Hold a public hearing and consider and act upon an Ordinance adopting a change in zoning to amend the Planned Development District (PD 01-14), generally located on the southwest corner of Ballard Avenue and Brown Street. ZC 2005-11. (C. Thompson,Planning and Zoning Director) Executive Summary The subject property was platted as Lot 17, Block 3 as the Brown and Burns Addition, one of the oldest subdivisions within Wylie. The lot is 65 feet wide and 125 feet deep,totaling 8,125 square feet in size. The lot is occupied by a building of 3,386 square feet under roof(2,772 square feet air conditioned), which is currently vacant but was previously used as a combined single-family residence and personal services use (photography studio). In March 2001, the City Council approved a Planned Development District(PD 2001-14)to allow the design of the structure and mixture of residential and nonresidential uses. At that time, the property was zoned Single-Family Residential (SF-3) under the previous Zoning Ordinance,which did not permit mixed uses except by Planned Development District. 2. Hold a public hearing and act upon an Ordinance approving a change in zoning from Agriculture (A)to Planned Development (PD) District for single-family residential uses, property being generally located in the northwest corner of South Stone and Vinson Roads. ZC 2005-13 (C. Thompson, Planning and Zoning Director) Executive Summary The property totals 185.1449 acres,west of South Stone Road(old F.M. 544)and north of Vinson Road. The property was annexed into Wylie on September 28,2004,and is zoned Agriculture(A)as a holding district until appropriate urban uses are requested. The property was previously occupied by a rural homestead. Notification/Responses — Of five (5) notifications mailed, one (1)written response opposed to the request was received (and that from beyond the notification area). Requires a simple majority vote of Council to approve. INDIVIDUAL CONSIDERATION 3. Consider and act upon awarding a bid in the amount of$26,940.00 to Air Cleaning Technologies, Inc. for the purchase and installation of vehicle exhaust venting systems at both fire stations. (S. English, Fire Chief) Executive Summary Competitive sealed bids have been solicited, in accordance with Chapter 252 of the Local Government Code, for the purchase and installation of vehicle exhaust venting systems at both fire stations. Council approved an allocation of $58,000.00 for this purchase in the Fire Department's 2005 operating budget. Two vendors have submitted bids based on the total turnkey project cost for both stations. The Fire Department has evaluated the systems proposed by the low bidder and determined that this bid provides the best value for the City. The bids are as follows. Air Cleaning Technologies,Inc. -$26,940.00 DCS Solutions LLC-$42,900.00 4. Consider and act upon a request, in the amount of$35,000.00, from Blackland Prairie Playground Foundation to fund the remaining cost of constructing the Pirate Cove Playground in Founders Park. (L. Williamson, Finance Director) Executive Summary Mrs. Anne Hiney has raised in excess of$87,000 from private and corporate contributions through the Blackland Prairie Playground Foundation to build the Pirate Cove Playground in Founders Park. The project is completed. However, a number of invoices remain outstanding in the amount of $35,000. Mrs. Hiney is requesting that the City of Wylie contribute the remaining funds. A vote was taken and passed 6-0. I1DI `IDU L CON IDERATI JI' : PUBLIC HEARING Tabled Item from 4-26-05 Motion to remove from table Council Action A motion was made by Mayor Pro Tem Hogue to remove Item #1 from the table. Consensus of Council was to remove. 1. Continue a public hearing from April 26, 2005 and May 10, 2005 to receive citizen comments and consider and act upon certain revisions to the Comprehensive Plan. (C. Thompson, Planning and Zoning Director) Staff Comments Planning and Zoning Director Thompson addressed Council stating that the public hearing was convened as published on April 26, 2005 and May 10, 2005, but the Council tabled discussion until the May 10th meeting and any decision until May 24, 2005, so that additional research and recommendations could be provided concerning the sufficiency of retail and commercial uses and the proportion of residential densities(lot sizes)and to allow for additional citizen comments. Mr. Thompson reported that after the May 10, 2005 Council Meeting, the governor signed into law legislation making it increasingly difficult to change the use of someone's property. Mr. Thompson explained that before,"the test for taking" at far market value, was any use. Now it is set at 25%anticipated return to be considered a "taking". The state is also setting limits for yield of property, as in our ordinance, impervious coverage can not exceed 45% coverage of the lot, meaning after a lot size is determined, we can not restrict more than 45%. He reported that the state too was looking at a maximum of 45%. At a work session held May 3, the Planning and Zoning Commission discussed further the proposed retail locations and residential lot sizes. Council Discussion Mayor Mondy asked Mr. Thompson if the City had run numbers on the exposure to the City in changing the zoning on some of the property. Mr. Thompson replied that a complete study had not been preformed but two owners had vested their right to pre-plat under the current plan.He stated that yes we have done our best to inform the owners and some have moved to protect their rights and others are waiting to see. Mayor Mondy then asked what the City's impact would be to this legislation with the proposed amendments to the Comprehensive Plan. Mr. Thompson explained that several parcels have had changes. Mayor Mondy asked if a complete study should be made. Mr.Thompson stated that he had researched the cost of performing an Economic Analysis which will study several intersections and the residential areas around those intersections and explained the cost to provide that study would be somewhere between $50,000 to $100,000. It would cost $300,000 to $400,000 to get an Economic Impact on the Comprehensive Plan and its consequences. Mayor Mondy asked if all Cities were not required to do this. Mr. Thompson stated that this was an emotional issue which would be best addressed in the courts. Mayor Mondy then asked if this issue would be coming up in Cities all over the state. Mr. Thompson stated it could, but extensive analysis over what the City is doing will probably not be performed. Mayor Mondy asked if WISD had been contacted regarding the proposed Comp Plan. Mr. Thompson stated that they had and were aware of the changes. Councilman Newsom asked which of the two proposed amendments the Planning and Zoning Board approved. Mr. Thompson stated that the vote was split,four for the alternative plan and 2 for the plan presented at the May 10, 2005 meeting. They are however strongly in favor of both plans. Councilman Porter asked if the alternate Minutes—May 24,2005 Wylie City Council Page 2 plan called for decrease or increase of density in the circled area on the map. Mr. Thompson replied that it was to increase the density from one acre lots to 10,000 minimum and 20,000 sq ft. lots. Mayor Pro Tern Hogue asked for clarification in that the alternate plan would reduce lot size and increase overall density. Mr. Thompson concurred. City Manager Roath asked Mr.Thompson to touch on the industrial/commercial side of the plan. Mr.Thompson explained the areas for light industrial and heavy industrial as well as the commercial along the thoroughfares. Mr. Roath then asked if this plan would be increasing or decreasing the industrial/retail. Mr.Thompson replied that the City would be staying the same as the current Comp Plan but would see a decrease when comparing it to the Zoning Map.He explained that this is a concern of staff with conflicting goals in several areas. When the citizens were asked in 1999 what type of city they perceived Wylie to be, 85%responded that they saw Wylie as a City to live in and go elsewhere to work and shop. When they asked the same residents what kind of a community they wanted Wylie to become, they responded that they would like to see a balanced community where residents could live, shop and work. Those are conflicting interests. The City came up with the Village Concept to address this. Councilman Newsom asked if we would continue to have a holding zoning for new annexed land as Agriculture. Mr. Thompson stated that all new annexations would more than likely be voluntary and must come in as "A" to allow time to determine use. Mr. Roath asked if WISD had concerns with the Comp Plan. Mr. Thompson replied that the school planned to move forward with their plans for schools in light of the revised Comp Plan because they go beyond Wylie City Limits into other cities. He stated that he did not believe it would be a misrepresentation to say that he believes the WISD superintendent and Board will serve any population this land use maintains. He explained that there is more than building and staffing concerns with WISD, rather there are also supplemental food programs,buses and other issues. Mr.Roath asked what concerns were most important to these revised plans. Mr. Thompson replied that there were: conflicting goals for the City mentioned earlier, limited land,fiscal impact, current development patterns, zoning conflicts, and public/semi-public non-taxable development. He stated in the later that currently 3% of all City land was owned by WISD, City owned land was 10%, Water District was 7%, and the railroad owning 7%. This is a total of 27% of current land with at lease 20% totally nontaxable. Councilman Young asked what the build out population would be based on this Comp Plan and the current city limits. Mr. Thompson stated that it was between 50,000 and 55,000 with the new Comp Plan in place, previously with the current Comp Plan it was estimated at 75,000. He explained that there could be additional land annexed voluntarily though, in the next few years. Mayor Mondy stated that this Comp Plan would be reviewed at least every three years and would change in some aspects as the City grows. Mr. Roath asked if the City would continue to see Planned Developments apply with the new plan. Mr. Thompson stated that there would still be applications for Planned Developments with large lots and homes. There would also be applications for straight zoning. Continued Public Hearing Mayor Mondy opened the Public Hearing at 6:45 p.m. asking anyone present wishing to address Council to come forward and state their name and address for the record and limit their comments to three minutes. Sam Satterwhite representing Wylie Economic Development Corporation asked Mr. Thompson and Council to explain if the 128 acres marked light industrial could be used for larger campus environment development, or would that characteristic fall into the heavy industrial definition and not be allowed as light industrial industry. Mr.Thompson stated that these are general definitions but the zoning would go further and have to identify the specific types of uses, such as; heavy industrial would be taking raw materials and converting those thru a very energy/labor intensive process that generates noise traffic and other consequences into some product. The light industrial would be light assembly as taking some type of previously processed parts into some type of end use product. Showroom warehousing and print shops would be considered light industrial. Jasen Judd residing at 3010 Bryce Drive, Wylie, TX addressed Council stating that he had a few questions about the plan. What is the density differential in lot sizes. The reason for the question is school efficiency. Second question is how will the lots sizes be tied to the house size and will it be across the board. Third, I recommend this plan be reviewed at least between 1-3 years for continuity. Mayor Mondy explained that state law recommends review every three years. Mr. Thompson explained that the lot and house square footage would be addressed in zoning. He explained that the minimum for 10,000 sq.ft. lots would have a house size of 