CALL TO ORDER
Chairman Brian Huddleston called the meeting to order and that a quorum was present.
Board members present with the Chairman were Board Member Billy McClendon, Board
Member Zachary Herrera, Board Member Sunil Verma and Board Member Michael
Grubbs.
Staff present was Code Enforcement Officer Pat Mitchell, Secretary Leisa Price and
Interim Building Official Todd White.
CITIZENS COMMENTS
Chairman Huddleston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Huddleston closed the Citizens Participation.
CONSENT ITEMS
1 . Consider and act upon approval of the Minutes from the November 20, 2012,
Regular Meeting.
Board Action
A motion was made by Board Member McClendon, and seconded by Board Member
Verma. Motion passed 5-0.
REGULAR AGENDA
Regular Agenda
1. Consider, and act upon, a request for a Sign Appeal Hearing from B & B Theatres
located at 711 Woodbridge Parkway. Seeking an appeal for (4) sign permits denied
on March 26, 2012. B & B Theatre is requesting a variance of the City of Wylie Sign
Ordinance Section 22-447(1) c 1-2. The request is to install (1) 160 sq. ft. sign, (1) 93
sq. ft, sign, (1) 96 sq. ft. sign, and (1) 144 sq. ft. sign. Total signage requested in 493
sq. ft. Per the sign ordinance only 360 sq. ft. of signage would be permitted. The
request is•to allow the additional 133 sq. ft. of signage to be installed on the building.

Dennis Mclntire, B&B Theaters, the applicant, gave a presentation showing where all
four signs will be located. The sign ordinance requires 360 square feet and the
variance is for 493 square feet. This is a 4.4 percent of mass of the total front
building. The building is 45 feet tall. The signs will all be reversed illuminated halo
lights, which will not shine on property across the street.
Board Action
A motion was made by Board Member Herrera, and seconded by Board Member
Verma, to approve the sign variance. Motion carried 5-0.
2. Consider, and act upon, a request for a Sign Appeal Hearing from Wylie Outdoor
Power located at 303 E Marble. Seeking an appeal for (1) sign permit denied on
January 11, 2013. Wylie Outdoor Power is requesting a variance of the City of Wylie
Sign Ordinance Section 22-447(1) c 1. The request is to install 320 sq. ft. of
combined signage on the Hwy 78 side of the building which is not the building
frontage.
Staff Presentation
Michael McMeans, Wylie Outdoor Power, the applicant, is requesting logo branding
for the building. Logo branding is a requirement by the franchise. The letters for the
sign will be surface mounted and non-illuminated. The Highway 78 side of the
building is the main source for advertisement and is not accessible to the building.
Mr. Sam Satterwhite with the Wylie Economic Development Corporation spoke in
favor of the request.
Board Action
A motion was made by Board Member Grubbs, and seconded by Board Member
Herrera to approve the sign request. Motion carried 5-0.
3. Hold a public hearing, to provide evidence, seeking a determination that a building(s)
located at or near 2717 Lake Terrace, Pheasant Creek Phase 2, Block A, Lot 30, Wylie,
Rockwall County, Texas was in violation of standards set out in Ordinance #2008-49
DANGEROUS BUILDINGS and or PUBLIC NUISANCES Ordinance 92-14 of the
City of Wylie, Texas; and seeking an order of approval of the Emergency Secure
conducted on July 25, 2012,

Ms. Mitchell stated that the garage door was found to be opened at 2717 Lake Terrace.
The water heater was stolen and there were high grass and weeds. Liens have been filed
on this property and have not been paid. The property is still vacant and secured.

A motion was made by Board Member Verma, and seconded by Board Member
Grubbs to approve the emergency secure of 2717 Lake Terrace. Motion carried 5-0.
4. Hold a public hearing, to provide evidence, seeking a determination that a buildings)
located at or near 1407 Sheppard Ln, Wyndham Estates #2, Block C, Lot 36, Wylie,
Collin County Texas was in violation of standards set out in Ordinance #2008-49
DANGEROUS BUILDINGS and or PUBLIC NUISANCES Ordinance 92-14 of the
City of Wylie, Texas; and seeking an order of approval of the Emergency Secure
conducted on July 26, 2012.
Staff Presentation
Ms. Mitchell stated that the property located at 1407 Sheppard Lane, the rear of the house
had been entered and the house was vacant. An emergency secure was done on the back
door. All liens have been paid.
Board Action
A motion was made by Board Member Verma, and seconded by Board Member Grubbs to
approve the emergency secure for 1407 Sheppard Lane. Motion carried 5-0.
5. Hold a public hearing, to provide evidence, seeking a determination that a buildings)
located at or near 816 Forest Edge Ln, Quail Hollow Estates #1, Block OOE, Lot 9,
Wylie, Collin County Texas was in violation of standards set out in Ordinance #2008-
49 DANGEROUS BUILDINGS and or PUBLIC NUISANCES Ordinance 92-14 of the
City of Wylie, Texas; seeking an order of approval of the Emergency Secure conducted
on September 14, 2012.
Staff Presentation
Ms. Mitchell stated that the property located at 816 Forest Edge Lane was vacant and
unsecure. In addition to being unsecure the property was not maintained. The swimming
pool was also treated for mosquitos. All liens have been paid
Board Action
A motion was made by Board Member Verma, and seconded by Board Member
McClendon to approve the emergency secure for 816 Forest Edge Lane. Motion carried 5-
0.
6. Authorizing the Chairman of the Construction Code Board to sign the final orders
prepared by City staff as long as such final orders are consistent with the orders
issued by the Construction Code Board on March 7, 2013.
Board Action
A motion was made by Board Member Herrera, and seconded by Board Member Verma
to authorize the Chairman to sign the final orders. Motion carried 5-0.
