08-12-2014 (City Council) Minutes Wylie City Council CITY OF WYLIE Minutes Wylie City Council Meeting Tuesday, August 12, 2014 — 6:00 p.m. Wylie Municipal Complex— Council Chambers 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. Mayor Eric Hogue called the meeting to order at 6:00 p.m. Records Analyst Stephanie Storm took roll call with the following City Council members present: Mayor Eric Hogue, Mayor pro tern Keith Stephens, Councilman Nathan Scott, Councilman Todd Wintters, Councilman Bennie Jones, Councilman William Whitney III, and Councilman David Dahl. Staff present were: City Manager, Mindy Manson; Assistant City Manager, Jeff Butters; Fire Chief, Brent Parker; Police Chief, John Duscio; City Engineer, Chris Hoisted; Finance Director, Linda Bantz; Public Services Director, Mike Sferra; Human Resources Manager, Lynn Fagerstrom; Records Analyst, Stephanie Storm; Public Information Officer, Craig Kelly; and various support staff. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Eric Hogue gave the invocation and Patrol Lieutenant Anthony Henderson led the Pledge of Allegiance. PRESENTATIONS • Presentation - Recognition for the donation of a new water fountain with pet bowl by Girl Scout Troop 3343. • The following members from Girl Scout Troop 3343 were present to receive recognition for the donation of a water fountain with a pet bowl located at Friendship Park: Brianna Beamer, Alejah Evans, Morgan Heard, Alyssa Janson, Makayla Johannsen, Bethany McCloud, Moya Schell, assistant Troop Leader Julie, and Troop Leader Sandy Heard. The troop raised over $3,000 by hosting various fundraisers in order to purchase the Minutes August 12, 2014 Wylie City Council Page 1 fountain for their Bronze project. Parks Manager, Shohn Rodgers, thanked the Troop for all their work. • Update and Presentation of the 2014 Wylie Jubilee Bluegrass on Ballard. (C. Kelly, PIO) Public Information Officer Craig Kelly gave a brief overview of the recent 2014 Wylie Jubilee Bluegrass on Ballard event which thousands of visitors attended and multiple restaurants having their best-selling day ever. CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Council regarding an item that is not listed on the Agenda. Residents must provide their name and address. Council requests that comments be limited to three (3) minutes. In addition, Council is not allowed to converse, deliberate or take action on any matter presented during citizen participation. There were no citizens present wishing to address council during citizens comments. CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A. Consider, and act upon, approval of the Minutes of the Wylie City Council for the July 22, 2014 Regular Meeting and the Special Called Budget Work Sessions of July 15,2014,July 17,2014,and July 29,2014. Consider, and act upon, the award of bid # W2014-87-A for Annual Auditing Services to Weaver-Tidwell LLP in the amount of $56,050.00, and authorizing the City Manager to execute any and all necessary documents. (L. Bantz, Finance Director) C. Consider, and act upon, approval of Ordinance No. 2014-24 amending the City of Wylie Standard Construction Details. (C. Holsted, City Engineer) D. Consider,and act upon,approval of Ordinance No.2014-25 setting a date, ordering a public hearing for September 23, 2014 to discuss and review updates to the Thoroughfare Capital Improvements Plan, and Thoroughfare Impact Fees. (C. Holsted, City Engineer) E. Consider, and act upon, proposals for employee group health insurance, including major medical, dental, term life, accidental death/dismemberment, long-term disability and prescription drug coverage. Consider, and act upon, Resolution No. 2014-18(R) of the City Council of the City of Wylie, Texas, authorizing the purchase of Master Meter Inc. water meters from HydroPro Solutions LLC, a single-source provider, in the estimated annual amount Minutes August 12, 2014 Wylie City Council Page 2 of$150,000; authorizing the City Manager to execute any necessary documents. (G. Hayes, Purchasing) G. Consider, and place on file, the monthly Revenue and Expenditure Report for the Wylie Economic Development Corporation as of June 30, 2014. (S. Satterwhite, WEDC Director) H. Consider, and act upon, authorizing the City Manager to execute an agreement between the City of Wylie and Brenda Martin to release ownership and liability