This presentation is to allow the City Council to become familiar with this type of Library technology. Julie Pitcher, Automation Consultant for Ameritech, will do a presentation on the Dynix Express Library Automation System. Background The Library currently operates on the Winnebago automation system and has a circulation module, cataloging module, and public access online catalog. The system was purchased in 1989 and it no longer functions at an acceptable level. (The system is designed for small school libraries.) A detailed explanation is provided below. The Library Staff is requesting funding for a more sophisticated automation system that has several necessary functions that are not available through Winnebago Library Automation System. The Library Director requested information from several vendors through an RFI (Request for Information) in November 1996. After reviewing and analyzing the data, staff is recommending the Dynix Express Library Automation System will be the best system for the Library. Major Modules and equipment included in this package are as follows: Cataloging, Circulation, Public Access Catalog, Community Resources, Report Generator, Z39 interface, a network server, 3 personal computers, two dumb terminals, a wedge reader for material checkout, and a telxon and a portable data collection that is used for inventory. The Dynix Express Library Automation Software system meets the Library needs best and the least expensive option of other major systems. (The other systems comparable to Dynix are considerably higher in cost.) Reasons for requesting a new automation system Winnebago Library Automation System costs more in maintenance on an annual basis than the system itself costs because it is such an inefficient system. The system has created constant problems. ( Examples include loss of subject headings and files, hieroglyphics in bar code fields and call number fields, problems with loading upgrades and generating overdue lists, and inaccurate fine assessment records. The system was down for four days in May. It cost approximately $1000 to get the system running again. While the system was down, checkouts were done manually, renewals and due dates could not be checked and public service was Presentation Page 1 Reasons for requesting a new automation system -continued limited since there was not an online catalog. ) Technical support at Winnebago is virtually non-existent. Winnebago has a call back system and they are only available during business hours. The system was designed to support small schools instead of public libraries. Winnebago is not available during the evening hours or weekends. The current system can support approximately 40,000 volumes of materials. The Library currently houses 35,000 materials and is growing rapidly. Dynix is a UNIX based system that is designed for large databases. Statistical increases indicate that the Library is growing with the community. As a result of the growth, the patron demands are becoming more complex than the current automation system (Winnebago) can support. (The Library broke a record of daily circulation in June. There were 560 items checked out on June 24.) The current system has minimal capabilities because it is primarily designed for small school libraries. When this system was purchased, the Library was equivalent to a large school library. Julie Pitcher will emphasize the benefits of the system in her presentation. Benefits of the Dynix Express Library Automation System for staff and patrons are listed below: Provide Z39 interface which allows library patrons to access other library catalogs and allow other libraries to access our catalog and dial-in access from home. Provide dial-in access to the automation system from home to search the automated catalog, the Internet, check material status, reserve and renew materials. Increase services offered by providing a Community Resources Module which is not available through Winnebago. The Community Resources Module will hold information and referral file for clubs and organizations, a City Events Calendar, and Local Newspaper Indexing. (Local Newspaper indexing can not be provided with the current staff load; however, the Library could provide an information file, clubs and organizations list, and City Events Calendar.) Dynix will allow you to list best sellers and Library news also. Generate statistical reports not provided by Winnebago that can be generated with a more sophisticated system will enable the staff to plan for future services and collection development. Dynix offers a powerful report generator that allows the Library staff to customize reports. Examples of statistical reports include hourly and daily checkouts, item use, status reports, collection analysis such as the number of titles in each dewey number (category) and the average copyright date of the category. This will enable the Library Director to schedule staff during the busiest periods. Presentation Page 2 Reasons for requesting a new automation system -continued Check out patrons quicker and more efficiently. The current system does not have the capability to support the number of computers the Library needs and run speedily. Therefore, the staff has to check out materials slowly and wait for the automation system to record the transaction. Perform inventory with bar code scanners rather than manual counts. This will significantly reduce the amount of staff time used for inventories and increase accuracy. Inventory can be performed with bar code scanners rather than manual counts which will be a more efficient and accurate way of conducting inventory. Provide more sophisticated search strategies by various categories. Winnebago has limited search strategies. This system is user friendly and in a Windows environment. It is both menu and command driven and it allows for truncation, and keyword browsing. Legal Consideration N/A