Gentlemen:
I was born in the oilfields of Oklahoma in 1922, but
at the age of six months moved to the West Texas oil country
where I was reared to a good Texas size of 6 ' 3" , 240 lbs .
My youth was spent in an oil camp by the name of Texan,
Texas (noted for the discovery well of the Permian Basin)
located in Reagan County. I attended Texon grammar school
and graduated from Reagan County High School, in Big Lake,
Texas, in 1939 with my greatest interest in life being
aviation.
The next two y':ars were very full years, I . E . obtain-
ing two years (60 semester hours ) of college, managing to
obtain a private and commercial pilot ' s license amidst find-
ing jobs and the time to fully support myself and my activi-
ties .
The year 1941 found me qualified and accepted for
training as a Flying Cadet in the U . S . Army Air Corp . I
was successful in completing this training and for the
next four years served my country in various ways as a
twin-engine pilot, four engine pilot, instructor, test pilot
combat pilot, and squadron commander . Upon completion of my
military service in 1945 I returned to the University of
Texas and continued my education toward a degree in Business
Administration, finishing in 1947 .
I have held positions of leadership throughout my
business career as well as in my military career . I enjoy
responsibility and have the fortitude to discipline myself
for the job at hand . My morals are high and concern for my
fellowman is foremost in my mind .
I am a Christian and prepared to speak in behalf of
God and Christ at anytime . In 1966, while General Manager
of a company, I had the desire to learn more about my beliefs
and undertook to do the necessary studies to become a licensed
minister in the Methodist Church. I try my best to live my
complete life as a Christian and today teach our church' s
largest senior adult Sunday School Class .

In my search for fulfillment I gradually realized I had
not found it in economic success and social acceptance . My
happiness was most realized when I was serving others and
had the interest of others foremost in my mind .
All of this fully came to light in 1970 when as General
Manager of Vandergriff Enterprises, Inc . , Arlington, Texas
I found myself working for and with Tommy Vandergriff, one
of the most respected men in Texas, in addition to having
national recognition. As General Manager of a parent organ-
ization consisting of two Chevrolet agencies, a Buick agency,
three leasing agencies, a loan company, an insurance company
and various other investment companies, consisting of over
400 employees I believe I certainly had attained social accep-
tance and economic success . But in this association I became
very close to Tommy Vandergriff in his service as Mayor of
Arlington, a position he had held for twenty years . I really
became aware of the great services needed in our cities .
Tommy Vandergriff became aware of my great interest and in
short, he helped me get into the work that I truly love doing,
I .E. City Management. The needs are great and I feel I have
the. intelligence aryl the desire to fulfill those needs . You
will also find attached a letter of commendation from Mr .
Tommy Vandergriff .
I felt to be honest with myself and to test my capabil-
ities in this direction I should lean toward a small city of
8,000 to 10,000 population . When I came to Burleson August
15, 1970, I had six weeks left on budget that was already
overspent and the City was about $35,000 in the red (this
was due to poor management of the previous City Manager that
had been relieved of his duties ) . I made out the 1970-1971
budget (October 1, 1970-September 30, 1971) allowing for all
the needs of the City and making up of the $35,000 deficit
and had $1500.00 in cash left,
We were able to start the 1971-1972, (October 1, 1971 to
September 30, 1972) in the black, raise salaries 7 . 5%, in-
crease our services, pay all our bills for the year, pur-
chase needed new equipment, and ended the year on September
30, 1972, with approximately $75,000.00 in the bank. This
was quite a contrast to the two years before .
Our 1972-1973 (October 1, 1972-September 30, 1973)
budget was approved and we gave a 5% salary increase, add-
into to our police staff, purchasing and paying 100% cash
for three new police autos, four new pick-ups,, a new gar-
bage truck, and new back hoe and other equipment. We asked
for no increase in utility rates and had a $31,000 contin-
gency fund . This was done with a 5¢ per S100.00 valuation
decrease in taxes, making a total decrease in the tax rate