2,400 sq. ft. minimum, 20,000 sq. ft. lots would have a minimum of 2,600 sq. ft. and 1 acre lots would have minimum house size of 3,000 sq. ft. Chad Jordan residing at 3015 Charles Ct., Wylie, TX addressed Council stating that he wanted to clarify an issue from the P&Z Meeting. He stated that most citizens felt that the Village Center Concept was flawed and he tended to agree. Minutes—May 24,2005 Wylie City Council Page 3 Part of the reason is the timing of the adoption back in 1999. He explained that he felt the residential areas were growing at a fast rate,but the commercial/retail/industrial were not keeping up,leaving the tax base upside down. He stated that he believed the Council should slow down the residential growth to allow time for the commercial to catch up. Mr. Jordan commented that the alternate plan should be scrapped. Mayor Mondy replied that residential must have the population counts in order to bring in retail/commercial. Mayor Mondy closed the Public Hearing at 6:55 p.m. Council Action A motion was made by Mayor Pro Tem Hogue, seconded by Councilman Newsom to approve Ordinance No. 2005-19, option #1 approving certain revisions to the Comprehensive Plan. A vote was taken and passed 6-0 with Councilwoman Allen absent. 2. Consider and act upon a Retail Water Service Area Agreement between the Wylie Northeast Water Supply Corporation and the City of Wylie. (M.Roath, City Manager) Staff Comments City Manager Roath addressed Council stating that on August 25, 2004, the City received a Notice of District Petition advising the City that Wylie Northeast Water Supply Corporation had filed a petition with the Texas Commission on Environmental Quality (TCEQ) to convert to Wylie Northeast Special Utility District. On October 1, 2004, the City, through its utility counsel, Mr. Kerry E. Russell, filed a request for public hearing on the application before the TCEQ. Since October 2004,the City has met with representatives from the Wylie Northeast Water Supply Corporation to craft an agreement that would resolve this issue as well as forge a long term relationship between both parties. The agreement basically establishes a mechanism as the City expands through annexation, that the area Wylie Northeast Water Supply Corporation currently operates be controlled by an established board. This board would hear the case in question and determine the outcome. If this avenue was unsuccessful, the case would go to mediation with TCEQ to carry out the process. This agreement also establishes in written form, the process the Corporation must follow when it expands or moves their utilities within the City's ETJ. They must first seek review from the City and if the City, within 30 days chooses, they may request larger lines, with the City providing the cost. Mr. Roath explained that this agreement also allows for emergency interconnects to improve water situations and resolves the issue of the Corporation moving forward to become a SUD. The board would be made up of three members from the City and three members of the Water Supply Corp.. Council Discussion Mayor Mondy asked who would provide the sewer for these areas. Mr. Roath explained that the water would be read by the Water Supply Corp. and sent to the City for billing. The City would bill for the sewer. He explained that City staff and the Water District were working on an agreement for cut off capabilities from both parties for more continuity. There is also a provision in the agreement presented for review of improvements made within the City's ETJ requiring the Water Supply Corp. to follow the City standards that were adopted on April 12, 2005. A copy has been furnished to the Corporation, outlining those standards. Councilman Porter asked if there was an interconnect agreement with the Corporation for cases of emergency. Mr. Chris Holsted stated that there was in this agreement. Council Action A motion was made by Councilman Young, seconded by Mayor Pro Tem Hogue to approve a Retail Water Service Area Agreement between the Wylie Northeast Water Supply Corporation and the City of Wylie. An alley waiver was approved by City Council on January 11, 2005. The property includes 16.039 acres and will create 53 single-family residential lots. The Texas Muncipal Clerks Certification program was recognized in 1985 by the State of Texas with House Bill 2092. H.B. 2092 provides for certification and recertification of municipal clerks. SUMMARY: Owner: Eleanor Thrailkill Applicant: Cindy Moloney, for Caldwell Banker/Henry Realtors The subject property was platted as Lot 17, Block 3 as the Brown and Burns Addition, one of the oldest subdivisions within Wylie. The lot is 65 feet wide and 125 feet deep, totaling 8,125 square feet in size. The lot is occupied by a building of 3,386 square feet under roof (2,772 square feet air conditioned), which is currently vacant but was previously used as a combined single-family residence and personal services use (photography studio). In March 2001, the City Council approved a Planned Development District (PD 2001-14) to allow the design of the structure and mixture of residential and nonresidential uses. At that time, the property was zoned Single-Family Residential (SF-3) under the previous Zoning Ordinance, which did not permit mixed uses except by Planned Development District. The current zoning ordinance, adopted in November of 2001, created the Downtown Historic District (DTH), which encourages multiple use of structures, and PD 01-14 was patterned after the (then proposed) regulations of the DTH District. The DTH District requires that new structures conform to the exterior design of other structures within that block, either residential or commercial. The existing structure is residential in design, and conforms to this requirement. ZC 2005-11. SUMMARY: (Continued) However, the controlling PD also contains certain provisions which the current applicant desires to modify. These include removal of restriction of the proportion of residential to nonresidential uses, and the required parking. The applicant desires initially to utilize the building entirely for