Financial Consideration There has not been a discussion by City Council to determine if this project will be funded. This project would be eligible for 4b Sales Tax funding. The approximate costs for this project is between $55,000 and $70,000. Julie Pitcher will do a full equipment needs assessment on July 8t.h.. Once this analysis is completed, an exact cost can be calculated. ERIC DICKERSON Dear Mike: EXECUTIVE DIRECTOR On behalf of the Board of Directors, staff, and members of the Wylie Teen Branch, I want to thank you and the City Council of Wylie for your continued support of our youth development and delinquency prevention programs. The Boys & Girls Club's Wylie Teen Branch had a tremendous year in 1996! If you haven't seen the great improvements, the number of teens attending, and the smiles on their faces, please stop by and see what all is going on at the "Positive Place For Teens." The Teen Branch served over 250 young people during 1996 and has a membership of over 100 through the end of May this year. The average daily attendance is currently 36 per day. This is just 10% under the optimum attendance projected for the Club when we began. There are wonderful things happening every day and I would love to share them with you and the City Council at your convenience. I will also be happy to meet with anyone who would request more information or has questions you feel you cannot answer about the Club. You will also find an attached invoice. Based on the total membership in 1996 the City of Wylie's cost per youth served was only $48 per teen. That looks like a great deal for the citizens of Wylie especially when you think about the impact we are having on the lives of these teens each day! Member Agency of Collin County United Way WYLI E CITY COUNCIL rtif ACTION AGENDA COMMUNICATION ITEM NO 1 July 8, 1997 Issue Discuss and consider final acceptance of the construction of Westgate Way paving and drainage improvements and the extension of the 20-inch water transmission main from FM 544 to the NORTEX Ground Storage Tank, and provide authorization for final payment to East Texas Construction Company, Inc. in the amount of$30,153.82 and accept the project as complete. Background East Texas Construction Company, Inc. was awarded the contract for the construction of Westgate Way paving and drainage improvements and the extension of the 20-inch water transmission main from FM 544 to the Nortex Ground Storage Tank at the June 25, 1996 City Council Meeting. This project consisted of Part A and Part B. Part A included the construction of approximately 2,800 linear feet of new 20-inch water transmission main from the intersection of FM 544 and Westgate Way, northward along the extension of Westgate Way and to the Nortex Ground Storage Tank. Part B included the construction of a new 44-foot wide (face to face) reinforced concrete paving and related underground drainage improvements for the extension of Westgate Way from FM 544 north to the existing section of Westgate Way, approximately 2,200 feet in total. Construction began on July, 5, 1996 and was substantially complete within the allotted contract time. Westgate Way extension was open for traffic on April 12, 1997. A final walk through was conducted by City Staff and members of The Hogan Corporation on April 25, 1997. All work performed was in compliance with the plans and specifications and is acceptable to City Staff and the Engineer. The delay for final payment/acceptance was due to a disagreement between the contractor and engineer over the final earthwork quantity calculations. All quantity issues have been resolved to the satisfaction of the City, the Engineer, and the Contractor and are based on the actual measured quantities installed per the specifications. Bird Recommendations N/A Action Agenda Item No 1 Page 1 Financial Considerations This project was financed through funds from the 1995 Bond Program - Phase 1. The original projected bond construction cost for Part A of this project was approximately $206,080.00. Part B for construction of one-half the street, including the railroad crossing signalization was $747,217.00. The actual final cost of construction for Part A was $164,440.92. Part B was $442,561.18 plus $185,000 for the railroad crossing for a total project cost of$627,561.18. The final payment request for $30,153.82 includes retainage and some minor quantity adjustment. Legal Considerations Acceptance by the City Council will initiate the one year warranty period in which the contractor is liable for any repairs which may be required in that time period. A provision in the contract provides that the warranty period begins on the date of final acceptance by the City. Staff Recommendations Staff recommends final acceptance of the project and final payment to East Texas Construction Company, Inc. in the amount of$30,153.82. The contractor has satisfactorily fulfilled the terms of the contract. Background Goran Juric has requested a zone change for the property he intends to buy at 105 South Third Street. Mr. Juric plans to replat the lots into a single lot through the Minor Plat process, on which a single family dwelling would be constructed. The newly formed lot would meet all minimum requirements for SF-3 development, including lot width, length and area. The property Mr. Juric intends to buy had recently become vacant when a single family home was demolished and removed. Research on this property indicated that because a zone change to "MF" Multi-Family District had been approved prior to 1987, the original house was considered a non-conforming use. The existing Multi-Family zoning does not allow new single family development. The area that was rezoned "MF" includes neighborhoods with older, wood framed, single family dwellings and a recently completed masonry duplex located at the north end of the block. Some dwellings have undergone refurbishment, while