AN ORDINANCE AMENDING ORDINANCE #78-17 PRESCRIBING REGULATIONS FOR SPEEDS
OF MOTOR VEHICLES THROUGH AND ALONG SOUTH THOMAS STREET FROM STONE SOUTH
TO THE ENTRANCE TO WYLIE COMMUNITY PARK; AND WITHIN WYLIE COMMUNITY PARK;
PROVIDING FOR A PENALTY FOR VIOLATION, CONTAINING A SEVERANCE CLAUSE; AND
PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS:
Section 1. That this ordinance be added to as an amendment of
Ordinance #78-17 as follows : " In accordance with Article 5, Section 2a of
Ordinance #78-17 the speed limit for motor vehicles operating on South
Thomas Street is hereby established as twenty miles per hour (20 m. p.h. )
from Stone Road south to the entrance to Wylie Community Park.
Section 2. That the speed limit of motor vehicles within Wylie
Community Park be established as fifteen miles per hour (15 m.p.h. )
maximum."
Section 3. Any person violating any of the provisions of this
Ordinance shall be deemed guilty of a misdemeanor, and, upon conviction,
shall be subject to a fine of not more than two hundred dollars ($200.00) .
Each transaction in violation of any of the provisions hereof shall be
deemed a separate offense.
Section 4. If any section, paragraph, sentence, clause, or phrase
of this Ordinance is found to be invalid by a court of conpetent juris-
diction, it is hereby declared to be the intention of the City Council that
these sections be considered separate and severable, and that the judgement
of such court would not affect the remaining phrases, clauses , sentences,
paragraphs , or sections of this Ordinance.
Section 5. The fact that there are no adequate controls creates a
hazard and endangers the health and safety of the people of the City of
Wylie, and it is hereby declared to be an emergency and that this Ordinance
shall take effect immediately upon final passage thereof and the publica-
tion of the caption hereof.

Dear Mr. Vickers:
In accordance with your request, I looked at the above men-
tioned section of Oak Street and have prepared the following cost es-
timate based upon a 27-foot street with curbs of 6-inch thick con-
crete. The intersection of Oak and Fifth presents a drainage problem
which can be overcome with a special design.
Cost Estimate:
Pavement $ 14,206
Curb . . . . . . 567
Drainage 6,400
Total . . . $ 21 ,173
A decision will have to be made as to how the cost will be
shared. No estimate has been made for engineering which would have
to be included.

The following represents my cost estimate for the differ-
ence between the proposed plans agreement between the Woodbridge
Development Company (Trails Addition) and Don Kreymer (Second Street
Addition) , and the making of South Second Street a full 36-foot
wide concrete paved collector street to meet the width established
north of Park Lane.
It is my recommendation that South Second Street be con-
structed as a 36-foot wide street based upon the projected growth in
traffic in and around the Wylie High School as the city grows.
Cost Estimate:
Pavement $ 11 ,594
2 - 10-foot Inlets . . 2,000
Additional 18-inch RCP . 1 ,892
Total . . . $ 15,486
It will be necessary to obtain deeded easements for the
lots on the west side of South Second that are south of the proposed
Second Street Addition.
If the City Council decides to not pave the additional
width over that of the approved Second Street Addition at this time,
then the decision must be made as to whether or not it should be
done at a later date. The reason for this is that the shape of the
cross-section should be determined at this time and whether or not to
put the paved section next to the Kreymer development or next to

Gentlemen:
As an interested citizen for Wylie's betterment and serving to help
that cause as a P & Z member, I have a request of the City Council
and in turn the administration.
Background for this request is as follows:
Almost one year ago this month, I was asked by the City Council to
investigate the feasibility of a mobile home park for Wylie. I did
just that -- taking a great deal of my personal time and some expense
to thoroughly investigate, and in turn, report in a business format
conclusions as well as long and short term implications to Wylie
citizens. I am at a complete loss to understand the lack of acknow-
ledgement for or against, or just opinions, expressed by the former
City Council (except 2 members) , or the current one, on the report
back to me. Had an outside consultant done this work, you know the
fee would have been in the thousands of dollars. Since you got the
study free from a citizen who had no interest in it but what is best
for Wylie, it seems to have carried little impact.
The action (or lack of it) leads me to wonder how I 'm supposed to
best work and approach the City Council .
Because of this and more importantly the long, drawn out controversial
issue mobile home parks have been in the Wylie area, I would like to
ask that an immediate moratorium be put on consideration of any new
mobile home development.
This would be a temporary measure that will give us time to:
A) Evaluate our position on parks within the whole master plan.
B) Re-evaluate our ordinances as they would then apply to this
position.
C) Address the sub-division issue in light of mobile homes and
not disregard it as was done in the draft copy of Hogan & Razors'
proposal # 5.06.
D) This action will keep us from having any communication under
our current regulations.
This request has nothing to do and no affect on the Glen Knoll Park.
The moratorium should, however, allow us not to have to hear any pro-
posal to the City Council or P & Z until these issues as well as
others are resolved. This would also, of course, preclude the ad-
ministration from encouraging any conversations with developers.

SUBJECT: Manager's Newsletter
With reference to Trails Addition and South Second Addition, the
administration very much needs a decision from the City Council as to
the street pavement width for South Second Street before you approve
the pavement design or the final plat for Second Street Addition.
In addition, a decision needs to be made concerning distribution of
paving costs for South Second. If we have these decisions , we can
procede with other matters related to this development.
Mr. Don Kreymer has requested to be placed on the agenda for the
June 7 meeting concerning improvements to Oak Street east of Fifth for
a distance of approximately 253 feet. A cost estimate for improvements
to Oak east of Fifth, as well as the cost estimate for extra width
pavement on South Second Street is included with your agenda packet.
We have recommended and requested that Mr. Richard Thiessen, Communi-
cations Services , Inc. be prepared to present his case to the City
Council either on June 14 or June 27.
New water services were installed and placed into service on Memorial
Street during this week. Today, salvage of two each S300.00 plus gate
valves were undertaken at the intersection of Memorial and Kirby and
Memorial and Valentine. As of this writing, we do not know if that
work was completed, but we have instructed Public Works workers to make
certain people can travel on Memorial and get into and out of their
driveways over the weekend.
Dr. Ted Trimble has insisted for some time that the City install speed
bumps on Thomas near his home. He may call members of the Council to
insist that these be installed. Rather than speed bumps, which punish
automobiles and drivers and passengers, if anything is ordered by Council ,
we recommend you authorize the installation of small ridges similar to
those located on F.M. 2514 just east of F.M. 1378, to alert motorists to
observe the new twenty mile per hour speed limit signs on South Thomas.
Due to limitations on time, we must abbreviate the newsletter at this
time.