nonresidential uses, but to retain the flexibility to use it either completely for nonresidential, completely for residential or any combination of these uses. To accommodate this, the applicant proposes to modify the PD to generalize the permitted uses to categories rather than the specific uses listed within the currently-adopted PD, and to delete the proportional limitation of residential to nonresidential uses of the current PD. The current Zoning Ordinance does not limit the degree to which either residential or commercial uses may occupy residential structures within the DTH District, and the proposed revision to the PD complies with this standard regulation. The current Zoning Ordinance provides that within the DTH District parking for nonresidential uses less than 4,000 square feet are not required to provide on-site parking but may utilize on-street parking, and the currently proposed nonresidential uses of the building comply with this regulation. However, the proposed revision to the PD requires that at least four (4) parking spaces be provided on-site, and there are currently at least 4 spaces (perhaps 6, if the tandem spaces along the south side are allowed). If the existing structure is expanded to 4,000 sq. ft. or larger (currently 3,386 sq. ft.), the ZO requires that not more than 25% of the required parking may be off-site. Residential use of the structure will require two enclosed parking spaces on- site (requiring reopening of the recently-enclosed garage). All other existing uses within the DTH District utilize on-street parking for most (if not all) of their required parking. If the existing structure were not located within the DTH District, 12 on-site parking spaces would be required if used entirely for offices uses (at 1 space/300 s.f.) or 17 on-site spaces if personal services or retail (at 1 space/200 s.f.). The applicant had originally requested that retail be an allowed use within the revised PD. However, the Planning and Zoning Commission recommends that retail uses not be allowed, and the attached Conditional of the PD reflect this (with the agreement of the applicant). The Commission's reasoning for deleting retail was because of the greater traffic and parking need generated by retail uses. 2 ORDINANCE NO. Statement of Purpose: The purpose of this Planned Development District is to permit the development of BRADDOCK PLACE. IL Statement of Effect: This Planned Development shall not effect any regulation found in the Comprehensive Zoning Ordinance as adopted and amended, except as specifically provided herein; III. General Regulations: All regulations providing for a Village Center District as set forth in Section 3.3 Village Residential Districts of the current Comprehensive Zoning Ordinance are included by reference and shall apply, except as otherwise specified under the special provisions hereunder. The conditions contained herein and the conditions of the current Comprehensive Zoning Ordinance, which are not amended by this Planned Development, shall constitute all the zoning requirements applicable to this Planned Development. Concept Plan: Development shall be in conformance with the Concept Plan attached herewith; however, in the event of conflict between the Concept Plan and the written conditions of this ordinance, the written conditions shall apply. Subsequent Submittals: A Development Plan shall be submitted for public hearing review and approval of the Planning and Zoning Commission and City Council. The Development Plan shall conform to the approved Concept Plan and conditions of the Planned Development, and shall serve as the Preliminary Plat. IV. Specific Regulations: i. General Residential Regulations 1. Density: The maximum number of Single Family Dwelling units permitted in this Planned Development shall not exceed 600 S.F. Units. In the event the Parks Department accepts the proposed Park depicted on the Zoning Exhibit the maximum number of units shall be reduced to 500 units. In the event Wylie ISD elects to construct a school on the proposed school site depicted on the Zoning Exhibit, the maximum number of units shall be reduced to 560 units. In the event the school and park are both developed according to the Zoning Exhibit, the maximum number of units shall be 460. 2. Lot Mix: A minimum of 10% of the Single Family Lots will be in excess of 12,000 sf. A minimum of 70% of the Single Family Lots will be 10,000 sf or greater. Single Family Base and Desirable Requirements of the Village Residential District (Figure 3-14) shall apply fully to all phases of the Planned Development. 1. A landscaped berm and split rail fence shall be allowed along FM 544 in place of the required masonry screening wall. The berm shall be planted with a combination of hardwood and evergreen trees, irrigated by an underground system, and grassed with Bermuda, buffalo, or a rye/Bermuda mix. All open space areas will be maintained by the HOA. VI. Common Area Platting: All street medians, green belts and common areas not dedicated to the City must be maintained by the HOA, and shall be clearly delineated as such and the acreage shown for each common area on the final subdivision plat. VII. Tree Preservation: Toward the goal of preserving as many existing trees (8 in. caliper or larger) possible, a tree management plan provided by the owner as preserves at least 25% of the riparian tree cover shall be approved by the director of planning prior to commencement of any grading or infrastructure or improvements within the area of this Planned Development. VIII. Landscape Zone: In an effort to preserve the agricultural heritage of the Rice farm, as indicated by the existing fence line trees, the developer shall preserve all hardwood trees with a caliper of 8 inches or greater located within an edge zone that extends 3 feet from perimeter property line. IX. Screening and Landscape: A screening and landscape berm with split rail fence shall be provided along FM 544 in lieu of the brick screening wall . The berm shall have a sculpted, undulating form. A conceptual landscape plan to be provided with the Preliminary