others are in their near original condition. While the issue being formally considered for zone change effects an individual property, perhaps the discussion could be broadened in the future to evaluate the continued viability of Multi-Family zoning for the area defined in the attached map. The Comprehensive Plan adopted by the City of Wylie recommends that low density residential development be the predominant land use. Consistent with the Land Use Plan, the area that contains Mr. Juric's property is identified for low density residential use. Even though a large portion of the area has been zoned "MF", the predominant use is still single family residential. The type of single family redevelopment proposed by Mr. Juric is ideal for the neighborhood and if approved, could continue a positive development trend. The City Council approved a revised Multi-Family Development Standards on April 8, 1997. These standards require a minimum of one (1) acre on which to build multi-family units. Action Agenda Item No 2 Page 1 Background -continued Applying this standard to the general area being considered for the zone change, virtually the entire block in the neighborhood would be required to be developed as multi-family in order to comply with the minimum lot size. As a practical matter, the existing single family structures would have to be eliminated. These standards applied to this area discourage single family ownership, redevelopment of existing single family structures and is inconsistent with the recommended Land Use Plan. Board Recommendations Planning and Zoning Commission recommended the City Council approve the zone change request at their June 16,1997 meeting by a vote of 6-0 (one member absent). Financial_Considerations N/A LegaLConsiderations Under Article 9, Section 2 (B2) of the Wylie Home Rule Charter, it states that the Planning and Zoning Commission will recommend to council proposed ordinances and amendments regarding planning and zoning changes. AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, AMENDING THE ZONING CLASSIFICATION OF LOT 13, AND THE SOUTH 17' OF LOT 14, BLOCK 22 IN THE RAILROAD ADDITION, IN THE CITY OF WYLIE, COLLIN COUNTY, TEXAS, GENERALLY LOCATED AT 105 SOUTH THIRD STREET,FROM "M" MULTI-FAMILY TO "SF-3" SINGLE FAMILY-3; AMENDING THE COMPREHENSIVE ZONING ORDINANCE (ORDINANCE NO. 85-23A); AMENDING THE ZONING DISTRICT MAP (ORDINANCE 91-12, ORDINANCE 91-13); AND REPEALING ALL CONFLICTING ORDINANCES; CONTAINING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE: WHEREAS, the zoning of the property hereinafter described is presently zoned as "MF" Multi-Family; and, WHEREAS,the owners of the property have property filed a request with the City to change the zoning classification from"MF"Multi-Family to "SF-3" Single Family-3; and, WHEREAS, the Planning and Zoning Commission, after first having given all requisite notices, by publication and otherwise, and conducting all requisite hearings thereon, has recommended to the City Council that the request for change in zoning classification be granted; and, WHEREAS, the City Council has heretofore conducted a public hearing on the proposed change and determined that the change should be granted; WHEREAS, the City Council has determined, in its legislative capacity, that the proposed change is appropriate and in the best interest of the orderly development of the City in that it is based on recognition of changed or changing conditions or circumstances in the locality and/or recognizes changes in technology, the style of living, or manner of doing business, as required by Section 35.1 of the Comprehensive Zoning Ordinance and therefore not in derogation of any of the purposes therein expressed; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS, as follows: SECTION I That the Comprehensive Zoning Ordinance, as Codified by Appendix A of the Wylie City Code of Ordinances,be, and it hereby is, amended by amending the Zoning District Map, as the same currently exists, so as to change the zoning classification on the following described property, commonly described as 105 South Third Street, to wit: Lot 13 and the south 17' of Lot 14, Block 22 in the Railroad Addition to the City of Wylie, Collin County, Texas, from"MF'"Multi-Family to "SF-3" Single Family-3. SECTION II That the property herein described shall be used only in the manner and for the purposes authorized by the Comprehensive Zoning Ordinance of the City of Wylie, as amended. SECTION III Any person violating the provisions of this ordinance, or any part hereof, commits an unlawful act and shall be subject to the general penalty provisions of Section 38 of the Zoning Ordinance, as the same now exists or is hereafter amended. SECTION IV Should any paragraph, sentence, sub-division, clause, phrase or section of this ordinance be adjudged or held to be unconstitutional, illegal or invalid the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part or parts as declared to be invalid, illegal, or unconstitutional. SECTION V This ordinance shall be in full force and effect from and after its adoption by the City Council and publication of its caption as the law and the City Charter provide in such cases. SECTION VI That all other ordinances and code provisions in conflict herewith are hereby repealed to the extent of any such conflict or inconsistency and all other provisions of the Wylie City Code not in conflict herewith shall remain in full force and effect. SECTION VII The repeal of any ordinance, or parts thereof, by the enactment of this Ordinance, shall not be construed as abandoning any action now pending under or by virtue of such ordinance; nor shall it have the effect of discontinuing, abating, modifying or altering any penalty accruing or to accrue, nor as effecting any rights of the municipality under any section or provisions of any ordinances at the time of passage of this ordinance.