I am convinced that we have been very successful in
operating the City of Burleson for the past 4 years, and
the above mentioned will give you an idea of the highlights
of our administration.
At this point I will attempt to give you a few of my
ideas as to good city government, and will begin by saying
I prefer the Mayor and Council/City Manager system. They
are as follows:
1 . An up-to-date Home Rule Charter covering all phases
of the city is vital in every respect, I .E . (A ) incorpora-
tion: form of Government, (B) corporate and general powers .
(C) council, (D) the city manager, (E) budget, (F) issuance
and sale of bonds, ( G) finance administration, (H) tax admin-
istration, (I ) nominations and elections, (J) initiative,
referendum, and recall, (K) franchise and public utilities,
(L) general provision.
2. Mayor should be elected as Mayor and each council-
man elected for a certain position with at-large voting.
Mayor should vote on all issues . Mayor and Council make
all policies of city operations and leave to the City Man-
ager to carry out the policies . Mayor/Council should not
give orders directly to the city employees, but deal through
the City Manager . Mayor/Council should be in constant
touch with citizens to see what changes should be made .
No Mayor or councilman should be eligible for appointment
to any city job until out of office for minimum of two years .
3 . The City Manager should by appointed by the Mayor/
Council and should hold office at Mayor/Council will . City
Manager should have right to perform his duties as set
forth in the charter, and/or as instructed by Mayor/Council. ,
City Manager should have responsiblility of all city employ-
ees and operations ,
4. Department Heads should be responsible to the City
Manager for all employees and functions within their respec-
tive departments. All department heads will be thoroughly
familiar with operations under their supervision, No super-
visors will be assigned by a department head unless/until
written authority is received from the City Manager. Depart-
ment Heads are to be appointed by the City Manager and must
have Mayor/Council approval.
5 . All employees will be expected to give a day' s work
for a daTT pay. All employees should be ready and willing
to wear 'several hats" if it is necessary. All employees
should work for the good of the City and willing to save
every penny possible . All employees will use proper channel
of authority.

6 . Communication are vital and necessary to all organ-
izations . There should be a policy of "don' t say it--write
it" . Work orders should be used, spelling out what is to
be done, how and when. All communicatLons should be intial-
ed and dated by all employees concerned .
7. Equipment should be handled and used with respect .
Records should be kept on all equipment to dtermine need,
replacement, etc . Equipment should never be abused .
8. Records are extremely important in all phases of
work. There should be a recorded job description on all
jobs within the city and each employee should be very-amil-
iar with their job description. A personnel file will be
kept on each employee . Each employee will have his/her
file reviewed at least every six months by their immediate
supervisor (if any) and at least once a year by their Depart-
ment Head and th City Manager .
9. Courtesy is something all people can ossess and is
to be definitely a requirement for all city emp oyees .
I am sure as each of you read this you will immediately
have something come to mind I have not mentioned . I ask you
to read this with the idea of getting a general idea of me
and my thinking, knowing that I realize each city has spec-
ific problems . In general, I feel a city should and can be
operated as any successful business, I .E . you certainly have
to be curteous to all people, have the respect of your citi-
zens and employees, rationalize your decisions, keep good
records, be firm but fair, being able to say "no" when nec-
essary, and certainly not spend more thatn you have coming in.
Gentlemen, I consider your city a fine place to live and
raise a family. I would consider it an honor to be your City
Manager and will appreciate your every consideration.

Mayor & Councilmen:
Please accept this as an addendum to the resume you have just read. It
covers the time since I left Burleson as City Manager to the present.
I was offered the opportunity to form a City Government from its begin-
ning. The town of Watauga was incorporated with approximately 200 people in
1958. It struggled along very slowly until around 1970 when builders realized
the strategic position Watauga was in; i.e. , located between downtown Fort Worth
and the new Dallas/Fort Worth Airport. The problems really started mounting
and in July 1975, the Mayor and five Aldermen found themselves with their
backs to the wall in having a city of 8,000 people (and having been told to
expect 16,000-20,000 by 1980) , still operating under general laws, no full
time employees, no city taxes, streets rapidly deteriorating, and above all,
the FHA giving them a deadline of September 1, 1975, to have "an acceptable
program for services and protection of the citizens, or all FHA Loan Insurance
would be stopped in Watauga".
I lived in North Richland Hills, so I was familiar with their problems,
and they were familiar with my "track record" in both business and municipal
government. It was the opinion of the Mayor and Aldermen that I was the
person capable of taking a good business approach in organizing their city
government in the best suitable manner. We began negotiations in which we
settled on starting financial arrangements, future financial deals, and I was
allowed to reside in my North Richland Hills home.
Since my starting date of August 1, 1975, we have, in addition to carry-
ing on day-to-day business, accomplished the following:
1. I prepared their first budget and held work sessions with
the council.
2. Planned first budget ordinance
3. Planned first taxation ordinance, based on 55% and $1.02
per $100.00
4. Planned first ordinance setting a fiscal year, October 1 -
September 30
5. Planned ordinance appointing the Birdville School District as
City Tax Assessors, Collectors and Board of Equalization
6. Planned first ordinance calling for necessary positions,
departments, and Boards, as I described earlier
7. Appointed first city attorney
8. Appointed first city engineer
9. Appointed first full time Chief of Police
10. Hired first full time patrolmen
11. Acquired positions furnished by Manpower Program (CITA)
12. Planned employee Health & Life Insurance Program