Plat. X. Transition Zone: In an effort to make a land use transition from the existing homes in the Twin Creek Ranch Subdivision, the developer shall establish an edge, one lot deep, of lots along the south western property line of this development that have a minimum lot size of 10,000 square foot. In an effort to make a land use transition from the existing Pulliam residence north of the Property, the developer shall: (1)Establish an edge, one lot deep, of lots along the northern property line of this development that have a minimum lot size of 12,000 square foot and (2) Create a thirty foot(30') landscape buffer between the Pulliam property and Braddock Place that will be planted with evergreen trees thirty feet (30') on center along the edge of the property. All perimeter lots shall be a minimum of 10,000 square feet. XI. Although I realize development of the area will happen, I would once again like to remind the planning department of the traffic situation in the area. There are only two lane roads in and out of the area. With the high density dove opment currently being built in Bozman Farms and in the current rezoning of the Collins tract, traffic conditions will just continue to worsen in the area. As I have stated in the past, the area is primarily large lots and there are some very nice homes in the area. I would hate to see the southeast side of town become the residential nightmare type area the rest of the city is becoming. Most of the area is county residents and we moved to that area for the reason of space between the neighbors. Sealed bids shall be accepted at the Wylie Municipal Complex, Office of the Purchasing Agent, 2000 Highway 78 North, Wylie, Texas until 2:00 PM May 18, 2005 at which time and place all duly received bids shall be publicly opened. The City reserves the right to reject any or all bids and to accept the bid that provides the best value for the City. The successful bidder shall provide the specified vehicle exhaust venting systems and all equipment, materials and labor necessary for the installation of the systems in accordance with the specifications. Performance Specifications 1.1 Extraction System Overview 1.1.1 The exhaust system shall be designed to vent 100%of exhaust gases and particulate safely to the outside of the fire station. The exhaust system shall be designed and installed by factory-authorized personnel,which have been certified by the manufacturer of the exhaust system. Manufacturers shall be required to have a minimum of five years of proven manufacturing experience in the manufacture of emergency vehicle exhaust extraction equipment. This experience must include a vehicle or vehicles that have made 1200 emergency response calls a year for a minimum of 3 years. The purpose of this section of the specification insures that the vendor has a proven system for durability in high run departments. 1.1.2 This specified requirement allows the fire department to use the exhaust system for checking the vehicle pump and engine when it is inconvenient to do so outside the station house and without creating unnecessary performance criteria. 1.2 Airflow requirements 1.2.1 Exhaust system shall be designed to eliminate vehicle exhaust gases by a continuance of negative pressure vacuum from vehicle tailpipe to the inlet of the fan. 1.2.2 This exhaust system shall extract hot exhaust gases by creating venturi suction vacuum around entire exhaust tailpipe to draw the exhaust gases and particulate into the connection nozzle by effectively inducing ambient air at the universal nozzle and tailpipe adapter connection. 1.2.3 The system shall be designed to vent toxic exhaust gases when the exhaust fan is not powered up at engine start-up due to power failure by means of one-way ambient 1 airflow tailpipe adapter that employs a high temperature silicone check valve at the nozzle connection to seal off the backwash of toxic exhaust gases when vehicle is connected to the exhaust extraction system. 1.2.4 Substantially airtight exhaust extraction systems must employ ambient air induction to cool hot gases down to save the life of the flexible hose and exhaust fan motor bearings. 1.2.5 Exhaust system hose drops shall be sized to maintain a minimum cross sectional diameter of the vehicle tailpipe so that exhaust gases in combination with ambient air can be extracted in the exhaust system. Any Exhaust systems, which do not size hose drops in match the output CFM of the vehicle engine when running at 1500 RPM and maintain the vehicle's tailpipe diameter, shall not be accepted. 1.2.6 The purpose of this portion of the specification is to insure that the exhaust system is designed to cool down hot exhaust gases as they are conveyed to the outside of fire station. This type of exhaust extraction keeps exhaust temperatures within a safe limit to insure that flexible hoses are within their designed temperature tolerances. Exhaust systems that size exhaust drops without dilution ventilation and also down size the exhaust connection hose unnecessarily put our vehicle engine warranty at risk. Any system that employs an airtight seal at vehicle tailpipe and under sizes extraction hose drops may require additional liability insurance. 1.3 Overall System Performance 1.3.1 System must be designed solely for high temperature vehicle exhaust fire rescue applications 1.4 System Warranty 1.4.1 Complete exhaust system warranty shall be for a minimum of 1 year. 1.4.2 Any vendor claim of proven long-term durability must be illustrated on the specific product mentioned in this specification. 1.4.3 Any system that adds new or nonstandard components not normally a part of the standard design used in all other emergency response vehicle applications to date shall not be accepted. 1.5 Turnkey Installation 1.5.1 Complete exhaust system including the exhaust fan, control box, ductwork, and extraction unit shall be proven and field tested for a minimum of 5 years in the United States of America. 2 1.5.2 All system components shall be labeled with manufacturer identification. 