MEMORANDUM
TO: City Council
FROM: Mayor Squires
DAlE: June 22, 1983
In regards to the newsletter reflecting a meeting with the builders and
developers of Wylie prior to the Planning & Zoning meeting of Thursday,
June 23rd, I was unable to set this meeting. I did not receive my copy
of the revised draft until Friday, June 17th and the builders and developers
did not receive their copy until after Monday, June 20th, and I did not
feel this was ample time for each party involved to read and study these
drafts.
There has been a meeting set for June 30th, at 6:00 P.M. at City Hall
with the builders and developers. If you are interested in attending
this meeting, please call City Hall and let Carolyn know in order for
proper notice to be posted if there is going to be a quorum.

BEING a tract of land 20 feet in width out of the James Truett Survey, Abstract No. 920,
Collin County, Texas, and being part of a 48. 595 acre tract of land conveyed to G. C.
Kreymer, Archie Kreymer, Clifton Kreymer and Billy Kreymer by deed recorded in Volume
949, Page 638 of the Deed Records of Collin County, Texas, and being more particularly
described as follows:
BEGINNING at a point in the Southerly right-of-way line of St. Louis Southwestern R.R.

North 58° 17' 12" East, 130.07 feet from the most Northerly Northwest corner of said

§ KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF COLLIN §
That the undersigned, G. C. KREYMER, in consideration of the sum
of $10.00 and other good and valuable consideration, to him in hand
paid by the CITY OF WYLIE, in Collin County, Texas, herein called
"GRANTEE" , the receipt of which is hereby fully acknowledged, hereby
grants, bargains, sells, transfers and conveys to Grantee a permanent
easement to install, replace, repair and maintain underground sewer
lines upon the following described property, to wit:
BEING a tract of land 20 feet in width out of the JAMES
TRUETT SURVEY, ABSTRACT NUMBER 920, Collin County, Texas,
and being part of a 48. 595 acre tract of land conveyed to G.
C. Kreymer, Archie Kreymer, Clifton Kreymer and Billy
Kreymer as recorded in Volume 949, Page 638 of the Deed
Records of Collin County, Texas, and being more
particularly described as follows:
BEGINNING at the most Westerly Northwest Corner of the
above referenced 48. 595 acre tract of land; said point also
being in the South right-of-way line of the St. Louis
Southwestern R. R. (100' R.O.W. ) ;
THENCE, South 02 deg. 05 min. 46 sec . East, departing said
right-of-way line and with the Westerly boundary line of
said 48. 595 acre tract, a distance of 264. 46 feet to a
point;
THENCE, North 87 deg. 54 min. 14 sec . East, departing said
West line, a distance of 20. 00 feet to a point;
THENCE, North 02 deg. 05 min. 46 sec . West, a distance of
276. 61 feet to a point in the South right-of-way line of
the St. Louis Southwestern R. R. ; said point also being the
beginning of a non-tangent curve to the left having a
central angle of 00 deg. 43 min. 14 sec . , a radius of
1860. 08' and a chord bearing South 56 deg. 38 min. 36 sec.
West, 23 .40 feet;
THENCE, along said curve and said right-of-way line, an arc
distance of 23 . 40 feet to the point of beginning and
containing 0. 124 acre of land, more or less. (5411 . 265 sq.
ft. ) and including a temporary construction easement 50
feet in width and located concurrent with the permanent
easement described above and said temporary easement to be
located within the 48. 595 acre tract out of which the
permanent easement has been granted.
Such easement shall include the right of ingress to and egress
from the described property for the purpose of installing, replacing,
repairing and maintaining such underground sewer lines .

instrument this day of June, 1983 .

INTERLOCAL COOPERATION AGREEMENT
This Agreement is entered into on the day of , 1983, by
and between the Cities of Rovse City, Nevada, Josephine, Wylie, and Farmersville,
Texas, to set out the terms and conditions for the performance of certain governmental
functions and services, and in consideration of such terms and conditions, the parties
hereto agree as follows:
1.
This Agreement is for the performance of governmental functions and services
consisting of fire protection and ambulance service on an emergency assistance basis.
2.
Each of the parties hereto is legally authorized to perform fire protection
services and ambulance services.
3.
This Agreement shall be for a period of one year from the effective date hereof
and shall be renewed annually unless one of the parties hereto shall express to the
others its desire to discontinue said Agreement, such expression to he in writing and
delivered to all parties not later than 30 days prior to the annual renewal date.
4.
The party or parties paying for the performance of the governmental functions
or services described herein shall make payments therefor from current revenues
available to the paying party.
5.
The terms and conditions of this Agreement have been duly authorized by the
governing body of each party to this Agreement.
6.
The parties agree that the City providing the service agreed to herein, shall
apply its rules, regulations and standards while performing such service on behalf of
the receiving City.
7.
The parties agree that whenever one of them is performing or furnishing fire
protection services or ambulance services to one of the others, any civil liability
relating to the furnishing of those services is the responsibility of the governmental
unit which would be responsible for furnishing the services in the absence of this
Agreement.
8.
The purpose of this Agreement is that should one of the parties hereto require
emergency assistance in any matter involving the furnishing of fire protection or
ambulance services, it may call upon the Chief of the Fire Department responsible
for such service in the other cities agreeing hereto. Emergency assistance in the
event of a civil emergency existing in one of the parties hereto will not require formal
request from one City to the Chief of the appropriate department in another of the
cities. Such emergency assistance shall be authorized by virtue of the execution of
this Agreement by each of the parties hereto.
9.
In order to facilitate the handling of requests for assistance under the provisions
of this Agreement, each of the parties hereto shall designate a representative to be
the responsible individual to request assistance of one of the other parties hereto and
to determine the availability of manpower and equipment to the furnishing City. In
the absence of any specific designation of the City Council or City Manager of each
City, the Fire Chief of each City shall be the responsible individual with regard to
fire protection services and ambulance services.
10.
The parties hereto agree that this arrangement is only for emergency needs and
services beyond the ordinary capabilities of the receiving City and is not intended to
relieve each City which is a party hereto from its governmental responsibility for
furnishing such services in the ordinary course of its operations to its citizens and
corporate area.