Department of Community Affairs
14. Made formal application for the Comprehensive Plan and was

26. Attended and represented Watauga at every Tarrant County
Mayors Council meeting during my tenure and obtained over $300,000
in grants for the City and their programs
27. I have a record of working very successfully with other cities,
county departments, State agencies and federal offices
I resigned in August, 1978 to enter private business in the areas of
real estate and industrial development. With the economic climate being what
it is today, and with my success being what it was as a City Manager, I have
a strong desire to return to city management.
I believe I have the necessary organizational ability, financial
experience, supervisory capabilities, and the personal desire needed to make
you a good City Manager. Please accept these papers as a formal request for
the honorable position as City Manager of your City.

TO WHOM IT MAY CONCERN
I was appointed City Manager in Cedar Hill , in August
1980 and resigned that position in May 1982 and two (2) full
months salary and _ 37 holidays and sick days pay accrued .
Cedar Hill is a very divided and devisive city which
makes it an extremely difficult city for a city manager.
This can be seen by the fact that the city has had five
city Managers in a period of eight (8) years- none has been
fired ; all have resigned when they truly realized it was
impossible to function as a city manager. I followed true
to the pattern .
In spite of many obstacles and difficulties I feel I
was able to accomplish many good things for the citizens and
employees of Cedar Hill . I feel this was possible because of
the open door and cooperative attitude I attempted to exhibit
in all my functions .
Some of the most important happenings of which I feel I
can take some credit are:
1 . When I arrived I found the employees had been very
poorly provided for and consequently had little respect for
management- EXAMPLE: there was a very poor hospitalization
plan that particully protected the employee, but no coverage
was available for the families and I found many wives and
children with no protection at all . My first year I was able
to get council approval for an excellent hospitalization plan
through TML for the employees and entire family with total
expense paid by the city, also each employee had life insurance
equivilant to one years pay. The second year I convinced the
city council to approve adding a dental plan covering employee
and entire family at city expense.
2 . A great problem I found upon arriving in Cedar Bill was
a land disiiute between Grand Prairie and Cedar Hill that had
been in existance some eight (8) to ten (10) years . I sat
out to find a solution to this problem. Under Mayor James
Weems leadership in Grand Prairie and my leadership in
Cedar Hill in six (6) months after arrival we had a solution
to the long existing problem. I feel this was really a test
of my abilityto negotiate even the toughest problems .
3. I encouraged and took the lead in getting understanding
between Cedar Hill and their neighboring cities . EXAMPLE:
Cedar Hill , Duncanville , DeSoto and Lancaster meet every other
month for a breakfast and a discussion between the Mayors ,
City Managers , Chamber of Commerce President , and Chamber of
Commerce Members . We also had a meeting each month for the
same reasons between Cedar Hill , Midlothian , and Mansfield .

4. I discovered Cedar Hill Had operated for many years with-
out a depository contract. My first step was to withdraw our
surplas funds drawing 53% and get them in a position of drawing
215. I later got the City of Cedar Hill to take bids on the
depository and began operating as the law provided .
5. I relined the City of Cedar Hill property insurance
program and was able to save the city many dollars .
6. I made many purchasing changes and improved considerably
the position of the City of Cedar Hill .
7. I feel my gratest asset to the city was my ability to
represent the city well and to help improve their immage in
the area. Some of the ways in which I represented the city
were:

