CALL TO ORDER
Chair Kathy Spillyards called the meeting to order at 6:07PM, and stated that a quorum
was present. Those present were: Commissioner Annilee Waterman, Commissioner Jon
Lewis, Commissioner Jennifer Wakefield, and Commissioner Bob Heath, Sr.
Commissioner Jeremy Stone arrived late. Commissioner Bobby Heath, Jr. was absent.
Staff present: Renae' 011ie, Planning Director, and Mary Bradley, Administrative
Assistant.

CITIZENS COMMENTS
Chair Spillyards opened the Citizens Participation. With no one approaching the
Commissioners, Chair Spillyards closed the Citizens Participation.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes from July 31, 2014, Special
Called Meeting.
A motion was made by Commissioner Wakefield and seconded by Commissioner
Waterman, to approve the minutes as submitted. Motion carried 5 — 0, with
Commissioner Stone arriving after the vote.
Commissioner Bob Heath was excused due to a Conflict of Interest.
Regular Agenda
Public Hearing
1. Hold a Public Hearing and consider a recommendation to the City Council, amending
regulations to Zoning Ordinance No. 2009-24, Article 6, Section 6.3 as it relates to
district boundaries and design standards within the Downtown Historic District (ZC
2014-06).

Staff Presentation
Ms. 011ie stated that at the July 31, 2014, Special Called Meeting, the Commission
directed Staff to prepare an Ordinance expanding the Downtown Historic District to
include properties west of the railroad. The proposed ordinance expands the
Downtown Historic District to the west of Brown Street, across the railroad to the
westside of Cottonbelt and includes properties that are on Keefer north of Brown
Street. The proposed ordinance also revises signs for the DTH District.
Ms. 011ie reviewed the revisions of the Zoning Ordinance for Downtown Historic
District for the signs. The current ordinance specifies the linear foot of the building.
The proposed calculations on the face of the building, includes front and side.
A proposed new section is for the Special Events Banner Signs. The event shall be
sponsored by the City of Wylie or a nonprofit. The Public Works Department would
erect the banner, and the applicant is responsible for picking up the banner once
removed.
The boundaries proposal includes properties south of Highway 78 to Cottonbelt
Avenue on the west from Fleming Street to Brown Street, and including property
north of Brown Street on Keefer.
Several citizens attended a meeting in October that was cancelled due to no quorum.
Staff was present and listened to their concerns. A majority of the concerns expressed
was allowing commercial and residential uses within the proposed expansion of the
DTH. Another concern from the citizens was the homes that were noncontributory.
Ms. 011ie stated that the property owners are not required to change their existing
home to current design standards. The proposed ordinance is designed for new
development and to protect the existing properties. If a property burns down and is
surrounded 60 percent by brick homes, the guidelines within the ordinance would be
infill property regulations.
Citizens Comments
Chair Spillyards opened the Public Hearing.
Ms. Denise Gay, 203 Cottonbelt, spoke in favor of the expansion.
Ms. Naomi Schneller, 302 W Marble, spoke in opposition and does not encourage
beautification on rental properties. Commissioner Waterman stated that when a
property is designated as historic district, it gives the property owners a sense of
identity.
Ms. Lynn Grimes, 201 N Ballard, Business Owner, spoke in favor of the expansion
and preserving the older homes. Currently there are 33 homes that can be classified as
historic and 22 homes that are noncontributory. The tax savings will be beneficial
impact and encouraged the Commissioners to educate the property owners. Ms. 011ie ,•�
stated that the county does have paperwork to submit for tax savings.

Mr. David Brundridge, 109 W Keefer, spoke against the expansion, and allowing
businesses next to residents.
Pool
Chris Martinez, 307 W. Oak, questioned if a house burned down, what are the design
standards; and, parking requirements. Ms. 011ie stated that if the residential structure
burns down, the structure can be built back as a residential structure. The parking
requirements for the downtown is flexible, allows alternative materials, such as
pavestones and grasspavers for driveways and parking spaces, subject to approval by
the City Engineer.
James Kiser, 401 N Keefer, spoke in favor of the expansion to preserve historic
aspect of City of Wylie.
Chair Spillyards closed the Public Hearing.
Board Discussion
Chair Spillyards polled the Commissioners for opinion on allowing residential and
business for the proposed expansion only. All the Commissioners were in agreement
for not allowing commercial in the proposed expansion area.
Chair Spillyards stated that majority of property owners living in a historic district
take pride in their property, and want to preserve. The historic boundary makes the
community have a sense of identity, and increases preservation.
Commissioner Wakefield questioned the historic date of the properties. Ms. 011ie
recommended instead of putting it to a date, to make it a style, whether Arts and
Crafts, or Victorian, etc., the home is clearly defined as contributory. Commissioners
discussed the noncontributory structures and requested verbiage for noncontributory
structures. Ms. 011ie suggested including the definition of a noncontributing structure
as: "... A non-contributing building and/or structure means a building not
contributing to the historic significance of the district and does not add to the
district's sense of time and place, and historical development; or one where the
location, design, setting, materials, workmanship, feeling, and association have been
so altered or have so deteriorated that the overall integrity of the building has been
irretrievably lost. Typically, contributing structures are older than 50 years. Typically,
non-contributing structures are less than 50 years old."
Commissioner Wakefield expressed desire to see education with the community of
the property owners within the Downtown Historic District for tax abatements. Ms.
Bradley stated that the contact person at the county has offered to come and do a
presentation on how to complete the tax abatements forms. Ms. Bradley will contact
the county to arrange a time.

Board Action
A motion was made to approve with amendments by Commissioner Wakefield, and
seconded by Commissioner Waterman, to recommend approval Zoning Case 2014-06
amending 2009-24 Article 6, Downtown Historic District to exclude commercial uses
on areas included in the expansion; and add 6.3 for non-contributing structures as "...

Commissioner Heath joined the meeting.
Ms. 011ie stated that an applicant has contacted her regarding a submittal of a new
structure within the Downtown Historic District and polled the Commissioners on a
quorum for Special Called Meeting on December 4, 2014. A quorum would be
present, and more information will be forthcoming on the item.
ADJOURNMENT
A motion was made by Commissioner Stone, seconded by Commissioner Wakefield to
adjourn the meeting at 7:30pm. All Commissioners were in consensus.
