CALL TO ORDER
Announce the presence of a Quorum.
Diane Culver called to order at 6:41 pm. Board members present: Shelia Patton, Amy Nutz,
David Lewis, Dr. Chuck Kerin, Diane Culver & Board Liaison Lt. Mike Atkison. Board members
absent: All members present
INVOCATION & PLEDGE OF ALLEGIANCE
The invocation and pledge was led by Shelia Patton.
CITIZENS COMMENTS ON NON — AGENDA ITEMS
One Citizen voiced opinion regarding statistical bad record keeping, lack of information on
animals, money allotted to restructure office area and cat area, ACO promotion when not
deserved, denied monetary donations at shelter, board needs to take care of this shelter or the
community will.
Two citizens attested to ACO conduct concerns. ACO promoted when not deserved. Dog with
puppies in 3X3 kennel smell was overwhelmingly bad. Citizen was told not to put hands into
cages. ACO did not have blankets in cage.
Four citizens had veterinarian concerns of animals not being vetted leading to pain or
euthanasia. Kitten rescued with leg injury, matted animal hair, never has an animal been to vet,
fleas, given bath in cold kennel, vetted a dog with mange and ACO complained because much
monies was used on single dog.

BUSINESS ITEMS
A. Consider and act upon approval of the Animal Advisory Board minutes of
November 20, 2013.
Board Action
A motion was made by Dr. Chuck Kerin to accept Animal Shelter Advisory Board minutes of
November 20, 2013 as presented. David Lewis seconded to accept minutes. A vote was taken
and the motion passed unanimously.
DISCUSSION ITEMS
B. Feral cat issues in Wylie presented by residents at the November 20, 2013 meeting.
Two City of Wylie residents voiced their opinion to the advisory board regarding the feral cat
issues.
One citizen came to support Animal Control regarding the humane euthanasia of feral wild
animal cats in the city. Citizen states animal control receives ten to fifteen cats from her per
week. These are trapped cats. Citizen can see thirty at once on neighbor's porch. All she feels
she can do is trap. They destroy property; carry disease, extremely mean and smell.
One citizen came to support TNR (Trap/Neuter/Return) to take care of feral cats. Citizen states
feral cats take care of rodents and snakes. Indoor/outdoor cats act feral when trapped. Animal
control does not round up skunks that carry possible rabies to be killed. Animal Control should
take monetary donations. There are areas for TNR. Concerned that three day hold is not being
done for cats.
Diane Culver brought forth information of a feral kitten that had bitten in Waco having tested
positive for rabies.
Patton states that animal control does euthanize high risk rabies carriers such as skunks.
Patton states that all cats at large are against city ordinance. Feral cats are unadoptable and
unable to care for safely and humanly within the facility. Trained by the Texas State Department
of State Health Services staff will euthanize animals that are found to be a risk to staff and
public health and safety. Feral cats are considered wild animals as defined in the City of Wylie
Ordinances.
Trap neuter and return is not a possibility at this time. The facility does not have the ability to
perform the necessary vet care or custody care required for these wild animals. Residents do
not trap and call animal control to remove the animal because they wish for it to return.
