NOTICE OF A CALLED MEETING
Notice is hereby given that the governing body of the City
of Wylie will meet for a called session on the 4W‹ day of
, 1990 , in the Council Chambers

North, Wylie, Texas for the purpose of considering
the above Agenda.

AGREEMENT BETWEEN THE CITY or WYLIE
AND WYLIE SPORTS ASSOCIATION
The following agreement serves as a general guideline
establishing commitments by the City of Wylie, and the Wylie
Sports Association (WSA) in an effort to access the best
available resources and talents to provide the best
available sports and recreation program for all the citizens
of Wylie.
THE CITY OF WYLIE agrees to:
---- provide a full time park maintenance person for
maintaining all park areas and facilities including mowing,
repairs, empty all trash containers, grading and preparing
fields, watering and extension of sprinkler system, weeding,
seeding and maintenance and operation of pavilions,
restrooms, dugouts, backstops, goals and playground areas
---- pay monthly utilities, including field lighting and
electric bills up to $1700 . per year, all water and sewer
and sanitation bills
WSA agrees to:
---- oversee all organized sports activities within the
Wylie Community Park
---- schedule all sports activities in the Wylie Community
Park
---- provide game day striping and final preparation of
fields in the Wylie Community Park
---- be responsible for operating the concessions at the
Wylie Community Park
---- be responsible for game day litter pickup to assure
trash is properly placed in proper containers
---- provide to the City of Wylie a fee schedule for each
sport and a current copy of scheduled events to be posted at
the Wylie Community Center
---- upon request WSA will provide the City of Wylie a
seasonal financial statement on activities under its
jurisdiction
---- provide an annual contribution to the City of Wylie of
$3,000 . to be paid quarterly beginning January 1, 1990 and
each year thereafter, to be solely spent on park and
recreational improvements to the Wylie Community Park.
This agreement will be reviewed prior to June 1, of each
year.

RE: MONTHLY STATUS REPORT: INDUSTRIAL WASTE PROGRAM - MAY 1990
The following actions regarding implementation of the Industrial Waste Program
have been accomplished during April 1990.
1 . Testing was completed for the following industrial effluents:

*All industrial notifications are in progress.
2. On 05/18/90, a meeting was held with Mr. Norwood to inform him of the
Industrial Pretreatment Program activities which the City must perform in
Mr. Homeyer's absence. It was determined at that meeting that TALEM, Inc.
would perform the activities necessary to keep the City in compliance with
the TWC requirements for the Industrial Waste Program. Mr. Norwood
approved a pricing proposal from TALEM to begin performing services (See
attached) . During that meeting, Mr. Wagner again recommended that the
City consider hiring a full time environmental person to handle the many
different problems that currently exist in the City. All recommended
actions and pricing were documented in an attachement to a letter dated
05/24/90.
3. Notifications of monitoring from February 1990 which Mr. Homeyer failed to
send out to the industries were mailed on 05/24/90.
4. Permit renewal applications were mailed to six industries in Wylie:
Oklahoma Animal By-Products, Inc. Hardcast, Inc.
Holland Hitch, Inc. Extruders, Inc.
Lone Star Circuits, Inc. Sanden, Inc.
5. All industrial user files were reviewed and brought up to date in
preparation for industrial user inspections.
6. On 05/31/90, industrial waste inspections were performed on Holland Hitch
and Extruders. Lone Star Circuits had an introductory walk through since
they are not currently on the system. They will be formally inspected
prior to permitting.
7. No actions were performed in April on the ordinance amendments required by
the North Texas Municipal Water District Pretreatment Program.
8. No steps were taken in April to begin expansion activities for the
Industrial Waste Program.

Recommended Actions
For Implementation of the Industrial Waste Program
Second Quarter 1990
May 24, 1990
The following is a list of required and recommended actions to be performed
during the second quarter of 1990 for the continued implementation of the
Industrial Waste Program at the City of Wylie.
REQUIRED ACTIONS
1 . Take formal enforcement action against Oklahoma Animal By-Products. The
City needs to issue a written Enforcement Order stipulating requirements,
deadlines, and penalties.
2. Send out notifications to industries of February monitoring activities.
3. Meet with Holland Hitch regarding continuing violations.
4. Meet with Extruders regarding continuing violations.
5. Send out discharge permit renewal packages to 4 industries.
6. Perform industrial inspections on 6 industries.
7. Make report to the City Council of first quarter activities.
8. Perform industrial monitoring and reporting for May, June, and July.
9. Investigate sewage treatment plant testing performed in the INC 1989
report.
10. Complete monthly status reports and submit to the City Manager.
11 . Complete quarterly report and submit to the Texas Water Commission.
OPTIONAL ACTIONS
1 . Determine ordinance amendments required to achieve compliance with North
Texas Municipal Water District's Industrial Pretreatment Program
requirements.
2. Write the next section in the Industrial Waste Program Guidance Manual -
Procedures for industrial site inspections.
3. Meet with the EPA regarding the Industrial Waste Program and the EPA's
expectations for implementation.
4. Meet with the North Texas Municipal Water District (NTMWD) to determine
ownership of the sewage treatment plant and time frame for changes to the
City's program.
It is estimated that the analytical and consulting fees required to perform
the tasks listed above will cost approximately $7250 to accomplish the
required actions and approximately an additional $4000 to accomplish the
optional tasks c always, the City will only be billed for actual time cpent.
