Commission Members present were: Vice Chairman Tommy Pulliam, Commissioner Bobby Heath, Commissioner Bob Heath, Commissioner Jon D Lewis, Commissioner Kathy Spillyards, and Commissioner Alexis Tapp. Staff present: Renae' 011ie, Planning Director, and Mary Bradley, Administrative Assistant. CITIZENS COMMENTS Chairman Stone opened the Citizens Participation. Mr. Bryan Rogers, Better Design Resources, 511 Rustic Place, questioned the submittal reviewed by Commission once a month after (30) days of submittal. Ms. 011ie stated that when a submittal comes in, staff reviews and if needed by the Commission, will call for a Special Called Meeting. Chairman Stone closed the Citizens Participation. CONSENT AGENDA 1. Consider and act upon approval of the Minutes from July 25, 2013, Special Called Meeting. A motion was made by Commissioner Heath, Jr., and seconded by Commissioner Spillyards, to approve the minutes as submitted. Motion carried 7—0. REGULAR AGENDA Regular Agenda 1. Consider, and act upon, approval of Substantial renovations in accordance with Ordinance No. 2013-17 for the remodel of a residential structure, generally located south of Oak Street, north of Olde City Park, and on the eastside of Jackson Avenue, Minutes August 22,2013 Wylie Historic Review Commission Page 1 of 4 and more specifically at 101 S. Jackson Avenue within the Downtown Historic District. Commissioners Heath, Sr., and Heath, Jr., both were excused due to Conflict of Interest. Staff Presentation Ms. 011ie stated that the owner, Mr. Bob Heath and Mr. Bobby Heath and the applicant, Better Design Resources are proposing to remodel a 1,180 square foot residential structure to a commercial use. The property is located at 101 S. Jackson, which has been vacant for some time. The proposed exterior renovations include replacing all electrical, lighting, plumbing and HVAC, painting and repair, adding a rail and historic period columns to the front porch, and modifications to the roofing materials. The interior will be refurbished into executive suites with a common break area and ADA accessible restroom. The applicant submitted paint color samples, which are in conformance to the Zoning Ordinance regulations. Board Discussion Commissioner Spillyards questioned the scale for the spindle rail on the front porch. type of railing, confirming that the spindles for the porch rails were not interior columns. Ms. 011ie stated that the proposal states historic period style railings, and there are no railings on the porch at this time. Mr. Bryan Rogers, Better Design Resources, the applicant, stated that the doors and windows will be historic period designed. The shingles will be replaced with GAF Harbor Mist Gray shaped in a diamond pattern. The roof Gables that need to be replaced will be replaced with wooden scallops with similar appearance. The interior of the facility will be fully ADA compliant. Mr. Rogers stated that he was not sure if the exterior will have an ADA ramp, or the type of railing spindles used for the front porch. Ms. 011ie stated that the Zoning Ordinance states appropriate style for architecture elements and the Board can define the appropriate style, but clearly exclude metal. The Texas Historical Code Guidelines offers how to preserve, maintain, rehabilitate, or repair historic character. Staff can provide these guidelines to the Commission at the next meeting. Staff will also clearly define the items coming before the Board, if the applicant is requesting for the property to preserve, repaired, rehabilitate, or maintained. The Commissioners continued to discuss the type of railings for the front porch. The applicants, Mr. Bob Heath, Sr. and Mr. Bobby Heath, Jr. were both brought back into the meeting and addressed the Commission specifically for types of railings for the front porch. Mr. Bob Heath, Sr. stated that additional research will be done on the scale of the type of railings for the historic period. Mr. Heath also stated that the Minutes August 22,2013 Wylie Historic Review Commission Page 2 of 4 wood door will be sturdy and have the look of the original. The windows will be wood encasement. Commissioner Spillyards stated that the Board would be interested in giving the property a Wylie Historic monument. Mr. Heath, Sr. stated that more research will be done to name the house, and research for state or national registry. Board Action A motion was made by Commissioner Pulliam, and seconded by Commissioner Spillyards, to approve the substantial renovations with agreement that the owner will bring back before this Commission specifications on exterior railings and if ADA ramp is required will come back before board; the door will wood style on front exterior architectural appropriate for this house, and the windows exterior to be wood encased. Motion carried 5 —0. Commissioners Bob Heath, Sr., and Bobby Heath, Jr. both came back into the meeting. 2. Consider, and act upon, a recommendation to the City Council regarding acceptance of the Bylaws, and Rules of Procedure for the Historic Review Commission. Staff Presentation Ms. 011ie stated that a draft for the Rules of Procedures and Bylaws were presented to the Commissioners at the last meeting and signed and approved by City Council. The criteria for local designation are not part of the Rules of Procedures and Bylaws, but may be set by the Commissioners. Ms. 011ie will confirm on the terms for the Commissioners, due that three members have a term for one year and four members for two years. No member may serve more three consecutive terms. Board Action A motion was made by Commissioner Tapp, and seconded by Chairman Stone, to acceptance of the Bylaws and Rules of Procedure for the Historic Review Commission. Motion carried 7—0. Discussion OWNER: Robert Heath, Sr. APPLICANT: Better Design Resources At its August 22, 2013 meeting, the Commission approved substantial renovations for a 1,180 s.f. residential structure remodel for the purpose of converting it to a commercial use for executive office suites. The applicant, at the Commissioner's request, is seeking approval of the location of the required ADA accessible ramp. The ramp will be installed in the rear of the building. Access will be via an existing asphalt drive that will connect to new concrete to the rear of the structure. The Commission approved changes that would provide new railing with period style spindles and columns along the porch, Sienna Architectural Shingles in Harbor Mist Gray, removal and replacement of all electrical, lighting, plumbing, and HVAC. The interior will be refurbished into executive suites with a common break area and ADA accessible restroom. No structural changes are being proposed. Existing lap board siding, and scallop siding shall be cleaned, repaired and repainted in accordance with Article 6, Section 6.3.E.5 Architectural Design Standards for Residential Structure.