1.5.3 installation of Exhaust System shall be accomplished by a factory authorized installation team that specializes in the business of installing emergency response exhaust systems. 1.6 Air Testing 1.6.1 The overall design shall include individual systems for each apparatus that are specifically designed for the output CFM of the apparatus engine. 1.6.2 The design CFM for each vehicle, unless otherwise specified, shall be minimum 600 CFM for fire engines and tower units and 500 CFM for medic units with tailpipe size of 4" diameter or less. 1.6.3 The designed CFM stated has been selected to insure that exhaust system will not restrict airflow of exhaust gases as they are ducted to the outside of the station. 1.6.4 Air balancing shall be performed to insure that the designed CFM requirements are met for each bay. 1.7 Final Acceptance 1.7.1 At conclusion of installation of exhaust system all vehicles in the facility will be operated for a period of 15 minutes to insure that extraction hose, ducting, and fan have been sufficiently sized for all the vehicles operating in the fire station by providing negative pressure from the connection nozzle to the exhaust fan. 2.1 Method of Nozzle Attachment 2.1.1 The exhaust system shall be attached to the vehicle within 3 feet of the door threshold. 2.1.2 The system shall be designed so that attachment to exhaust hose is accomplished by the operator standing erect and with one simple motion connect system to vehicle. 2.2 Method of Nozzle Release 2.2.1 The disconnection of the hose shall be speed intolerant by having the balancer lift the exhaust nozzle off the vehicle tailpipe. 3 2.2.2 Any auto-release system that is speed sensitive to the driver requiring the driver to modify his or her speed , within reason, to control the nozzle release, shall not be accepted. 2.2.3 The intent of this portion of the specification is to reduce the amount of exhaust gases that will backwash into the station house due to early release of vehicle tailpipe and/or reduce the risk of violent nozzle release if the driver outruns a trip mechanism. 2.2.4 The major benefit of this portion of the specification is to extend the life of the exhaust hose due to less stress at release of vehicle tailpipe. 3.1 Extraction System Mounting Methodology 3.1.1 System track must be supported a minimum of every 10 ft and no more than 7 feet of track shall be cantilevered from the end of the first and last support. A minimum of 2 supports shall be required for track systems that are 20 feet in length. Systems that are longer then 20 feet long must have at least 1 support every 10 feet. 3.1.2 The exhaust system shall be suspended from the building structure by means of aluminum vertical supports with galvanized strut attached to the building structure that is designed to eliminate side to side and front and back sway of exhaust system track or rail profile. The forces that are calculated must correspond with the release method of the exhaust system. 3.2.1 Overall look of suspension system must match the station quarters in a way that will benefit the appearance of the facility. All vendors must carefully examine the station house and publish their method of supporting the exhaust system which includes maneuvering around bay doors. 3.3 Sliding Aluminum Track 3.3.1 The exhaust system shall be equipped with a lightweight track support system to convey the exhaust hose from door threshold to vehicle park position. 3.3.2 This track must be designed for the specific use of fire station exhaust ventilation and be engineered to carry the specific weight of all exhaust system components attached to the track as well withstand the pull forces placed upon system when vehicle exits the station. 3.3.3 System shall have specific compartments for the sole use of splicing support tracks together without using external splice plates for the simple reason that external splice plates do not look ascetically pleasing. 4.1 The System Balancer 4 4.1.1 The hose balancer shall be capable of locking and latching so that the connection of the exhaust system to the vehicle tailpipe is made simpler and easier for emergency personnel. 4.1.2 System balancer shall be calibrated and certified to carry the hose weight and have the capability to pull nozzle off the vehicle tailpipe by using a 0.80 stainless steel aircraft cable no more than 40" in length. 4.1.3 The purpose of this portion of the specification is to have a rugged specially designed system balancer peel the nozzle from the vehicle tailpipe. 5.1 Extraction System Exhaust Hose 5.1.1 The flexible exhaust hose is manufactured for the sole purpose of venting high temperature exhaust gases which are produced by internal combustion engines. 5.1.2 Flexible Hose Shall be high temperature synthetic rubber impregnated into a high temperature laminated fabric with Helix wire spacing equaling 3/4" apart, continuing throughout the entire hose, with a minimum thickness of Helix wire equaling 0.080, and including a minimum overlapping thickness of 2 7/16". 5.1.3 This construction of hose must be capable of operating at a continuous temperature of 400°F and inteiuuttent temperatures of 500°F. 5.1.4 The exhaust hose diameter shall range in diameter from 4 - 6 inches depending on the size of the vehicle engine and corresponding exhaust pipe diameter. 5.1.5 Hoses shall be individually sized for each bay depending on the types of vehicles that are to be used in the bay that the Exhaust system is installed. The exhaust hose shall not have any pieced together connections so as to avoid diesel exhaust leakage. 5.1.6 Exhaust systems that rely on static regain from the vehicle engine or use the engine horsepower to push the hot exhaust gases into the exhaust system shall not be accepted. Any ventilation system design that allows for hose diameters smaller than the vehicle tailpipe shall not be accepted. 