Gentlemen:
I was born January 4, 1942 at Olney, Texas, was raised at Archer City, Texas and graduated
from Archer High in 1960. I graduated from Business College at Draughons, Wichita Falls,
Texas in 1962, have completed over 300 Classroom hours of study from Texas A & M
University and completed a one year Management Training Course offered by the American
Training Academy in 1975. Training courses offered by the Texas Municipal League, Texas
City Managers Association and Regional Planning Commissions have also been attended.
I have been married for Twenty one years and my wife and I have raised two wonderful
daughters, ages 19 & 18. We are members of the Baptist Church and I am a member of
the Masonic Lodge, Chamber of Commerce, Kiwians, Texas Utility Association and Texas City
Managers Association.
I hold a Texas Grade A Water Cer • • and a Grad aste Water rtificat .
I began my Municipal career in 1962 at Archer City, Texas. I was the City Backhole Oper-
ator, Meter Reader, Water-Waste Water Plant Operator, Maintainer Operator and Utility
Operator. In 1966, I advanced to the position of Chief Operator, Water Production for the
Cityof Richardson, 1970 t o the positio Superintendent of Water Treatment for the City
of Bonham and in 1973 to Ilirectar QL Utilities for the City of Mt. Pleasant.As Chief Oper-
a.tor for t e ity of Richardson, I placed second in the State Beautification Program, dev-
eloped a comprehensive Water Production Reporting System and put a New Water Production
Plant into service. As Superintendent of Water Treatment for the City of Bonham, I put
a New Water Treatment Plant and Municipal Lake into operation and converted the water
supply from a ground water source to a surface supply. As Director of Utilities for the City
of Mt. Pleasant, I reconstructed three Waste Water Treatment Plants, reconstructed Twelve
Waste Water_Lift Stations, developed several miles of Water and Sewer Lines and was succ-
essful in eliminating a Multi--Thousand Dollar Law Suit against the City for non-compliance
of Waste Water discharge.
In 1976, I choose to transfer from Municipal Utilities to Municipal Administration. I was
selected as the first City Administrator of Henrietta, Texas. I had the opportunity of
iilding a Municipal Organization from the ground floor. During my Tenure the Municipal
1\udget was increased from $395,000 to $890,000, twice per week Trash Service was provided,
New Waste Water Treatment Plant was put into service, $31,500 in State and Federal
:;rants were secured, the Sanitary Landfill was permitted by the State, the Inspection Depart-
was developed, the City and County Law Enforcement was combined, numerous Muni-
cipal Ordinances were adopted and several articles of equipment and vehicles were purchased.

$450,000 Deposit Fund Balance, provided over $500,000 in Funds for vehicle and equipment
replacement, increased productivity and decreased employment level by 22, constructed a City
Hall, Municipal Shop and Activity Center with the utilization of Revenue Sharing Funds, dev-
eloped a $6.9 Million Dollar Bond Program that was approved by voters, completed major
capital improvement programs within the Street, Airport, Park and Water Department. Ob-
tained over $3,000,000 in State and Federal Grants, was successful in the passage of Eight
Charter Admendments, conducted a weekly Radio Program on Municipal Government, estab-
lished a City-County Emergency Medical Service, completely reconstructed the Municipal
Accounting Department and obtained over $100,000 in savings within the departments of
Recreation and Golf Course. My annual Budget at Sweetwater was in excess of $9 Million
Dollars.
In 1982, I accepted the General Manager's position with the Laredo Water Works System which
proved to be a mistake. I found too many Internal problems within the District and the maj-
ority of the Board would not support me in the correction of said problems. In May of 1982
I resigned and moved back to Sweetwater.
Unable to find employment and my savings depleted, I accepted the City Manager's
position at Stanton, Texas (Population 2,500) in late June of 1982. While at Stanton
a $50,000 Negative Fund Balance has been eliminated, the City's Elevated Tower has
been repaired, three new pickups and a police car has been purchased, contracts for
Street Seal Coating have been awarded, a Airport improvement Grant has been secured
and City Policies have been developed. I only receive $21,000 per year salary, no retire-
ment benefits and I do not like West Tex s aTdvised the Mayor of Stanton that I would
stay-Mn enough to correct a few the most prevailant problems and develop goals
and objectives for the City, which I have done. You may call Mayor Danny Fryar at A.C.

I'm self motivated, I'm progressive but at the same time, I'm cost conscious. I demand equal
service for charges levied. I'm not afraid to say "No" and I'm not afraid to say "I do not
know". I do not practice lip service, I'm truthful and straight forward. I'm not seeking
glory nor recognition and I have no empires to build. My reward is hard work and knowing
within my heart that I have given 100%. I'm a quite person who strongly believes that Team
Work, Trust, Patience and Honesty and a sincere love for people is the Key Element for
success. I take full responsibility for my actions, when I make a mistake, I accept the blame.

Vickers departure and your needs for new city staff, in
the Dallas Morning News last Friday, I wondered if I might
not be helpful to you, either as an interim or a permanent
city manager.

I have been a city manager of both a small city (Nevada,
Missouri-1960-65) and a medium-sized city (Albuquerque,
New Mexico-1968-72) , and have had 26 years of municipal
management experience overall, with the most recent period
(1972-82) as Director of Housing and Urban Rehabilitation
of the City of Dallas.
Since leaving the City of Dallas in early 1982, I have been
engaged in urban affairs consulting, real estate brokering,
teaching (government at Brookhaven and real estate finance
and development at UTA) , and assisting my wife in establishing
her corporation (Designs for Worship) and workroom in Dallas.
I am now anxious to return to city management on a full-time