of K-9 Caro upon his retirement, to Officer Brenda Martin for a fee of $1.00. (J. Duscio, Police Chief) Councilman Jones asked that Consent Item H be pulled from Consent and voted on individually. Consensus of the council was to remove and consider separately. Council Action A motion was made by Councilman Scott, seconded by Councilman Jones to approve the Consent Agenda A-G as presented. A vote was taken and the motion passed 7-0. REGULAR AGENDA H. Consider, and act upon, authorizing the City Manager to execute an agreement between the City of Wylie and Brenda Martin to release ownership and liability of K-9 Caro upon his retirement, to Officer Brenda Martin for a fee of $1.00. (J. Duscio, Police Chief) Council/Staff Discussion Mayor Hogue asked Officer Brenda Martin to come forward. Officer Martin stated that K-9 Caro has served the City of Wylie for 5 '/z years and it was time for him to retire. Councilman Jones stated he would like to have Caro recognized for his service at an upcoming council meeting. Council Action A motion was made by Councilman Jones, seconded by Mayor pro tern Stephens to approve Consent Item H as presented. A vote was taken and the motion passed 7-0. 1. Consider, and act upon, Ordinance No. 2014-26, amending Ordinance No. 2013-35 (2013-2014 Budget) and approving an appropriation of funds in the amount of $19,000 from the General Fund to the General Fund Combined Services, Land Betterment Account. Butters, Assistant City Manager) Minutes August 12, 2014 Wylie City Council Page 3 Staff Comments Assistant City Manager Butters addressed council stating that this project was funded last fiscal year and when staff realized the project was going to span over two fiscal years, money was left for the work that would be done during that fiscal year and money was moved to this fiscal year in order to finish the project. The City was not invoiced for some work that was done last fiscal year until this fiscal year. He explained the designated money needs to be pulled from the General Fund to finish the project. Butters stated that the overall project remains under budget. Council Action A motion was made by Mayor pro tem Stephens, seconded by Councilman Jones to adopt Ordinance No. 2014-26 amending Ordinance No. 2013-35 (2013-2014 Budget) and approving an appropriation of funds in the amount of$19,000 from the General Fund to the General Fund Combined Services, Land Betterment Account. A vote was taken and the motion passed 7-0. 2. Consider, and act upon, Resolution No. 2014-19(R) of the City Council of the City of Wylie, Texas, accepting the proposed property tax rate for fiscal year 2014-2015, accepting the calculation of the effective tax rate, establishing dates for public hearings on the proposed property tax rate, and providing for the publication as provided by the Texas Property Tax Code. (L. Bantz, Finance Director) Staff Comments Finance Director Bantz addressed council stating that the City is required by law to follow certain meeting and notice (publication) guidelines identified in the "Truth in Taxation" guide. Bantz stated this is the first step in the process to approve the proposed tax rate of$0.8789 cents per$100 valuation which reflects the 1/2 cent reduction that council requested at the last work session. Any revision of the tax rate would require a revision of the proposed budget. Bantz stated since the rate exceeds the effective tax rate we do have to hold two public hearings which will be held on August 26th and September 2"d. The council will vote on the tax rate at the September 9th meeting. Council Action A motion was made by Councilman Scott, seconded by Councilman Jones to adopt Resolution No. 2014-19(R) of the City Council of the City of Wylie, Texas, accepting the proposed property tax rate for fiscal year 2014-2015 of$0.8789, accepting the calculation of the effective tax rate, establishing dates for public hearings on the proposed property tax rate (August 26th and September 2"d), and providing for the publication as provided by the Texas Local Government Code, Section 140.010. A vote was taken and the motion passed 7-0. READING OF ORDINANCES Title and caption approved by Council as required by Wylie City Charter,Article III, Section 13-D. Records Analyst, Stephanie Storm, read the captions to Ordinance No.'s 2014-24, 2014-25, and 2014-26 into the official record.