5.1.7 The sole purpose of this requirement is to insure that the exhaust hose that is used for this application is rightly applied to the purpose of venting hot exhaust gases directly to the outside of the station house. This benefits the department by extending the life of the exhaust hose which is affected the most in source capture systems 6.1 Universal Nozzle 6.1.1 Engineered and specially designed exhaust system nozzle (female connection) that is specifically designed to fit tightly over the circumference of an engineered mating ring 5 (male connection) that attaches to the tail pipe and attaches tightly around the ring to capture 100% of the carcinogenic diesel exhaust fumes. 6.1.2 The nozzle shall be comprised of a 60 degree transition elbow fabricated from galvanized steel with debris screen and finished in a powder coated special black crinkle finish. The nozzle sleeves inside an EPDM seamless rubber boot. 6.1.3 Incorporated in the rubber boot are 4 to 6 powerful rare earth magnets which are strategically located inside two sets of metal pole pieces that pivot in and out to allow for smooth release of vehicle tailpipe. 6.1.4 This allows smooth positioning of the nozzle over the mating ring to produce a required substantially air tight seal, eliminating backwash of diesel exhaust fumes into the station. 6.1.5 The release of the nozzle shall be activated by a forward motion of an apparatus simultaneously causing a lifting and backward motion of the release nozzle. This action shall institute a simple mechanical release. The simple release shall be based solely on the upward pull of the system balancer, which causes the pole pieces to pivot on the tailpipe radius and release over the flared end of the tailpipe.. 7.1 Tailpipe Adapter 7.1.1 Tailpipes that are connected to the Magnegrip system shall be retrofitted with a tailpipe adapter (male end). The tailpipe adapter allows the nozzle (female end) to fit tightly against the outer edge of the mating ring on tailpipe adapter. 7.1.2 The ring shall contain a series of machined 3/4" oval holes placed around the circumference of the ring which allows cool ambient air to enter into the exhaust hose reducing the temperature of the diesel exhaust, and thereby extending the life of the exhaust hose. 7.1.3 The circumference of the mating ring shall have a one-way silicon check valve rated at 600 degrees that opens or closes depending on the exhaust system airflow condition, when air pressure is either positive or negative. When the exhaust system is in a positive mode, the one way check valve will press against the holes on the ring and close off the ambient air intake. This will prevent any backflow of diesel exhaust into the firehouse. When air pressure in the nozzle is negative, which is the normal condition, a silicone check valve will remain open and will prevent any harmful carcinogenic materials from back washing into the apparatus bay and/or filtering into the living areas as well as cool the exhaust temperatures. Ambient air introduction at the nozzle/tailpipe adaptor will also protect the apparatus engine from backward spinning of it's turbo engine when the fan is activated by another vehicle engine startup located in the adjacent bay and that apparatus is not operational. This will occur because the fan will pull air from around the tailpipe connection rather than the vehicle engine compartment. 6 8.1 System Exhaust Fan Overview 8.1.1 The exhaust fan shall be sized for a minimum of 600 CFM per extraction unit unless larger or smaller vehicles are being attached to exhaust system. The induction of ambient air at the tailpipe connection shall insure that the exhaust temperature at the fan will less be then 150 degrees at the fan motor. 8.1.2 Each exhaust fan shall be designed specifically for the fire station with these factors being addressed: 1. The size and total number of vehicles being attached to exhaust fan. 2, The overall design of fire&emergency vehicle bays. 3. The location of the living quarters. 4. The existing electrical phase 5. The physical location of the fire station in the community that is served by the fire department(The sound level of the fan motor while in operation). 8.1.3 The exhaust fan shall be sized for a minimum of 600 CFM per extraction unit unless larger or smaller vehicles are being attached to exhaust system. The induction of ambient air at the tailpipe connection shall insure that the exhaust temperature at the fan will less be then 150 degrees at the fan motor. 8.1.4 The sound decibels generated by the fan motor and impeller shall not exceed 81 Db at 5 feet. 8.14 No motor that allows exhaust temperatures in excess of 200 degrees shall be accepted, this requirement insures long life the exhaust fan motor and bearings. 8.14.1 Pump Checks Option - Since our standard system uses 5" exhaust hose we can be assured that larger vehicles will still be within design range for the standard exhaust extraction system even in applications where periodic pump checks are employed inside the fire station. Exhaust fan system shall provide negative pressure from system nozzle connection to exhaust fan inlet ductwork. 8.2 Fan Airflow Criteria Shall be designed as a pre-engineered exhaust fan designed for the sole purpose of exhausting Volatile Organic Compound (VOC) and carcinogenic compounds generated by internal combustion engines designed to propel any motor vehicle. 8.2.1 The exhaust fan should operate automatically only during the point of when electrical power is administered to the totally enclosed fan motor. 8.2.2 Exhaust Fan shall be certified ISO 9001 Manufacturer that has manufactured fans for a minimum of 10 years and shall come with a 1-year warranty from manufacturer. 7 8.2.3 Blower wheel design shall be backward inclined with minimum horsepower motor to produce the desired results for optimum efficiency and long term viability. Operating static pressure to be T'water column. 8.2.4 Fan shall be capable of delivering a minimum of 600 CFM at 7" negative static pressure for 5" diameter hose drops for larger engines and 500 CFM at 7" negative static pressure for 4" diameter hose drops for smaller diesel engines. 8.2.5 Fan will not be designed with static regain from vehicle engine to assist in meeting the performance criteria mentioned in next paragraph. At no point shall the diameter of the hose drop be less then diameter of vehicle tailpipe. 