Worley and Councilman Chris Trout. , Councilwoman Reta Allen was absent. Staff Present: Anthony Johnson, City Manager; Mindy Manson, Assistant City Manager; Brady Snellgrove, Finance Director; Chris Holsted,Hogan Corporation,and Barbara Salinas, City Secretary. Councilman Hogue was asked to give the invocation and Councilman Trout was asked to lead the Pledge of Allegiance. The Mayor and Ms. Mignon Morse, Library Director made a special presentation to Mr. Brady Snellgrove, Finance Director. The North East Texas Library System honored Mr. Snellgrove with the "Government Official of the Year"award for his work on the Community Network Grant. Newly appointed and reappointed board and commission members were present to take their Oath of Office. Mayor Mondy administered the Oath of Office to the following: Tony Snider, Carter Porter, Phillip Tramell, and Steve Ahrens, Planning and Zoning Commission; Greg Zimmerman, Anne Hiney, and Lisa Williams, Parks and Recreation Board; Warner Washington, Ambulance Board; Marilyn Herrera, Mike Phillips and Jeff McCoy, Zoning Board of Adjustment;Mary Starnes, Library Board and Erick Gray, Construction Code Board. Ms.Julie Schmader, 1308 Anchor Drive Ms. Schmader read a statement to the Mayor and Council registering her complaint regarding the action that Council took in its recent appointments to the Planning and Zoning Commission, specifically the fact that she was replaced prior to the expiration of her term. She provided a list of her qualifications and accomplishments. Ms. Schmader voiced her concerns regarding the new appointments referring to them as "men of unknown qualifications" and stated that in her opinion the all-male commission could be construed as a case of discrimination against women. Ms. Schmader demanded and respectfully requested in writing,within ten(10)days, a full explanation for why she was removed from her position on the Planning and Zoning Commission for the City of Wylie one year ahead of the normal expiration of her term. Ms. Schmader concluded by stated that she respectfully declined her "token" appointment as an Alternate on the Zoning Board of Adjustments. Ms. Susan Mills—408 West Marble Ms. Mills expressed her concern and desire for the City to offer Wylie residents a monthly bulk pick up service. Ms. Mills stated that she is a former Garland resident and this service was provided. Minutes of April 11,2000 Wylie City Council Page 1 Ms.Patricia Netherly,401 Washington Place Ms. Netherly expressed her dissatisfaction regarding her on going drainage problems. She stated the worksession held in March of this year promised a resolution to her problem yet since this time there has been no work done, with reason being that easements were being obtained to move forward to a resolution. She stated that the City Manager has visited the site and she was informed that easements may not be required, but that he would be discussing this with the City Attorney and would keep her apprised. She also stated that the flooding creates pest control problems and is a health concern as well as unsightly and that the City Manager is not the only one consulting with an attorney. Ms.Sharon Benner— 7960 Parker Road Ms. Benner stated that she was still not pleased with the Council over her annexation last August. Ms. Benner stated her concerns regarding the appointment of Mr. Steve Ahrens to the Planning and Zoning Commission. She stated that she felt that Mr. Ahrens had a conflict of interest due to his employment with the the Appraisal District since he determines her taxes and inquired if Council researched it's board/commission members prior to appointments. The Mayor stated that the Citizens Participation of the Agenda is simply for citizen's input and that because of the Open Meetings Act neither he nor the Council is permitted to respond. Jill Lowery—1819 Spinnacre Way Ms. Lowery expressed her on going problems with flooding and drainage. She stated that children play in the ditch behind her and that recently one child was bitten by her dog, despite posted warning signs. She stated that she has not had a response from anyone regarding a solution to her problem. A. Approval of the Minutes from the Regular Meeting of June 13,2000. B. Consider and act upon a resolution of the City Council of the City of Wylie, Texas, changing authorized representatives for the Texas Local Government Investment Pool(TexPool). With regard to Item A, Councilman Worley asked for a correction to the Minutes, specifically, that Item No. 6 reflect that he made the motion rather than Councilman Young. With no further corrections to Item A, Councilman Trout made a motion to approve Item A, with corrections, and Item B of the Consent Agenda. Councilman Worley seconded the motion. A vote was taken and the motion was approved, 6-0. Councilwoman Allen was absent. The Mayor called for a five-minute recess before adjourning into Worksession. WO SESS1[U ?4O p.m Discussion of the proposed Wastewater Treatment Plant Mr. Bob Hogan, President of The Hogan Corporation began the worksession with an introduction of the proposed treatment plant Design Team. He introduced Mr. Larry Fuson, Mr. Pat Hogan, and Mr. Jeff Peters and provided the Mayor and Council with a brief summary of each of their qualifications. Also present were representatives from North Texas Municipal Water District, Mr. Bob Mansell and