A city council work session is scheduled for next Tuesday to
discuss two items in which staff needs particular direction.
Staff would like to discuss all options and alternatives
regarding the priority sewer lines under the Texas Water
Commission requirements , and the financial consequences in the
future.
We are also interested in discussing all options for
infrastructure requirements for Sanden Corporation.
Although the City has no legal requirements, an incentive package
has been discussed in the enclosed letter of July 9, 1987 . It is
critical that these items be tied down to assure a continued
cooperative spirit with Sanden. The cooperation we give Sanden
now, will affect our dealing with other industries in the future,
land will play a big role in any economic development effort .

Re: Letter of July 2, 1987 - Incentive Package
Dear Mr. Bentley:
I have discussed your letter, individually, with each member of the
City Council. Additionally, Mayor Trimble has communicated with
the Council regarding the proposed incentive package delineated in
your letter. After a review of your request, it is my belief that
the City Council will favorably consider most aspects of the
incentive package you have proposed. However, formal Council
action will have to be taker, before a commitment can be legal and
binding in these matters. Nevertheless, I believe I have a
consensus of the Council in regard to the City' s response to the
package which is as follows:
1. (a) The dirt road addressed in your letter is actually a
prescriptive easement and is not wide enough in several sections to
accormodate a road as requested. However, the City feels that if we
were able to take down the fence on the East side of the road,
which is your property, the desired width could be obtained. It
will probably be necessary for the City to obtain this necessary
dedicated right-of-way from you to construct the road your client
desires. Given resolution of the right-of-way problem it is my
belief that the Council will favorably consider your request of ar,
all-weather rock surfacing and do so in a very timely manner to
assist your client in the construction phase. The road
modification would call for a 27 foot width roadway and
approximately 2000 feet in length which would extend the roadway to
the existing bridge structure.
1. (b) & (c) These items were discussed and the Council' s
intention is to request that the linking of FM 544 and U. S. Highway
78 be done by the entention and paving of this roadway. This would
be accomplished as a Collin County bond project item scheduled to
go to the voters in 1988. Moreover, the Council has set a workshop
sessior, on the evening of July 16, 1987 with Collin County
Commissioner, Jerry Hoagland, and members of the Count y' s Public
Works Staff to discuss this item and other thoroughfare issues of
joint interest with the County. The timetable for this project

probably would not meet your proposed schedule, but the City feels
a much better roadway and bridge facility could be obtained through
this method.
1 . (d) Your request for a traffic control light at the
intersection of this roadway and FM 544 will necessitate a traffic
study and a subsequent request by the City to the State Department
of Highways and Public Transportation. The study will address the
State' s criteria for justification, of a traffic signal at this
location.on. If the intersection meets the criteria set forth by the
State, the Department of Highways and Public Transportion will
install and maintain the traffic control device.
1 . (e) The City has no problem meeting this request for the
road' s na;,;e. Council action will be required, but is a mere
formality.
1. (f) The City will provide a maintenance crew to clean up
the ditches and debris along the dirt road and the area at the bend
of the road. Signs of "no dumping" will be posted per your request
and the grass mowed.
In regard to Item 2 of your letter, the City has not completed its
engineering study regarding water and sewer service for this area.
This study is currently underway by the City' s project engineers,
CH2M Hill of Dallas, Texas, in regard to updating the City' s water
distribut ion and sewage collection system. I feel that your
client ' s request for a ten ( 10) inch water line extent ion will be
favorably considered by the Council. The City is concerned about
your demand for water and fire protection needs since we have
little informaticor, about the proposed manufacturing facility.
Additionally, the City is interested in discussing your facility' s
fire sprinkler needs as this line will not be initially looped into
the main system.
In the matter of Item 3, contract zoning is illegal, and your,
client would have to follow our standard zoning procedures. The
City Staff will assist your client if he desires a rezoning request
before it goes to the Planning and Zoning Commission and City
Council, so that the best use of the property can be accomplished.
Your incentive proposal addressed as Item four (4) is one that the
City has no authority over. Your client would have to seek an
agricultural exemption from the Collin County Central Appraisal
District. Your client would probably be faced with the tax
rollback provision when the property is converted to industrial
use, if successful with it' s initial ag exemption request.
The sewage line and lift station request addressed as Item five (5)
are linked with the City' s engineering study of the water
distributic•r, system ( Item 2) for the City. Nevertheless, it is my
belief that the City will commit to serving your client' s facility
adequately. However, the City' s wastewater collection plan is not
fully developed at this time. In discussions with the City' s
of

project engineers, the frontage on FM 544 was being initially
planned as the service route for the wastewater system for this
area of the City. The City does not expect this study and the
recommendations to be complete for at least another four to five
months since the Council only authorized a City-wide study of the
City' s water and wastewater system last month. This study will be
followed up with significant capital improvements to the City' s
utility system slated to begin next year. Again, sizing and flow
demand, as in the water distribution issue is critical and the City
has little information in this regard. Our cost estimates for
water and sewer have been based on your requests.
Finally, the City Council, I believe, will favorably consider the
donation ion of certain port ions of the flood plain area as public park
property. However, if this property becomes a public park, it would
have to be accessible to all the public. From a tax standpoint
though, this action will certainly act to benefit your client.
In closing, the Mayor and Council stand ready to discuss these
issues and any others at your earliest convenience so as to assist
your client in becoming a member of our community. The City of
Wylie wants your client here and is receptive to further
discussions regarding your client' s requests and concerns. The
City Staff, likewise, stands ready ar,d available to assist you in
providing your client information about our policies and
procedures, so as to facilitate ,your client' s move to our
community.
Please inform us of any subsequent discussions that may be needed
so that the final decision can be made.
