11-04-2013 (Historic Review) Minutes pitWylie Historic Review Commission CITY OF WYLIE Minutes Wylie Historic Review Commission Monday, November 4, 2013—6:00 pm Wylie Municipal Complex—Council Chambers 300 Country Club Road,Building 100 CALL TO ORDER Chairman Jeremy Stone called the meeting to order at 6:12PM, and stated that a quorum was present. Commission Members present were: Commissioner Bobby Heath, Jr., Commissioner Jon D Lewis, and Commissioner Alexis Tapp. Vice Chairman Tommy Pulliam and Commissioner Kathy Spillyards were both absent and Commissioner Bob Heath, Sr. arriving late. Staff present: Renae' 011ie, Planning Director, and Mary Bradley, Administrative Assistant. `~" CITIZENS COMMENTS Chairman Stone opened the Citizens Participation. With no one approaching the Commissioners, Chairman Stone closed the Citizens Participation. CONSENT AGENDA 1. Consider and act upon approval of the Minutes from September 12, 2013, Special Called Meeting. A motion was made by Commissioner Heath, Jr., and seconded by Commissioner Lewis, to approve the minutes as submitted. Motion carried 4—0, with Commissioner Pulliam and Commissioner Spillyards both being absent. Commissioner Bob Heath, Sr, arrived after the vote. REGULAR AGENDA Regular Agenda 1. Consider, and act upon, approval of Substantial renovations in accordance with Ordinance No. 2013-17 for the addition/expansion of a Church/House of Worship facility, generally located at the southeast corner of Jackson Avenue and Jefferson Street, and more specifically at 210 N. Jackson Avenue within the Downtown �+ Historic District. Minutes November 4,2013 Wylie Historic Review Commission Page 1 of 3 Staff Presentation Ms. 011ie stated that the applicant, Bryan Rogers, Better Design Resources, is proposing to construct a 1,006 square foot addition to the southeastern corner of the OM, existing House of Worship. The new brick will closely match the circa 1924 brick of the existing façade and the trim will closely match the existing trim. The west window facing Jackson Avenue will be a relocation of an existing four foot by six foot stained glass window. Board Discussion Mr. Bryan Rogers, Better Design Resources, the applicant, stated that there will be no ramp or new exterior doors. The brick supplier is Brett Packer out of Garland, the bricks will be sent from Bowerston Shale, Ohio. Board Action A motion was made by Commissioner Lewis, and seconded by Commissioner Tapp, to approve the substantial renovations for the addition/expansion of a Church/House of Worship facility, located at 210 N. Jackson Avenue. Motion carried 5 — 0, with Commissioner Spillyards and Commissioner Pulliam both being absent. WORK SESSION 1. Discussion related to overlay districts, including but not limited to South Ballard Overlay District. Ms. 011ie stated that due to interest in development in neighborhoods west of the South Ballard Overlay, the direction needed to Staff from the Commission is whether to consider expanding the South Ballard Overlay from South Ballard Avenue to Birmingham Street, and from College Street south to Jackson Circle. The property north of College Street is zoned Commercial Corridor. The buffer could be College and South Jackson Avenue. Ms. 011ie asked the Commissioners for their input regarding development type, whether residential, commercial or a mix. Commissioner Tapp excused herself from the meeting, due to prior commitment. The Commissioners discussed the narrow roadway, and lack of storm sewer infrastructure and how drainage would be addressed. They further suggested that street treatment beautification be considered. The Commissioners were in consensus to expand the boundary line from Birmingham Street to Highway 78. One of the options was to have the unimproved alleyway from Ballard Avenue to South Jackson Avenue turned into a paved alleyway. The Commissioners discussed having a park in the middle of the neighborhood. One of the possibilities was for the undeveloped lots off South Jackson Avenue and where the current Christian Care Center property is on South Ballard Avenue. ADJOURNMENT A motion was made by Commissioner Heath, Jr., seconded by Commissioner Lewis, to adjourn the meeting at 7:05pm. All Commissioners were in consensus.
