09-03-2013 (City Council) Minutes Wylie City Council CITY OF WYLIE Minutes Special Called Work Session Wylie City Council Meeting September 3, 2013 — 6:00 p.m. Wylie Municipal Complex —Council Conference Room 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. Mayor Eric Hogue called the meeting to order at 6:00 p.m. City Secretary Ehrlich took roll call with the following Wylie City Council members present: Councilwoman Diane Culver, Mayor pro tem Rick White, Councilman Keith Stephens, Councilman Nathan Scott, Councilman Bennie Jones, and Councilman Todd Wintters. Staff present included: City Manager, Mindy Manson; Finance Director, Linda Bantz; City Secretary, Carole Ehrlich, and Public Information Officer, Craig Kelly. INVOCATION & PLEDGE OF ALLEGIANCE Fire Chief Corbin gave the invocation and Finance Director Linda Bantz led the Pledge of Allegiance. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Council regarding an item that is not listed on the Agenda. Residents must provide their name and address. Council requests that comments be limited to three (3) minutes. In addition, Council is not allowed to converse, deliberate or take action on any matter presented during citizen participation. No citizens were present wishing to address council during Citizens Comments. Minutes September 3, 2013 Wylie City Council Special Called Meeting Page 1 REGULAR AGENDA 1. Hold the second Public Hearing on the proposed tax rate of$0.8839 for fiscal year 2013-2014 and provide all interested persons an opportunity to be heard, either for or against the proposed tax rate; and announce the date, time and place of the meeting at which the Council will vote on the tax rate. (L. Bantz, Finance Director) Staff Comments Finance Director Bantz addressed council stating that in accordance with the "Truth in Taxation" laws of the State of Texas, on August 13, 2013, the City Council voted on the proposed tax rate and scheduled two public hearings on the proposed tax rate. The first public hearing was held on August 27, 2013 and this is the second public hearing. The proposed 2013-14 budget is based on a tax rate of$0.8839 per $100 valuation. Any changes made to the proposed tax rate or Proposed Budget could affect required publications and steps in the tax rate and budget approval process. Public Hearing Mayor Hogue opened the second public hearing on the 2013-14 proposed tax rate at 6:04 p.m. asking anyone present wishing to address council to come forward. No one was present to address council. Mayor Hogue closed the public hearing at 6:04 p.m. Council Action A motion was made by Mayor pro tern White, seconded by Councilman Jones to set September 10, 2013 at 6:00 p.m. in the Council Chambers of the Wylie Municipal Complex, 300 Country Club Road, Wylie, TX as the date, time and place at which Council will vote on the tax rate. A vote was taken and the motion passed 7-0. ADJOURNMENT A motion was made by Councilman White, seconded by Councilwoman Culver to adjourn the meeting at 6:10 p.m. A vote was taken and the motion passed 7-0. \e .
