CALL TO ORDER
Announce the presence of a Quorum.
Board member Ken Qualls called the meeting to order at 6:10 p.m. with the following board
members present: Lieutenant Mike Atkison, Heather Screws, Diane Culver and Sheryl Pugh.
INVOCATION & PLEDGE OF ALLEGIANCE
Board member gave the invocation and Board member Qualls led the Pledge of Allegiance.
DISCUSSION ITEMS
Animal Sales
Ken Qualls opened the discussion regarding the City's ordinance for animals regulating the sale
of animals on private property and on streets. Diane Culver asked if a permit was required to
sell animals on street corners and on private property. Board member Atkison read the section
of the Wylie Code of Ordinances regulating the sale of animals or any merchandise on street
corners and on private property. He stated that the code did not allow such sales on City right
of way, street, sidewalk, median, parkway or other public right of way. Ken Qualls informed Ms.
Culver that the door to door sale of animals required a permit. Diane Culver voiced her concern
about the sale of pit bulls in the City of Wylie. She had concerns about the sale of animals in
general by private parties on right-of-ways and door to door as well as parking lots of private
businesses. Mike Atkison explained that the Wylie Code spoke more to animals in general;
zoning, etc. rather than the sale of animals. Diane Culver asked what could be done to create a
new ordinance regulating the sale of animals. Lieutenant Atkison explained the procedure for
proposing an ordinance to the City Council for consideration.
ADJOURNMENT
With no further business before the board, consensus of the board was to adjourn at 6:40 p.m.
