06-12-2014 (City Council) Minutes Wylie City Council CITY OF WYLIE Minutes Special Called Meeting Agenda Joint Work Session City of Sachse and City of Wylie June 12, 2014-6:30 pm City of Sachse Public Safety Building - Emergency Operations Center Room 3815 D Sachse Road, Sachse, Texas 75048 CALL TO ORDER Announce the presence of a Quorum. Mayor Mike Felix called the Sachse City Council meeting to order at 6;34 p.m. with the following council members present: Mayor pro tern Jeff Bickerstaff, Councilman Bill, Adams, Councilman Charles Ross, Councilman Brett Franks, Councilman Paul Watkins, and Councilman Cullen King. Mayor Eric Hogue called the Wylie City Council meeting to order at 6:35 p.m. with the following council members present: Mayor pro tern Keith Stephens, Councilman William Whitney Ill, Councilman Todd Wintters, Councilman David Dahl, and Councilman Nathan Scott. Councilman Bennie Jones was absent. Staff members present included: Sachse City Manager Billy George, Sachse City Secretary Terry Smith, Wylie City Manager Mindy Manson, Wylie City Secretary Carole Ehrlich and several city support staff. WORK SESSION • Presentation from the North Central Texas Council of Governments and discussion regarding the Blacklands Corridor Feasibility Study and anticipated recommended projects (new transportation facility along or near the Northeast Texas Rural Rail Transportation District right-of-way from IH 30 in Hunt County to the President George Bush Turnpike in Dallas County.) Presentation Tom Shelton, Senior Program Manager for The North Central Texas Council of Governments introduced staff members assisting him in the presentation, Chad McKeown and Elizabeth Whitaker. Minutes June 12,2014 Special Called Meeting Agenda Joint Work Session City of Sachse and City of Wylie Page 1 The presentation included an overview of the scope of the feasibility study. They included: • Transportation needs presently and in the future, • Evaluate multimodal alternatives for transportation needs • Involve the public, detailed information Shelton stated it would not include: • Detailed information on impacts of alternatives • Specific alignments for proposed transportation improvements The proposed corridor would extend from IH 30 in Greenville to the George Bush Turnpike near Sachse/Rowlett. The corridor would run approximately 28 — 30 miles. Shelton noted that current need was more prevalent in the western portion of the corridor. He assured those present that alternatives for the corridor would not include the use of SH 78. Shelton reported that Texas Turnpike Corporation/Public Werks was coordinating with TxDOT to propose construction of the corridor. TCC/Public Werks must complete an environmental document consistent with National Environmental Policy guidelines which includes pubic involvement and acceptance, local government support, inventories identified issues and mitigate impacts. The feasibility study is scheduled to complete sometime in December of 2014. Mr. Shelton assured City Officials that North Central Texas Council of Governments would stay very active in overseeing the processes at all stages.