8.3 Physical Fan Data 8.3.1 Fan housing shall be heavy gauge welded steel construction suitable for temperatures up to 250 degrees. Housings shall be provided with drilled inlet and discharge flanges. The discharge flange shall be"full flange" design. 8.3.2 The housing frame shall be constructed with four flat sides to allow for discharge change to vertical or horizontal positions with disassembly of unit. 8.3.3 Fan Impeller blower wheel shall be backward curved single thickness aluminum blade design. 8.3.4 Welds on fan housing shall be performed by a factory qualified personnel who have met the requirements of ASME Section IX. . 8.3.5 The first resonant speed of each rotor shall be not less then 125 percent of normal operating. 8.3.6 Rotor shall be two plane dynamically balanced to a maximum final vibration level of1.Omil. 8.3.7 Fan Motor Shall be UL listed and manufactured by a readily available nationally recognized motor manufacturer. Motor shall be a permanently sealed and lubricated motor. Motor shall be supplied as a totally enclosed fan cooled or non-ventilated type with a readily available NEMA frame from 56-145Tand designed for an application where standard use is intermittent starts on average of ten times per day. 8.3.8 Fan Motor base frame shall be constructed with four flat sides to allow for discharge to change from vertical or horizontal positions without disassembly of fan housing. 8.3.9 Motor bearings shall be heavy duty anti-friction, self aligning ball or roller bearings with positive shaft locking. 8 8.3.10 Fan Motor Vibration Isolation shall be manufactured as a complete assembly to assure the least possible vibration or movement. Fan wheel shall be both statically and dynamically balanced. 8.3.11 Fan Motor Power shall be 3 phase whenever readily available in station. Single phase shall only be used when the cost of providing 3-phase power becomes prohibitive or when adequate supply of usable breakers is not available or otherwise instructed by the city. 8.3.12 Fan Motor Labeling and Identification must bear the same manufacturers name as the primary exhaust ventilation equipment and electrical controller operating it. Also listed on labeling shall be model number, RPM, pressure,inlet size, outlet size, temperature limitations, break horse power, CFM, class, and any warning labels or instructions required by Underwriters laboratories(UL). 9.1 System Ductwork 9.1.1 All galvanized ductwork shall be spiral G-90 galvanized pipe and shall be a minimum of 26-gage pipe sizes for 4"— 5" in diameter, 24-gage pipe for sizes 6"— 8" in diameter, and 22-gage pipe for sizes 9"— 14" in diameter. 9.1.2 Duct Seals on the connection shall be with 400-degree silicone. Brazing and welding at joints are not required because duct system is designed for T' of negative pressure and at these pressures the silicone sealant is sufficient to seal the system. The lateral fittings shall be brazed or welded and must be designed with a minimum 45 degree branch taps for a smooth convergence of a two or more airstreams. 9.1.3 If duct system is designed for more than T' static pressure than welding, brazing, and additional mechanical seals shall be required for the sole purpose that ductwork is used as an extension of the exhaust pipe and at times is placed under positive pressure. 10.1 Auto-Start Control System 10.1.1 Shall be designed to sense the output pressure which is normally generated by any internal combustion engine designed to operate any is or diesel engine. The operating logic must be designed to complete this cycle. At any point in time, when the engineered nozzle is connected to the vehicle's exhaust tailpipe, and at which time the vehicle is manually or automatically energized by the operator, this automatic controller, sensing the engine's output pressure, energizes the exhaust fan electrical contractors, which are connected electrically to a low voltage timer that will keep the exhaust fan operating for a period of time designated by fire department procedures. 10.1.2 Controller Electrical controller must be UL listed/approved and manufactured in accordance with Underwriters Laboratories standard UL-508 enclosed industrial control panels and incorporate a limited energy control circuit. 10.1.3 Controller enclosure must be NEMA 12 rated and UL listed as type 12. Fiberglass construction. 9 10.1.4 System control unit mounted electrical enclosure to restrict access of internal components of controller by only authorized entry. 10.1.5 Electrical contactors shall be Allen Bradley industrial electrical contactors provided with the appropriate adjustable overload relays to meet the proper full load amperage of motor it is designed to control. Contactor must conform to the following standards: BS-5424, VDE0660, and approved by UL certification as an approved component. 10.1.6 Controller transformer to be UL listed industrial control circuit transformer with primary and secondary fuse blocks. Transformer must be provided with multi-tap primary 208V through 480V, AC, and 24V through 120V secondary. 10.1.7 Controller timer shall be solid state, 60.-min variable timer. Operating logic must complete this cycle. Input voltage is applied to the timer at all times. Upon closure of a normally open isolated start switch, the load energizes and remains energized as long as the switch is closed. When the start switch opens, the timing cycle starts. At the end of the present time delay, the load de-energizes and the timer is ready for a new timing cycle. Timer must be UL recognized component under file number E65038. 10.1.8 System pressure sensor Must be engine pressure sensing type capable of recognizing the output pressure of any type of motor vehicle. Electrical contact must be dry type and not exceed 24V. 0.1.9 Stop/Start Switch located on exterior of Controller shall be a red illuminated contact button. This device must meet UL type 4X rating. The Magnegrip transition elbow is 22ga with tack welded seams. If the Magnegrip tailpipe adapter is bent or damaged the Universal Nozzle may not attach or release properly, tearing the hose or damaging the system.
