03-04-2008 (WISD & City Council Subcommittee) Minutes Wylie City Council & Wylie Independent School CITY OF WYLIE District JOINT MEETING Minutes Wylie City Council and WISD Joint Subcommittee Meeting Tuesday, March 4, 2008 -7:00 A.M. Wylie Independent School District Educational Service Center 951 S. Ballard Wylie, TX 75098 CALL TO ORDER City Council members present were Mayor John Mondy; Council Member/Subcommittee Chair Rick White; and Council Member David Goss. WISD School Board members present were WISD Trustee/School Subcommittee Chair Susan Schuler; WISD Trustee Ronni Fetzer; and WISD Trustee Baron Cook. Also in attendance were City Manager Mindy Manson and Superintendent of Schools Dr. John Fuller. PRESENTATIONS & DISCUSSION 1. Approval of the Minutes from November 6,2006 (City Subcommittee Members Only) The minutes presented were approved with no additions or corrections. 2. Security for City and Schools Subcommittee members discussed security measures. The City Council representatives indicated that Police Chief Duscio attends most Council meetings and City Manager Mindy Manson confirmed that a Police Officer also attends with overtime pay. WISD representatives expressed an interest in having an Officer or SRO in attendance at their Board meetings or any meeting that they know may have heated discussions. It was agreed that staff would explore different options and costs. Minutes Wylie City Council and WISD Subcommittee March 4,2008 3. Possible Implementation of Ordinance Prohibiting Use of Cell Phones in School Zones Mayor John Mondy indicated that the City was in the early stages of looking into an ordinance prohibiting the use of cell phones in school zones and will still need to evaluate the cost of signs and provision of hands-free equipment to staff. WISD representatives expressed their support for the implementation of an ordinance. 4. Feasibility of Teen Program City Manager Mindy Manson explained to the Subcommittee that the Park Board had discussed the need for a Teen Center or Teen Program during their annual retreat and that they believed it was a priority need. Ms. Manson stated that the Park Board believes that the focus age group should be generally 5th through 8th grades and that such a program would not be successful without the participation of the school district. WISD Trustee/School Subcommittee Chair Susan Shuler indicated that the district had explored school-based after school programs, but had initially targeted elementary age students. Ms. Shuler stated that the district believes that the school-based program should be academic based. Discussion followed regarding a school-city partnership with the WISD providing the academic support and the City providing the recreational support. 5. Other Partnerships The Subcommittee discussed the upcoming Memorandum of Understanding regarding the SRO program and the continued support of the Crossing Guard program. The WISD representatives requested that the City ensure that the summer programs do not compete with the WISD coaches camp. 6.
