Proclamation
Whereas, the Moving Wall has been successfully scheduled by the
Armistrice Memorial VFW Post 2195, Harding-Blaine Post 321, American Legion,
and the City of Allen; and
Whereas, due to persistent planning, this treasured memorial will come to
Collin County for the first time; and
Whereas; the names on this tribute will forever be etched into the hearts of
Americans and viewed by our community with the honor and respect that our
veterans have earned for our great country; and
Whereas, we wish to thank these veterans and their families and honor their
memories by continuing to support this great country; and
Whereas, veterans everywhere will be proud, and this memorial will be a
great honor for Collin County.
NOW THEREFORE, I, JOHN MONDY, BY THE POWER VESTED IN
ME AS MAYOR OF THE CITY OF WYLIE, TEXAS, do hereby proclaim the
week of MAY 24-30, 2003 as VIETNAM VETERANS WEEK in the City of

who have given their lives for our freedom.

Mayor Pro Tem Worley called the meeting to order at 6:05 p.m. with the following Council members
present; Councilman Joel Scott, Councilwoman Reta Allen, Councilman Eric Hogue, Councilman
Merrill Young, and Councilman Chris Trout.Mayor John Mondy was absent.
The following staff members were also present; City Manager Biff Johnson, Assistant City Manager
Mindy Manson, Finance Director Brady Snellgrove, City Engineer Chris Hoisted, Planning Director
Claude Thompson,and Interim City Secretary Aimee Nemer.

Councilman Hogue led the invocation and Councilman Young led the Pledge of Allegiance.
• WISD Character Education Recognition of Star Students for demonstrating the character trait of
"Integrity".
Mayor Pro Tem Worley and Councilman Scott presented Star Student certificates and proclamations.
• Proclamation for Shop Wylie First
Mayor Pro Tern Worley presented a proclamation to WEDC Director Sam Satterwhite.
• Proclamation recognizing National Landscape Architecture Week
Councilman Joel Scott presented a proclamation to representatives from the American Society of Landscape
Architects.
• Proclamation recognizing WISD Foundation
Mayor Pro Tem Worley presented a proclamation to Ms.Laura Mckethan.
Mr. Lester Gaylor addressed the Council with concerns about the proposed median opening on Fifth
Street and State Highway 78. Council invited Mr. Gaylor to attend the posted Work Session to discuss
this item.

B. Consider and act upon approval of a Final Plat for the Bear Foot Lodge School Addition,
being all of a certain 2.873 acre tract of land, generally located south of Park Boulevard and
east of Country Club Road (FM 1378), and being situated in the C. Atterbury Survey,
Abstract No. 22,City of Wylie, Collin County,Texas.
Council Action
Councilman Scott made a motion to approve the Consent Agenda. Councilman Hogue seconded the
motion. A vote was taken and passed, 6-0 with the Mayor absent.
1. Consider and act upon appointment of a board member to the North Texas Municipal Water
District Board.
Council Action
Councilman Scott made a motion to reappoint Mr. Harry Tibbals to the NTMWD Board.
Councilwoman Allen seconded the motion. A vote was taken and passed, 6-0.

Council adjourned to Work Session at 6:26 p.m.
Staff Presentation
Chris Hoisted presented information to Council on traffic counts for Fifth Street and Ballard Street. He
stated that in a twenty-four hour period, there were approximately 400 south bound vehicles from
Highway 78 to Fifth Street. He also stated there were 159 north bound left turns from Fifth Street to
Highway 78. Mr. Hoisted explained that truck traffic on Ballard Street in Category 4 (2 ton trucks)
within a twenty four period was approximately 366 moving south bound and 301 moving north bound
making a total of 667 per day.
Council Discussion
Council requested staff to provide drawings of various options to keep a Fifth Street median opening as
well as the reconstruction of the Highway 78/Brown Street intersection for May 6,2003 Work Session.
The meeting was adjourned at 7:10 p.m.

• Consider and Act upon the approval of a Resolution declaring the results of the Official
Canvass of the General Election of May 3,2003.
Council Action
A motion was made by Councilman Hogue, seconded by Mayor Pro Tem Worley to approve
Resolution #2003-09 approving the official canvass of the General Election held on May 3, 2003
electing Councilwoman Reta Allen to Place 1 and Councilman Merrill Young, Place 4 to the Wylie
City Council. A vote was taken and passed 6-0.
• Consider and act upon the approval of a Resolution declaring the results of the Official
Canvass of the Special Election of May 3,2003.
Council Action
A motion was made by Mayor Pro Tem Worley, seconded by Councilman Merrill Young to approve
Resolution #2003-10 approving the official canvass of the Special Election held on May 3, 2003,
electing Randal Shinn as Councilman for Place 1 to fill the unexpired term of Joel Scott. A vote was
taken and passed 6-0.

A motion was made by Councilman Trout,seconded by Councilwoman Allen to appoint Councilman Eric
Hogue as Mayor Pro Tem. A vote was taken and the motion passed with Mayor Pro Tern Worley,
Councilwoman Allen, Councilman Trout, and Councilman Hogue voting for and Mayor Mondy and
Councilman Young,and Councilman Shinn voting against.
• Discussion of median openings and intersection alignment along State Highway 78
Council adjourned to Work Session at 6:09 p.m.
Staff Presentation
Chris Hoisted presented information to Council on several options for median openings on 5th Street
and State Highway 78.
Option 1 -To realign Oak,Brown and Fifth streets at 90 degree angles with median openings.
Option 2-To realign Oak,Brown and Fifth Streets with Brown and Fifth creating a new 4-
way intersection.
Option 3 -To realign Oak,Brown and Marble in lieu of Fifth Street.
Mr.Johnson reported to the Council that if option#1 was implemented,the purchase or demolition of
Wylie Carpet and Tile would be necessary.
Council Discussion
Councilman Young presented a fourth option to the median openings. A common drive along the
business frontage from Oak Street to Brown Street would allow citizens to access business property
along Hwy. 78 and eliminate the need for a median opening at Hwy. 78 and 5th Street.
The council direction to staff is to move ahead with option #1 and provide further information
pertaining to the appraisal and acquisition of Wylie Carpet and Tile.
ADJOURNMENT
Mayor Mondy made a motion to adjourn the meeting at 6:41 p.m.,seconded by Chris Trout. A vote was taken and
passed 7-0.