Mr. Dolan McKnight. Mr. Fuson addressed Council and provided a summary of the report, previously provided to Council. He stated that the driving force behind the construction of said plant is growth. He described the service area of both Wylie and Murphy. Mr. Fuson then described the chart that indicated flow projections based on the data provided by the previous City Planner and the newly adopted Comprehensive Plan. He referred to the year 2010 and projected that the flow contribution from the City of Murphy at 1.4 Million Gallons per Day (MGD)with a population of 9,500; and the City of Wylie's flow contribution at 3.2 MGD with a population of 23,000. He stated that the graph indicates use of existing plant,which operates on 2 MGD and suggested utilization through 2010. Minutes of April 11,2000 Wylie City Council Page 2 There was some discussion with regard to oversizing. Mr. Johnson, City Manager, stated that it is important that we do not undersize the proposed plant and that we need to plan for the worst case scenario. Mr. Fuson stated that the law states that when a plant is operating at 75% capacity, the planning phase must begin; at a 90% capacity construction must be underway. He stated that the existing plant is operating at 75%and has been for sometime. Mr. Fuson estimated a two to three year time frame for completion. He stated that when the new plant comes on line, we could keep the existing plant on line until the debt is paid off or the useful life of the plant is gone, however, should the need arise to take the plant off line for repairs, we can divert to the new plant, therefore it is beneficial to oversize. Mr. Jeff Peters addressed Council and displayed the anal photo of the proposed site for the Treatment Plant. Mr. Peters referred to Section 3,of the report that addressed the components of the Plant. He stated that it is their goal to produce a plant that will work efficiently yet be conscious of the effect that it will have on its neighbors and make it cost effective as well. He stated that they are driven by the permit and described the process. He described, using the map, the surrounding property and area for expansion, as needed. Mr. Peters explained the treatment for odor and the distance to nearest neighbor. He explained that the units, which will be close to the ground,would be visibly reduced by a berm and the facility will have lighting during the evening hours. There was some discussion regarding the safety benefits of the new Ultra Violet (UV) treatment versus chlorine. The existing plant still uses chlorine and they anticipate no elimination, or conversion to UV treatment, however, they do plan to improve by reducing the chlorine. Mr. Pat Hogan addressed Council with regard to cost. He directed the Mayor and Council to the last pages of the report. He stated that there was considerable detail work done to calculate the cost. Mr. Hogan stated that there are no extras and that offices were minimized. He stated that these costs are very much in line with treatment plants over the state. He concluded by stated that he realizes that the plant is a major investment,however, it will be a sense of pride for the community; and a modern plant with service to the future. There was question regarding cost and calculations. Mr. Hogan explained the cost cuts were made with thought to what was required. He referenced a notation to clarify within the report. Discussion continued with regard to future expansion and impact fees. Mr. Snellgrove provided the Mayor and Council with a handout on projected and current impact fees, stating that the present numbers are based on current collections and that they do expect this number to increase. There was some discussion regarding total project cost. Mr. Hogan explained that some operations of the plant that contribute to the increase of the project are requirements of the Texas Natural Resource Conservation Commission(TNRCC)and the Environmental Protection Agency(EPA). Mr. David Medenich, First Southwest, was also present to provide Council with options for financing. The estimated cost for the project was determined to be $18 million, total. There was some discussion about the estimated cost and factors that could increase the total, however, Mr. Hogan explained the built in projections to compensate for unforeseen expenses during construction. There was discussion with regard to the permitting process and the possibility of delay due to objections. Mr. Bob Mansell,representing North Texas Municipal Water District stated that they are not aware of any organized group but we should know if we will have opposition during the thirty-(30)day comment period. It was determined that a Resolution of commitment would be required from the City of Wylie to North Texas Municipal Water District to move forward with the project. The project will begin with the design phase and the engineering process is set for a January 2001 time frame. Mr. Medenich and Mr. Snellgrove will work out the financial details for the initiation of said project. The Mayor thanked the representatives from Hogan and North Texas Municipal Water District for their presentation. July 11, 2000 Issue Consider and act upon a resolution of the City Council of the City of Wylie, Texas, changing authorized representatives for the Local Government Investment Cooperative(LOGIC) Background LOGIC is