CALL TO ORDER
Chair Jon Lewis called the meeting to order at 6:02 PM. Commissioners present: Chair
Lewis, Vice Chair Annilee Waterman, Commissioner Jennifer Wakefield, Commissioner
James Park, Commissioner Bob Heath, Sr. and Commissioner Gary Taylor.
Commissioner John Pugh arrived after the Consent Agenda.
Staff present: Renae' 011ie, Planning Director and Administrative Assistant Mary
Bradley.
CITIZENS COMMENTS
Chair Lewis opened the Citizens Participation.
Ms. Sandra Stone, 211 N Keefer, spoke in favor and support of making amendments to
the guidelines and preserving the historical structures and landmarks.
Chair Lewis closed the Citizens Participation.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes from October 22, 2015,
Special Called Meeting.
A motion was made by Commissioner Park and seconded by Commissioner
Wakefield,to approve the minutes as submitted. Motion carried 7—0.

Discuss updates and future amendment to Section 6.3 Downtown Historic District
Guidelines.

Ms. 011ie stated that at the last work session, the Commissioners directed Staff to
move forward with possible amendments outlining design guidelines and criteria
for the Historic District. Staff provided photos of existing areas within the
Downtown Historic District and throughout the city that could be included in the
ordinance.
The Commissioners reviewed and made the following recommendations:
• Amendments to Section 6.3.A Purpose:
o Amending sentences;
o Researching other cities on Architectural Styles;
o Add examples of Architectural Styles
o Include better definitions on Architectural Styles
• Amendments to Section 6.3.E(c)3 Downtown Historic District
Development and Design Standards and Guidelines:
o Definitions need clear and concise
• Amendments to Section 6.3.E.(c).5 Building Materials — New
Residential Structures
o Amending size of siding;
o Defining the type of siding allowed
o Research and reconsider type of roof
• Commission to consider and act upon before a permit is issued on Section
6.3.F Demolition and Relocation of a Structure
• Amendments to Section 6.3.G Signs will be considered at a later date due
to changing in Legislature for Signs.
• Amendments to Section 6.3.H Accessory Structures
o Revising sentences
MISCELLANEOUS
The Commissioners agreed upon having a Special Called Meeting on January 28, 2016,
for another Work Session to discuss proposed revisions.
ADJOURNMENT
A motion was made by Commissioner Wakefield, seconded by Commissioner Taylor to
adjourn the meeting at 9:20pm. All Commissioners were in consensus.
