CALL TO ORDER
Chairman Bryan Rogers called the meeting to order and a quorum was present. Board
members present with the Chairman were; Board Member Billy McClendon, Board
Member Sunil Verma, Board Member Robert Heath, Board Member David Williams and
Board Member Sonny Lee Mosby.
Staff present was Code Enforcement Officer Pat Mitchell, Secretary Alicia Chavez,
Building Official Brian Killebrew and Development Services Director Renae 011ie.
CITIZENS COMMENTS
Chairman Rogers opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Rogers closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the November 7, 2013,
Regular Meeting.
Board Action
A motion was made by Board Member Verma and seconded by Board Member
McClendon. Motion passed 6-0.
REGULAR AGENDA
Regular Hearing
1. Consider, and act upon, a variance to the City of Wylie Sign ordinance section 22-449
regarding the KFC menu board. This property is located at 413 S Hwy 78, Wylie.
Texas 75098.
Citizen Comments
Mr. Zeke Bullock, Director of Construction, for KFC, the applicant for the request,
stated that the purpose for the request is that KFC is revising the brand requirement
for all KFC's. The size of the board will be 46.9" wide and 7' 9" inches tall, The

A motion was made by .Board. Member McClendon, and seconded by Board Member

Ms. Mitchell stated that the property located at 705 Flagstone Way, Wylie Police
Department had contacted her abo the from door being wnide open and it had a green
stagnant swim pool in back yard. The yard was mowed and secured and
var�dalism photos were taken. Liens were filed on this property and have not been
paid, although a title company is looking to pay off,

A motion was made by Board Member Sunil and seconded by Board Member Williams
to approve the emergency secure for 2809 Lakefield Drive. Motion carried 6-0,
3. Hold a public hearing, consider, and act upon providing evidence, seeking a
determination that a building(s) located at or near 704 Ashford Lane, Birmingham
Farms #14b, Block B, Lot 21, Wylie, Collin County Texas was in violation of
standards set out in Ordinance #2008-49 DANGEROUS BUILDINGS and or
PUBLIC NUISANCES Ordinance 92-14 of the City of Wylie, Texas; and seeking an
order of approval of the Emergency Secure conducted on June 24, 2013,
Staff Comments
Ms. Mitchell stated that the property located at 704 Ashford Lane, was contracted to be
mowed for high/grass and weeds. The Code Officer was notified about the back door
being open, The property was properly boarded up. Liens were filed and have not
been paid. Ms. Mitchell believes it is still a vacant lot but not sure.
Chairman Rogers opened Public Hearing. With no one approaching the Board
Members, Chairman Rogers closed the Public Hearing.

A motion was made by Board Member Sunil and seconded by Board Member
McClendon to approve the emergency secure for 704 Ashford Ln. Motion carried 6-0.
4. Hold a public hearing, consider, and act upon providing evidence, seeking a
determination that a building(s) located at or near 400 Carver Drive, Meadowview
Estates, Block 4, Lot 25, Wylie, Collin County Texas was in violation of standards set
out in Ordinance #2008-49 DANGEROUS BUILDINGS and or PUBLIC
NUISANCES Ordinance 92-14 of the City of Wylie, Texas; and seeking an order of
approval of the Emergency Secure conducted on May 31, 2013,
Staff Comments
Ms. Mitchell stated that the property located at 400 Carver Drive, was vacant and the
back door was open. There was a complaint of teenagers being inside the home. The
property was properly boarded up. Liens were filed and paid.

Members, Chairman Rogers closed the Public Hearing.

determination that a building(s) located at or near 101 S Jackson Avenue, Kellers #1,
Block 4, Lot 12, Wylie, Collin County Texas was in violation of standards set out in
Ordinance #2008-49 DANGEROUS BUILDINGS and or PUBLIC NUISANCES
Ordinance 92-14 of the City of Wylie, Texas; and seeking an order of approval of the
Emergency Secure conducted on April 19, 2013.
Staff Comments
Ms. Mitchell stated that the property located at 101 S Jackson Avenue, was vacant
and in a very bad condition. The property was secured. Liens were filed and paid.
Chairman Rogers opened Public Hearing. With no one approaching the Board
Members, Chairman Rogers closed the Public hearing.

Board Member Heath withdrew from voting, due to possible Conflict of Interest. A
motion was made by Board Member McClendon, and seconded by Board Member
Sunil to approve the emergency secure for 101 S Jackson Ave. Motion carried 5-0.
6. Hold a public hearing, consider, and act upon providing evidence, seeking a
determination that a building(s) located at or near 2709 Deerborn, Cimarron Estates
#1, Block G, Lot 11, Wylie, Collin County Texas was in violation of standards set out
in Ordinance #2008-49 DANGEROUS BUILDINGS and or PUBLIC NUISANCES
Ordinance 92-14 of the City of Wylie, Texas; and seeking an order of approval of the
Emergency Secure conducted on March I, 2013.
Staff Comments
Ms. Mitchell stated that the property located at 2709 Deerborn, was vacant and in a
very bad condition. The property was secured. Liens were filed and paid in full.