organized pursuant to the Texas Interlocal Cooperation Act and the Texas Public Funds Investment Act as a local government pool. The participants include cities, counties, school districts, higher education districts, and utility districts from across the State of Texas. The pool is operated like a money market fund in which interest is earned daily and paid on a monthly basis. Changes to the staff have made is necessary for the City to complete a resolution amending authorized representatives. This resolution will revise the list of individuals authorized to complete transactions between the City and LOGIC. Staff has already sent a letter to LOGIC deleting the authority of former City Manager, Mike Collins. The authorized representatives in the new resolution will be the City Manager, Anthony Biff Johnson, the Finance Director, Brady Snellgrove, and the Assistant Finance Director, Judy Klusmann. Financial Considerations N/A Other Considerations The attached LOGIC resolution complies with the Public Funds Investment Act of the Texas Government Code and the City's Investment Policy. Staff Recommendation It is recommended that the City Council approve this resolution amending the authorized representatives for LOGIC. Background The replat under consideration is for Lots 12, 13, and 15 of Block G, and Lot 15 of Block E, of the approved Oak Meadow subdivision,plus additional unplatted property to create Lots 16 and 17, Block G. The applicant is replatting 1.9287 acres of land in order to increase the existing lot sizes, create two more lots, and develop the property with single family residential uses. The property is currently vacant,platted, and zoned for SF-2 (Single Family Residential)uses. Financial Considerations Rezoning application fee in the amount of$225.00—Paid The applicant is aware that Sewer Impact Fees in the amount of$2,824 and Parkland Dedication Fees in the amount of$1,000 must be paid prior to filing the plat with Collin County. Other Considerations • Staff has reviewed the proposed replat and found it to be in compliance with the Subdivision Regulations and other pertinent ordinances of the City of Wylie. • Due to the fact that the proposal under consideration is a replat of an existing subdivision zoned for residential uses, state law mandates that the City notify property owners within 200' in the original subdivision and hold a public hearing prior to taking action. Public Comment Forms were mailed to seventeen(17)property owners as required by state law. No Public Comment Forms have been returned. • Due to the fact that two new lots are actually being created,there are impact fees due for this replat. The applicant is aware that all impact fees must be paid prior to a request for the final plat to be filed with Collin County. The impact fee for new residential construction is$700 for water and$1,412 for sewer or a total of$2,112 per dwelling unit or lot. Board/Commission Recommendations At the June 20, 2000 Planning and Zoning Commission meeting,the P&Z recommended approval of this replat. July 11, 2000 Issue Hold a public hearing to consider and act upon a request from TXU Electric for approval of a zone change from A(Agriculture)to SUP(Specific Use Permit), generally located south of SH 78,north of Brown Street, and being all of a certain 69.982 acre tract out of the Francisco de la Pina Survey, Abstract No. 688, City of Wylie, Collin County, Texas. Background The applicant is requesting rezoning on 69.982 acres in order to develop their property with an electric substation. The property to the north(across SH 78&RR)has several business,including North Texas Municipal Water District and zoned for I(Industrial)uses. The properties to the east are zoned B-1 (Business), I(Industrial), PD(Planned Development)and A(Agriculture)and are developed accordingly with appropriate uses. The property to the south is vacant and zoned A (Agriculture), and the property to the west is vacant and zoned A(Agriculture). Public Comment Forms were mailed to nineteen (19) property owners within 200 feet of this request. Five (5) forms (29.22%) have been returned, all in opposition to the proposed zone change request. Financial Considerations Rezoning application fee in the amount of$325.00—Paid Other Considerations • The Comprehensive Plan recommends single family residential uses for the area. The proposed zoning and land use are not consistent with the Comprehensive Plan and not compatible with the surrounding development and zoning. • Electric Substations are permitted in A(Agricultural)zoning districts only after approval of a Specific use Permit (SUP). The purpose of the SUP is to allow for an additional level of review and requires that the Planning and Zoning Commission determine if such uses are harmonious and adaptable to building structures and uses of abutting properties. • In granting an SUP, the City may impose conditions which shall be complied with by the owner prior to the issuance of a Certificate of Occupancy. • The applicant will be required to plat the property prior to the issuance of any building permits. • The applicant is aware that Planning and Zoning Commission approval of a site plan shall be required prior to the issuance of any building permits. Specifically, Section 29A.2 of the Comprehensive Zoning Ordinance Number 85-23A states that site plan review and approval by the Planning and