858.48.
(Change Order No. 1 in the amount of $16,668.08 and dated 6/26/98, was for the addition of the
sidewalk from the existing walk to Brown Street on the west side per Council's request.)

Financial Considerations
The final payment request for$100,366.51 which includes all retainage, brings the total paid to Morrow
for construction of the project to $822,833.48.
Total cost for this project including engineering, testing and construction, as of this date is estimated
to be $880,910.21.
The paving improvements portion of this project was financed through funds from the 1995 Bond
Program - Phase 2. The original projected bond construction cost for this project was approximately
$361,983.
The Base Bid was $658,354.05. This included approximately $265,000 worth of additional
underground drainage facilities which were not included in the original 1995 bond budget projection.
As a result of the Town Hall Meetings with residents of the Wylie Ranch East Subdivision, it was agreed
that the city and property owners would share equally in the financing of the sewer and drainage
improvements. Sewer improvement(alternate 2 of the bid) costs totaled $92,415 with a shared cost of
$46,208. Drainage improvement (alternate 3) costs totaled $52,955 with a shared cost of$26,478.
Funding for the project was $361,983 from the 1995 Bond Program-Phase 2, $317,960 form the General
Fund and $92,420 from the Utility Fund and $72,686 in assessments to property owners.
Other Considerations
Acceptance by the City Council will initiate the one year warranty period in which the contractor is liable
for any repairs which may be required in that time period. A provision in the contract provides that the
warranty period begins on the date of final acceptance by the City.

Staff recommends final acceptance of the project and final payment to Morrow Construction Company

month's pay request have been reviewed and found to conform with the work actually
performed. A final walktbrough was performed on Thursday, July le, 1998. Representatives

Background
The applicant is requesting rezoning on 45.3768 acres in order to develop the property with a master
planned single family residential community. The property to the north is zoned MH (Mobile Home)
and developed with a mobile home park. The property to the south is vacant and zoned A
(Agricultural). The property to the east is vacant and zoned PD (Planned Development) for single family
residential uses. The property to the southeast is vacant and zoned A(Agricultural) with an approved
PD (Planned Development) concept plan for single family residential uses. The property to the west is
not within the City of Wylie proper. Public Comment Forms were mailed to sixty-four (64) property
owners within 200 feet of this request. No Public Comment Forms have been returned.

At the August 3, 1998, Planning and Zoning Commission meeting, the Commission voted unanimously
to table this case to August 17, 1998, as the applicant indicated that the conceptual plan would be
revised to minimize the variance request for lot area.
At the August 17, 1998, Planning and Zoning Commission meeting, the Commission voted unanimously
to table this case to September 8, 1998, in order to give staff and the Commission an opportunity to
review the revised conceptual plan. Specifically, the Planning and Zoning Commission packets did not
include a revised conceptual plan as the applicant did not submit revisions to staff until Friday, August
14, 1998. The Planning and Zoning Commission packets were delivered accordingly to Commission
members on Thursday, August 13, 1998.

Issue
Consider and Act Upon the Appointment of an Ad Hoc Member to the Planning and Zoning
Commission.
Background
The Planning and Zoning Commission has been serving as the designated Impact Fee Advisory
Committee for the purpose of reviewing the existing Water and Sewer Impact Fees as well as examining
the option of implementing Street Impact Fees. The State Law enabled the Commission to serve in that
function because Commission member Ray Capley also served as the required representative of the real
estate, development or building community.
The resignation and replacement of Mr. Capley now necessitates the appointment by the Council of an
Ad Hoc voting member to the Planning and Zoning Commission. The Ad Hoc member would only serve
in that capacity when the Planning and Zoning Commission acts as the Advisory Committee.
The individual who previously served on the Impact Fee Advisory Committee who also represented the
real estate, development or building community are: James Blakey, Richard Parker, and Don Raburn.
Only one representative is required by State Law.
At the August 11 Regular Meeting of the Wylie City Council, it was moved and seconded to table this
item until the August 25 Regular Meeting for Council's consideration.
