Motion carried 7—O. Interim Chair Jon Lewis called the meeting to order at 6:12 PM. Commissioners present: Interim Lewis, Commissioner Annilee Waterman, Commissioner James Park, Commissioner Jennifer Wakefield, Commissioner Bob Heath, Sr., Commissioner John Park, and Commissioner Gary Taylor. Staff present: Renae' 011ie, Planning Director and Administrative Assistant Mary Bradley. Ms. 011ie welcomed all new Commissioners. CITIZENS COMMENTS Interim Chair Lewis opened the Citizens Participation. With no one approaching the Commissioners, Interim Chair Lewis closed the Citizens Participation. CONSENT AGENDA 1. Consider and act upon approval of the Minutes from March 26, 2015, Special Called Meeting. A motion was made by Commissioner Heath and seconded by Commissioner Wakefield, to approve the minutes as submitted. Motion carried 7—0. Regular Agenda Action Item Commissioner Taylor excused himself from the meeting, due to conflict of interest on the next agenda item. Staff Presentation Ms. 011ie stated that the property is located at 104 N Birmingham. The Owner/Applicant is Taylor and Son Properties, LLC and desires to perform modifications and alterations to the building. Renovations include new electrical, new plumbing, new HVAC, add bathrooms, encase exterior with Hardi type board siding, relocate some windows, add ramp in rear, open front porch to period style. Staff initially reviewed the plans on relocation of windows, and later realized that some of the windows will actually be removed. Board Discussion Commissioner Heath questioned the purpose of removing some of the windows. Mr. Sam Taylor, Taylor and Son, 2137 Highland Drive, applicant for the subject property, stated that the use for the building will be computer store. The windows allow sunlight and not convenient for computer. The windows on the sides will be removed. The windows in the front and back will be either replaced or relocated. Mr. Bryan Rogers, 511 Rustic Place, representing the Designer, stated that the porch will be remodeled to original configuration. The exterior will include Radiant Bearing, and the Hardi Board will be installed on top of the installation board. The Hardi Board will have appearance of wood lapped siding.. The rear porch will include a full accessible ADA ramp. The attic, skirting around the base of the building, and all trim work is not structural, therefore are not shown on the plans. The trim work will be done by the applicant. The windows will be clad or composite, which is hard to tell the difference from a wood window and clad. The clad window is more energy efficient, and weather proof. The back will not have windows, due to location of the restrooms. The Commissioners expressed concern of plans submitted does not match the description from Mr. Rogers or Mr. Taylor. The Commissioners expressed desire to see cut sheets, detailing the renovations, and location of all windows, with additional windows on both sides of the house. Motion carried 6—0. Commissioner Taylor returned to the meeting. Work Session Discuss and get direction on updates to Section 6.3 Downtown Historic District Guidelines. Ms. 011ie stated that the Commissioners requested Staff to move forward with ideas and drafts on updates at relates to new construction and design standards in the Downtown Historic District. The Commissioners desired the guidelines to be: • All-inclusive for New Construction or Renovations, and • Maintain front elevation proportion • Massing • Details • Articulation • Open Soffit • Attic Vents • No Cookie Cutters • Mixture of Styles • Need Visual difference • Street Lights • Minimum depth for front porch • Reduce long blank walls • Pre-date 1940-1945 The Commissioners discussed in length the desired guidelines. The end discussion resulting in: • Revise design standards for residential structures period style • Revise sign standards • Incorporate site specific designation Commissioner Heath directed Staff to review the possibility of expanding South Ballard Overlay or creating Historic District for properties south of Highway 78,between Ballard and Birmingham and south to Stone. Exterior colors will adhere to Sherwin Williams Preservation Pallet per Article 6, Section 5 of the Zoning Ordinance. The proposed use is General Office and allowed by right. An ADA Ramp is being proposed for the rear of the building and shall comply with T.A.S. 2012 Section 405. Per the direction of the Commission at its September 24th meeting, the applicant was to resubmit more detailed plans of the proposed request. The revised plans indicate additional windows being added on all elevations, and new skirting around the entire structure. Colors have been included that meet the requirements of Article 6.3.5.E.b.(7) Historic Color Palette. The applicant is proposing to use gravel paving in the rear of the property. In accordance with Section 4.c(4), alternative materials for driveways and parking spaces are subject to City Engineer approval. In accordance with Ordinance No. 2013-17, any development proposing new construction or substantial renovation requires special oversight by the Commission to ensure preservation of the historic and architectural character of the area.