Zoning Commission shall be required for any development where more than one main building or use is proposed on a single lot or tract. Site plans shall contain sufficient information relative to site design considerations and shall conform to data presented within the building permit application. The purpose of the site plan is to ensure efficient and safe land development,harmonious use of land, compliance with appropriate design standards, safe and efficient vehicular and pedestrian circulation, and other utilities and services. Board/Commission Recommendations At the June 20, 2000 Planning and Zoning Commission meeting, the board recommended to approve the request to table ZC 2000-04 to the August 15, 2000 meeting. July 11, 2000 Issue Hold a public hearing to consider and act upon a request from Barry Patrick for approval of a zone change from A (Agriculture) to I (Industrial), generally located south of FM 544 and west of Sanden Blvd, and being all of a certain 15.296 acre tract out of the D. Strickland Survey,Abstract No. 841, City of Wylie, Collin County, Texas. Background The applicant is requesting rezoning on 15.296 acres in order to develop a portion of their property with industrial uses. Specifically, the applicant has stated that they intend to develop approximately 5 acres with a sheet metal fabricating shop. The property to the north is vacant and zoned A (Agriculture). The property to the east is zoned I (Industrial) and is developed accordingly with an industrial use (Sanden International). The property to the south is zoned I(Industrial)and is developed accordingly with an industrial use(Premier Industrial Park)and the property to the west is vacant and zoned A(Agriculture). Public Comment Forms were mailed to six(6)property owners within 200 feet of this request. One (1) form has been returned, neither for nor against the zone change request, but with concerns. Financial Considerations Rezoning application fee in the amount of$225.00—Paid Other Considerations • The Comprehensive Plan recommends business center uses for the area. The proposed zoning and land use is a more intense use than the Comprehensive Plan intends, and is not compatible with the surrounding development and zoning. • The current Zoning Ordinance does not provide for commercial or industrial zoning districts which would support the intent of the Comprehensive Plan. Staff has met with the applicant and recommends either PD zoning or waiting until the new commercial and industrial zoning districts are adopted. • The applicant will be required to plat the property prior to the issuance of any building permits. • The applicant is aware that Planning and Zoning Commission approval of a site plan shall be required prior to the issuance of any building permits. Specifically, Section 29A.2 of the Comprehensive Zoning Ordinance Number 85-23A states that site plan review and approval by the Planning and Zoning Commission shall be required for any development where more than one main building or use is proposed on a single lot or tract. Site plans shall contain sufficient information relative to site design considerations and chall conform to data presented within the building permit application. The purpose of the site plan is to ensure efficient and safe land development,harmonious use of land, compliance with appropriate design standards, safe and efficient vehicular and pedestrian circulation, and other utilities and services. • On May 31, 2000 the applicant withdrew his request for Zone Change 2000-05. Mr. Patrick intends to resubmit with a PD(Planned Development)request for 5 acres of this 15.296 acre tract. Our concern is that the area on Sanden Boulevard be developed as The "Preferred Commercial and Industrial area" of Wylie. Because of this,the existing PD zoning could not be extended for this property. • The proposed B-1 zoning is the most restrictive zoning district available which permits funeral homes. • The Comprehensive Plan recommends residential uses for the area. The proposed zoning and land use are not consistent with the Comprehensive Plan, and is not compatible with the surrounding development and zoning. Board/Commission Recommendations At the June 20, 2000 Planning and Zoning Commission meeting, the board recommended to approve ZC 2000-06. Staff Recommendations Staff cannot recommend approval. This proposed zone change does not concur with the City of Wylie's newly adopted Comprehensive Master Plan. July 11, 2000 Issue Consider and act upon the approval of an agreement for billing and collection services for calls and services from insurance companies for the Fire Department. Background We have inquired upon several companies and their services regarding billing and collections for fire department related calls. The companies provide cost recovery services for residential, commercial, and vehicle fires. Other items for collection might be vehicle extrications,rescue operations, hazardous materials incidents, false alarms and first responder EMS incidents. The following three companies submitted proposals for billing and collection services: All Around Medical Billing—P.O. Box 2043,Wylie, TX 75098 F.I.RE., Inc.