02-12-2015 (Historic Review) Minutes Wylie Historic Review Commission CITY OF WYLIE Minutes Wylie Historic Review Commission Monday, February 12, 2015—6:00 pm Wylie Municipal Complex—Council Chambers 300 Country Club Road, Building 100 CALL TO ORDER Chair Kathy Spillyards called the meeting to order at 6:00PM. Administrative Assistant Mary Bradley took roll call and the following Commissioners were present: Chair Kathy Spillyards, Commissioner Annilee Waterman, Commissioner Jon Lewis, Commissioner Jennifer Wakefield, Commissioner Bob Heath, Sr. and Commissioner Bobby Heath, Jr. Commissioner Jeremy Stone arrived at the close of the meeting. Staff present: Renae' 011ie, Planning Director. CITIZENS COMMENTS Chair Spillyards opened the Citizens Participation. With no one approaching the Commissioners, Chair Spillyards closed the Citizens Participation. CONSENT AGENDA 1. Consider and act upon approval of the Minutes from January 22, 2015, Special Called Meeting. A motion was made by Commissioner Lewis and seconded by Commissioner Waterman, to approve the minutes as submitted. Motion carried 6—O. Regular Agenda Action Item 1. Consider, and act upon, approval of a new Residential structure in accordance with Ordinance No. 2013-17, generally located at the southeast corner of Brown St. and Ballard St., and more specifically at 100 E Brown within the Downtown Historic District. Remove from Table Minutes February 12,2015 Wylie Historic Review Commission Page 1 of 3 A motion was made by Commissioner Wakefield, and seconded by Commissioner Heath, Jr., to remove 100 E Brown from the table. Motion carried 6-0. Staff Presentation On January 22, 2015, the Board considered the request for a new residential structure, and tabled the item for the applicant to allow the applicant time to resubmit by adding the fish scale design on the gable portion of the roof; the historic design for the windows and doors, and additional columns to the porch. Other than these revisions, the design stays the same. Board Discussion Mr. Steve Allman, United Bilt Homes, 1250 E 1-20, Terrell, Texas, the architect for the subject property reviewed the changes with the Commissioners to give historic character that was requested by the Board. As well adding the fish scale design for the roof, a second donner was added to give more architecture. On the sides and back the roof pitch went from a 12:12 pitch to an 8:12 pitch, with 18 inch overhang. The doors are Victorian style for the front. The windows were changed to transom panels. Changing the porch to larger, having difficult time with doing a four foot porch, due to cost and setbacks. Mr. Kenneth Steen, property owner for the subject property, expanding the porch will destroy the usability of the floor plan. There are no regulations for "', the size of the porch within the ordinance. Ms. 011ie stated that the Board can direct Staff to revise the ordinance to address specific styles, clear and concise details for design new residential structures. The ordinance was really written for commercial downtown, and not residential structures or renovating existing residential structures. Chair Spillyards stated that the intent of the Historic Board was seeking the new residential structure to blend in within the Downtown Historic District. All Commissioners expressed their appreciation to the applicants for revisions that was made from previous meeting. Board Action A motion was made by Commissioner Heath, Jr., and seconded by Commissioner Wakefield, to approve the Site Plan 100 E Brown. Motion carried 6—0. The Commissioners directed Staff to place on the Agenda for the next scheduled meeting a work session to discuss the revisions for Article 6 New Residential Structures Design Standards. .-.
