Board Direction The Commissioners directed staff to hold another work session with an Ordinance to include incentives for maintaining historic properties, correspond with the Downtown Merchants to receive input. The Commissioners will reach out to prope owners that have historic properties to receive their input. 4‘,/� 3. V Discussion v The City Council has declared as a matter of ordina cNThat the preservation, protection, and use of landmarks and historic districts is a public necessity bec they have a special character or a special historic, architectural, aesthetic, or cultural interest and e and thus serve as visible reminders of the history and heritage of the City of Wylie. �— At its July 31, 2014 meeting, the HistoricOiew Commission directed Staff to move forward with drafting an ordinance to expand the boundaries oft - ►`Iwntown Historic District to include properties west of the railroad. The district will encompass properti ding Cottonbelt from Elliot to Brown, including properties north of Brown Street on Keefer. The purpose of these revisions e, extend the boundaries of the DTH and to establish clear and concise design standards for new and reno'4, structures, including but not limited to signage. As time and technology change so must our ordina as it relates to design and function. However, it is also important to identify those areas that we desire to pre e and maintain to reflect as closely as possible the rich history of Wylie. In addition to the expping the boundaries, staff is proposing revisions to Section 6.3.E.6 Signs. Primary changes as outlined in Exhibit "B" (attached) include enlarging the total maximum allowable area from 64 sq. ft. to not to exceed 70 sq. ft. for a single tenant space and not to exceed 100 sq. ft. for a multi-tenant building. With the rapid growth of Wylie's commercial development, comes the need to revamp certain ordinances that better represent the changing character of the community. Over the past few years several request have been approved by the Zoning Board of Adjustment as well as by the Construction Code Board to grant a variance relating to size. A majority of these requested dealt with the overall wall length in regards to the allowable sign dimensions. It was Staff's opinion and ultimately approved by the Boards that there needed to be some flexibility when larger facades were being considered. The draft also provides clearer definitions for awning and canopy signs and better defining the difference between the two. A canopy sign is supported by the building Page 1 of 2 Page 9 of 53 Page 2 of 2 and/or by ground supports. A new section has been incorporated into the ordinance to regulate area, material and placement of Specialty Signs, such as banners and incidental signs. This section would regulate the placement of special event banners within or across public right-of-ways. In addition, A-Frame, and incidental type signs are defined and allowed within the DTH. The purpose of these amendments is to eliminate clutter, while at the same time allowing for some flexibility and conformity within the downtown district. Notification/Responses: Letters were sent to property owners included in the expansion to garner their input on the proposed change. Purpose Wylie's downtown has been identified by the Comprehensive Plan as a valuable resource worthy of preservation as a historic district. This district provides development and design O standards that preserve the historic and architectural character of existing development, provides for adaptive reuse of existing buildings, and the compatibility of new structures and` . uses with the historic nature of downtown. .V B. District Boundaries / 1. The Downtown Historic District(DTH)is generally bounded by State Highway 7fe south,Birmingham StrcetCottonbelt Avenue on the west,—,from Fleming Street wn Street, and including property north of Brown Street on Keefer, and to t stern property line of those lots facing west on Second Street;from Brown Street e north and Marble Street to the south, and those properties north of Brown Stre al g Ballard Avenue facing east and continuing north to Tract 4 of the Samuel B. Residential uses may be in residential structures or commercial structures.Residential O uses in commercial structures are only allowed if they occupy less than 40 percent of the floor area of the building;and do not occupy the area adjacent to the street front. b. Nonresidential uses may be in residential or commercial structures. Nonresiden uses in residential structures must be in those blocks where existing resid t.��V structures predominate. c. In block faces within the District that are currently developed with r ial structures, new construction shall be of historic design. A maximum of O two banners can be hung for each event with placement of the second banner provided as space allows.Only one banner will be hung at each location. 7.