-107 N. Pittsburg St. Collinsville, PA Specialized Billing &Collection Systems of Texas, 14340 Torreychase, Houston, TX 77269 Billing is sent to insurance companies only. No bills are sent to the property owners or tenants. The recovery companies pull information from run reports provided by the fire departments. All three companies work off commission. F.I.R.E., Inc. and Specialized Billing &Collection Systems propose a 15%fee while All Around Medical Billing proposes a 12%fee. F.I.R.E., Inc. and Specialized Billing and Collections Systems both have experience billing with the fire service. However, some F.I.RE., Inc. references were not satisfied with their collections. All Around Medical Billing has no specific experience billing for the fire service but they do have experience billing in the medical field. The cost of a call can run into thousands of dollars. Recovering the funds spent either in manpower, equipment usage, or supplies,will save taxpayers thousands of dollars each year. AAMB is a company that provides a billing service for the services rendered by WFD to persons or entities requiring or requesting said services. WFD hereby authorizes AAMB to bill the insurance companies of person(s) or entity(s) for the services WFD has provided to that person or entity within the jurisdiction of WFD. Billing will be based on a schedule of charges agreed upon by WFD and AAMB. WFD authorizes AAMB to collect said monies from insurance companies on behalf of WFD. AAMB agrees to collect only monies from the insurance company and wave all monies the insurance company does not pay because of deductibles or lack or limitation of coverage. AAMB will forward to WFD all monies collected within thirty (30) days of deposit of monies. AAMB agrees to deposit all monies in a fiduciary account. AAMB agrees to keep a separate accounting for WFD and provide to WFD a photo or facsimile copy of the document of deposit (check or electronic fund transfer document) from the insurance company. Specialized Rescue Operations: Special rescue operations can range from high angle rescue, swift water rescue, trench rescue, dive teams, and several other types of rescue operations. Each rescue operation is determined if billable and who would be responsible. No average bill amounts for specialized rescue operations, can range from several hundred to several thousand dollars. Hazardous Materials incidents: Hazardous materials incidents can range from a small spill to the one you hope never happens. Each incident is billed for each apparatus utilized on the incident, equipment, foam and other chemical agents, containment materials and deposal containers and charges. Types of incidents include: ruptured fuel and oil tanks, releases from tank trailers and railcars, pipeline releases, releases from storage and manufacturing facilities, barge and ship releases, and basically any hazardous material release in which the fire department must take action on,to prevent damage to the environment or individuals. Amounts can range from several hundred to the tens of thousands of dollars. Structure Fire: RESIDENTIAL FIRES: Most homeowners policies written in the State of Texas do not provide coverage for fire departments to be reimbursed for services provided. Some mobile home polices provide coverage with up to a maximum of five hundred dollars. COMMERICAL FIRES: Commercial and apartment building fires usually have some provisions for fire departments to be reimbursed for services provided under a section in the policy entitled, "Fire Department Services". A Brief History of F.I.R.E., INC During the early 1990's, it became very evident that the methods of financing fire and rescue efforts were quickly falling short of adequate. It became apparent that unless an alternate means of finance became readily available, many volunteer fire departments would become a part of history rather than progressing into the future. This became all too real to an insurer of fire departments. Being an insurance provider to scores of fire departments caused C. Brian Higbee, CIC AAI, to see that an immediate solution was essential. Several years ago, when visiting fire departments that he insured, he found that several were faced with budgets being strained to the point of not having the premium for insurance. Although these fire companies were putting hard effort into fund , raising, there still was not enough money to make budget, even though a greater demand ' • was being placed on the volunteer members for their time and labor. Because of the size of Brian's company and his desire to work with fire companies, Brian was able to wait until the finances came in. This was the short term answer. However, the long term solution was not found in the tools used in the past. After an excruciating amount of research and hundreds of hours of scrutiny and exploration, a real solution surfaced. Recovering cost through billing, not of the auto or home owner, but their insurance companies became the possible means of finances that could assist fire departments with their fiscal dilemma. Billing an insurance company for a service that had been enjoyed at no cost previously had held a true challenge. Holding two separate professional designations in insurance brought Brian an educational advantage. Being involved with adjusting thousands of claims for fire departments and municipalities, by owning and managing a successful property and casualty insurance brokerage firm, brought the experience needed to enter into this arena. However, unless the fire departments could be reached and serviced