CALL TO ORDER
Chair Kathy Spillyards called the meeting to order at 6:00PM. Administrative Assistant
Mary Bradley took roll call and the following Commissioners were present: Chair Kathy
Spillyards, Commissioner Annilee Waterman, Commissioner Jon Lewis, Commissioner
Jennifer Wakefield, Commissioner Bob Heath, Sr. and Commissioner Bobby Heath, Jr.
Commissioner Jeremy Stone was absent.
Staff present: Renae' 011ie, Planning Director.
CITIZENS COMMENTS
Chair Spillyards opened the Citizens Participation. With no one approaching the
Commissioners, Chair Spillyards closed the Citizens Participation.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes from November 13, 2014,
Special Called Meeting.
A motion was made by Commissioner Lewis and seconded by Commissioner Heath,
Sr, to approve the minutes as submitted. Motion carried 6—0.
Regular Agenda
Action Item
1. Consider, and act upon, approval of a new Residential structure in accordance
with Ordinance No. 2013-17, generally located at the southeast corner of Brown
St. and Ballard St., and more specifically at 100 E Brown within the Downtown
Historic District.
Staff Presentation
Ms. 011ie stated that the applicant is United Bilt Homes and the owner is Kenneth and
Amanda Steen. The applicant is proposing to construct a 2,700 square foot two-story

residential dwelling on 0.1111 acres. The use will include a chiropractor office and a
residential home. The primary exterior material shall be horizontal wood siding with
the width between four and five inches. The selected primary colors are from Sherwin
Williams Historic Palette with the main color being Classic French Braid. ,..,t
Board Discussion
Mr. Steve Allman, United Bilt Homes, 1250 E I-20, Terrell, Texas, the applicant
stated that the parking will be between the alley on the east and the right side of the
proposed dwelling. The front gables will be hardi-shingle, not wood fiber. The roof
pitch will be 8:12 and the hips are 8:12 with gables 12:12.
Chair Spillyards questioned the style of the home. Ms. 011ie stated that the style was
between an Arts and Crafts and a Queen Anne Victorian. Chair Spillyards desired to
see one or the other definitive style and not a mixture of the two. Commissioner
Wakefield suggested changing the cedar style gables, maybe to a fish scale style.
Commissioner Waterman questioned the size of the porch in that it was shallow, and
the roofs pitch. Mr. Allman stated that the size of the lot and the size of interior
limited the size of the porch. Chair Spillyards stated that the structure could be
adjusted on the lot to gain the footage needed for expanding the porch to eight feet.
The Commissioners expressed desire to have one historic style, doors and windows
with large glass panel, and enlarging the porch to eight feet. Mr. Allman agreed upon
a Victorian style with eight foot porch with rails and fish scale style gables.
Board Action
A motion was made by Commissioner Heath, Sr. and seconded by Commissioner
Lewis, to table the site plan for 100 E Brown until applicant can address the style of
the home and enlarging the porch by eight (8) feet. Motion carried 6—0.
ADJOURNMENT
A motion was made by Commissioner Lewis, seconded by Commissioner Heath, Jr. to
adjourn the meeting at 6:40pm. All Commissioners were in consensus.
