SUBJECT : Follow-up to September 30 Work Session
A City Council worksession was held last night to discuss issues relating to Park and
Recreation sales-tax and revenue bond elections. Attached is the presentation
materials used in the worksession. The primary goal was for the City Council to
determine elections dates. I believe the meeting was very productive and will be used
as a "positive momentum builder".
The City Council reached consensus on the following election dates (Scenario C in
the packet):
January 15, 1994 Sales Tax for Parks, Recreation, and Library
August 13, 1994 Water and Sewer Revenue Bond
Your staff is motivated and excited about the direction the City Council has
established for the city. The decision to hold the revenue bond issue in August allows
for that issue to be less critical. The decision to hold the Park and Recreation sales
tax election in January means a great deal of work. I will be preparing a timeline of
critical activities and a preliminary project list to be sent to the Council by Friday,
October 8.
The joint City Council/Park Board meeting on October 14, 1993 will be used to
detail uses of the sales tax funds and how other cities have expended their funds.
Also, to discuss specific projects for Wylie, presenting estimated costs. No public
funds are to be used for promotional campaign purposes. How this effort is to be
coordinated and the level of citizen involvement, must be determined by the private
sector. The only role for the city staff is to prepare informational materials, fact
sheets, etc.
I understand from the council's discussion that its philosophy for gaining citizen
support is simply to present the actual needs and let those needs speak for
themselves. Further, that there is no need for a fancy or slick campaign. To borrow
a quote, "Just the facts, Mam."
I will get back with the City Council with additional information on this issue and look
forward to building on this positive momentum.