with a professional and experienced team, this real solution would fall far short of its potential to aid fire departments throughout the United States. How Cost Recovery Works Briefly described, we bill the insurance company of the individual or business requesting services. We then receive the payment from the insurance company and forward the recovered cost to the fire department for the services they have rendered. Below are the details of that process. The Incident Report As we all know, every fire and rescue entity completes an incident report for each call for assistance. We utilize this report as the core of the billing information. (At the end of this . proposal is a sample F.I.R.E., Inc. indident report.) Our goal is to make this process as,. streamlined and effortless as possible. We accomplish this by: > providing a toll free fax line; ➢ providing custom incident reports containing all necessary information; > only requiring the most vital information. After the incident report is completed, it is then faxed, toll free, directly to our billing headquarters in southwestern Pennsylvania. The Bill As soon as the incident report is faxed to our billing staff, it is immediately downloaded and a bill is sent via our automated billing system to the insurer of the individual or business benefiting from the service. Most of the information on the bill will come from the incident report. However, hourly rates are determined for each piece of equipment before the first bill is sent. The hourly rates are based on the information you provide and are agreed upon by you. Perishables such as flares, foam, absorbent material, etc., are charged based on a cost of replacement basis. All bills contain the fire department information, incident report number, insured name and policy number along with other information required by insurance companies. Each fire department's billings are kept separate and independent from other fire departments. Second Billing and Follow-up Calls It is often usual and necessary to follow-up the sent bill with several calls and second and third billings. The ultimate success of this focused effort depends upon the experienced billing staff at F.I.R.E., Inc. Often, claims adjusters will deny based on improper information or will try to stonewall the payment of the cost recovery. All billing must be done according to each company's own procedures and rules. Receipt of Payment When we receive payment from the insurance company, our accounting department photocopies the check and directs payment to your fire company. Accounts are paid every thirty days and are never held more than thirty days. All monies are held in a fiduciary account. No monies are co-mingled. All accounting is separate for each fire department. Because each fire department is identified separately by our staff and the insurance companies, the potential for confusing accounts is extinguished. Cost to You All faxes and phone calls are toll free. During 1998, there are no setup charges. We are considering an initial setup charge for new accounts in late 1998. However, currently any new fire departments will not have a setup charge. Again, our goal is to make this process as effortless for the fire department as possible. When we receive payment from the insurance company on incidents that occur after the date our contract begins, we charge: 15% of the amount collected. The second type of cost recovery is billing residents and non-residents alike. This process includes businesses, MVA structure incidents, etc. As with type 1, the bill is sent directly to the insurance company. If there is no insurance, then you must decide whether to pursue the individual or business. This is the type that most fire companies choose to recover. 3. July 11, 2000 Issue Consider and act upon approval of a Resolution requesting the North Texas Municipal Water District to move forward with implementation of the program which includes filing of a TNRCC permit request along with the design and construction of a five (5)million gallon per day wastewater treatment plant. No background material is necessary. RESOLUTION NO. 2000-15 (R) A RESOLUTION OF THE CITY OF WYLIE, TEXAS, REQUESTING THAT THE NORTH TEXAS MUNICIPAL WATER DISTRICT (NTMWD) MOVE FORWARD WITH THE IMPLEMENTATION OF THE PROGRAM WHICH INCLUDES FILING OF TNRCC PERMIT IV REQUEST5 MILL ON GALLON PER NG WITH THE DESIGN AND CONSTRUCTION DAY WASTEWATER TREATMENT PLANT. WHEREAS, The City of Wylie approved on April 27, 1999 execution of a contract titled Muddy Creek Regional Wastewater System Contract; and WHEREAS, the City of Wylie is in receipt of a report prepared by The Hogan Corporation titled Muddy Creek Regional Wastewater Treatment Plant; and WHEREAS, the City of Murphy has executed a similar contract and is in receipt of the same report as referenced above; and WHEREAS, it is necessary to move forward with the development of said wastewater system improvements, and NOW THEREFORE BE IT RESOLVED that the City of Wylie requests the NTMWD to move forward with the implementation of the program which includes filing of a TNRCC permit request along with the design and construction of a five (5) million gallon per day wastewater treatment plant and the NTMWD is further requested to move forward with the financing of the project and issuance of revenue bond in the approximate amount of$15,000,000.
